PLANNING AND ZONING BOARD MEETING
June 25, 1970
A regular meeting of the Miami Shores Planning and Zoning
Board was held at 7:30 p.m., June 25, 1970, at the Village Hall, with the
following members present:
Mr. Donald W. McIntosh, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Thomas B. Baden
Mr. Irving E. Horsey
Absent: Mr. Fred G. Astor
Mr. William R. Bradford, Building and Zoning Director, was
also present.
Minutes of the last regular meeting of June 11, 1970 were approved
as written by motion made by Mr. Baden, seconded by Mr. Horsey and passed.
Minutes of the public hearing of June 15th, as well as a special meeting of
June 18, 1970, were approved as written by motion duly made and passed.
(1) Recommendation on zoning changes proposed by Harland
Bartholomew & Associates.
The Planning Board submitted the following statement
which was read by the Clerk:
"Subsequent to studies and meetings on the Zoning Ordinance,
Comprehensive Plan, Capital Improvements and Planning Administration
and Land Use Plan, and further, based upon expressions of the citizens at
the public hearings held recently, the Planning and Zoning Board recommends
the following results for the Village Council's consideration:
(1) Recommend adoption of the revised zoning ordinance
as submitted in final form.
(2)
Recommend that the areas considered for a change of
zone should remain in the present zone classification,
with the following exceptions:
(a) Lot 23, Block 15, Miami Shores Subdivision, be
zoned Institutional, to be utilized for parking.
(b) Block 107, Miami Shores Subdivision, and the
5. 42 acre tract adjoining the Country Club be
zoned Institutional, similarly with the remainder
of other Village property.
(c) Lots 5 through 13 and Lot A, Block 59, Miami

Shores Subdivision, be zoned Professional Office
to correspond to existing use.
(d) Lots 1 thru 4, Asbury Park Subdivision, be zoned
RM -2, Medium Density Multiple Family Residential.
It is the opinion of the majority of the Planning and Zoning Board
that the Comprehensive Reports and Zoning Ordinance furnished by the
planners have considerable merit and are of extreme importance in aiding
present and future administrations in the implementation and preservation
of the fine community its citizens now enjoy.
As a result of the interest expressed by the residents in the study,
it is suggested that the Council create study committees comprising inter-
ested citizens with appointive and administrative personnel who would study
in detail the data contained in the Comprehensive Plans and report their
recommendations.
Therefore, it is recommended also that the Village Council give
further study and thorough evaluation of the Comprehensive Plan, Public
Improvements and Planning Reports and, in addition, give consideration to
the following:
(1) Study the feasibility of zoning the entire property owned
by the Miami Shores Presbyterian Church, along with Lots 1
thru 5 ,Block 62, and Lots 1 thru 4, Block 59, to Institutional use.
(2) Recommend that the appropriate authorities in con-
junction and cooperation with the owner, institute a more desirable
control of the present use of the existing offstreet and onstreet
parking areas within and adjacent to the 9999 building.
(3) Recognizing the need to render portions of the Biscayne
Boulevard property more desirable and suitable for development
as single family residential use, authorize an expeditious evalu-
ation and plan, including consideration for both traffic and
pedestrian safety with the purpose of both aesthetic and habitable
utilization of the property. "
Mr. Moyer moved that the Planning Board adopt this recommenda-
tion. Motion was seconded by Mr. Horsey. Mr. Baden asked that the
suggestions made in the signed petition regarding the parking behind the
9999 building and the use of a "park and walk" plan, be added to paragraph
two of the addendum, which was accepted. The motion was then passed
unanimously.

Unfinished Business:

(a) Request for permit by Miss Elsie Baioff, 336 N. E. 98th
Street, fur pulLuit to remodel a non -conforming building: The request was
to install a bathroom, raise the floor and add necessary electrical fixtures
to make this accessory building adaptable to use. Copies of a letter from
Herbert L. Gopman, consulting engineer, dated November 20, 1969, has been
forwarded to the Planning, which stated: "that the structure requires little
or no repair to insure its structural stability. " After further discussion
Mr. Baden moved that the application for permit be denied. Motion was
seconded by Mr. Moyer and passed unanimously.
The meeting adjourned at 8:05 p.m.
