PLANNING AND ZONING BOARD MEETING
May 11, 1970
A zoning hearing before the Miami Shores Planning and Zoning
Board was held at 7:30 p.m. , May 11, 1970, at the Miami Shores Country
Club, with the following members present:
Mr. Donald W. McIntosh, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Thomas B. Baden
Mr. Irving E. Horsey
Mr. Fred G. Astor
Mr. John W. McIntyre, Village Manager, and Mr. William R.
Bradford, Building and Zoning Director, were also present, as well as
approximately 225 Village citizens.
Chairman Don McIntosh opened the meeting and explained that
pursuant to our Zoning Ordinance No. 270, the Miami Shores Village Council
had adopted a resolution to consider proposals made by Harland Bartholomew
& Associates for the rezoning of certain property. In accordance with this
action the Planning and Zoning Board was directed to hold public hearings on
these proposals and that this, the first of these hearings, will cover proposed
changes on property abutting or near N. E. 2nd Ave. from N. E. 91st St. to
N. E. 101st St. Property owners within 500 ft. of the areas involved have
received notices and the discussion will be limited to those people at this time.
The first section is from RESIDENTIAL to INSTITUTIONAL covering
the following property in the Miami Shores Subdivision: Lots 6, 7, 22, 23,
Block 15, and Lots 8, 9, 15, 16 in Block 34, which represents the 100 ft. of
property behind the City Hall and behind the Library.
Mr. Charles W. Seifert, 253 N. E. 101st St. , objected to Institutional
parking behind the Library, both for the parking lot and because he didn't think
it was necessary.
Mrs. Dorothy Alloway, 133 N. E. 100th St. , objected to a parking
lot west of the City Hall, as she thought it would change the character of the
street.
A letter was submitted to the Board bearing the following names
of property owners objecting to proposed parking behind the City Hall:
Mrs. M. Ahrendt, 134 N. E. 100th St.
Mr. Russell Shufelt, 150 N. E. 100th St.
Mrs. Edna W. Street, 120 N. E. 100th St.

Ms. Deneice Bustin, 171 N. E. 100th St., stated that the parking
problemsare caused by the 9999 building and that their people use the
Library parking. She stated that she opposes this change strenuously.
Mr. John Landers, 246 N. E. 101st St. , objected to the parking
zone taking half of his property and stated that this would cause a problem
in resale.
Mr. Donald Landis, 246 N. E. 100th St., thought the 9999 building
is a monstrosity. He objected to the building and the parking and pointed
out other lots that could be used for parking.
Mrs. Florence Wheldon, 237 N. E. 100th St. , stated that this change
would devalue her property.
Mr. Sheldon Hecker, 230 N. E. 101st St. , stated he has never seen
inadequate parking for the Library. He objected because the value of his
home would be dropped should this become a parking lot.
Mr. Porter Pearson, 270 N. E. 100th St. , objected very strongly to
the rezoning. He stated he thought with modern architecture a parking garage
could be constructed by the city that would solve the entire parking problem.
Mrs. Florence Norman, 151 N. E. 101st St. , who also owns the
home at 157 N. E. 101st St. , objected to the Village Hall which added a fire
station and then an inspection station with cars all over the area and stated
that this would depreciate the value of her property.
Dr. John Collins, 230 N. E. 100th St. , stated he lives directly in
back of the 9999 building and has been complaining about the trash from the
building ever since he moved there and objects to the parking in front of his
hous e.
By a show of hands about 52 people indicated their objection.
Mr. Stanley Gardiner, 229 N. E. 100th St., complained about the
9999 building parking and wanted to sell his property to the Shores if they rezone.
The next section is from RESIDENTIAL to PARKING (CR) commercial
restricted use, covering the following property in the Miami Shores Subdivision:
Lots 6, 7, 22, 23, Block 21, and 1/2 of Lot 16, 8 and 9, Block 33. This is
the 100 ft. of property west of Howard Johnson's Restaurant and the 100 ft. of
property eas-t of the 9999 building.

Mrs. Naomi Hornbrook, 149 N. E. 93rd St. , objected to more
Mr. Bert Riney, 150 N. E. 95th St. , stated that this parking lot is
not needed and thought this recommendation was stupid.
Mr. Paul Reinholm, 170 N. E. 94th St. , voiced objection.
Mrs. Roy Schneider, 145 N. E. 95th St. , spoke about the parking
lot next to her and its nuisance.
Mr. Bill Barr, 145 N. E. 94th St. , stated that the Howard Johnson
lot is never full and that we do not need more parking in that area.
Mr. O. P. Bond, 115 N. E. 94th St. , stated the Howard Johnson
lot is never full and thought we should have taken the $22, 000 to fight rezoning
of lots in court.
Mr. Richard Hornbrook, 125 N. E. 94th St. , stated that the Village
is a home community and we are not expanding business so why expand parking
lots.
Mrs. George Stephens, 140 N. E. 95th St. , thought there was no need
for additional parking and added that the Village parks should be beautified.
Mrs. Bill Barr, 145 N. E. 94th St. , stated that a parking lot would
devalue their property.
The Chairman called for a straw vote on this proposed change which
indicated no one in favor and 48 opposed.
Section three, from RESIDENTIAL to RM -1 (low density apartments)
proposed for the following property: El Portal Subdivision, Lots 10, 11, 12,
Block 3, and Lots 10, 11, 12 in Block 7; Miami Shores Subdivision, Lots 10,
11, 12, 13, 14, Block 25, Lots 1, 2, 3, 4, 5, Block 24, Lots 1, 2, 3, 4, 5,
Block 23, All of Block A and Lots 10, 11, Block 27.
Mr. Bill Alexander, 234 N. E. 92nd St. , stated that he objected to
this change as it was not to his benefit to have it changed.
Dr. John Holly, 220 Grand Concourse, stated he was opposed to
having apartments across the street from his home.

Mr. Raymond J. Metzen, 145 N. E. 91st St. , thought this would
run the neighborhood down.
Mr. Kenneth McGovern, 262 N. E. 93rd St. , stated that we shouldn't
pattern ourselves after El Portal's zoning.
Mr. Arthur Moreno, 246 N. E. 92nd St., submitted a petition of
names of 40 residents who violently oppose a change from residential to
anything else.
Mr. Albert Warner, 168 N. E. 91st St. , stated that he was against
apartments.
Mr. Joe Dugoni, 166 N. E. 92nd St. , concurred with all the state-
ments made opposing this rezoning.
Mr. Charles Maher, 138 N. E. 92nd St. , was strongly opposed to
apartments, felt that property values will go down and the general appearance
of the Shores will be degraded.
Mrs. Donald Farrow, 9301 N. E. 2nd Ave. , spoke about the many
elderly women who have to leave the Shores because they cannot find apart-
ments here, and was in favor of the change.
Mrs. Helen Morrison, 107 N. E. 91st St., wanted to know why
people haven't built on N. E. Znd Ave.
Dr. Paul Stratos, owner of three lots on N. E. Znd Ave. , told how
much he paid for his property and that he can't sell it and can't use it for
his professional office.
Mrs. Mary Dugoni, 166 N. E. 92nd St. , mentioned the parking
problems with. apartments.
Dr. Kenneth Wittich, 9125 N. E. Znd Ave. , wanted to go on record
as being in favor of the Harland Bartholomew report in regard to this zoning.
A straw vote on this portion indicated 6 in favor of the change and
about 48 opposing.
The meeting was adjourned at 9:15 p.m. but was reopened at 9:25
to allow those who did not live within 500 ft. of these proposed changes to
speak.
