PLANNING AND ZONING BOARD MEETING
October 23, 1969
A regular meeting of the Miami Shores Planning and Zoning Board
was held at 7:30 p.m., October 23, 1969, at the Village Hall, with the
following members present:
Mr. Donald W. McIntosh, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Thomas B. Baden
Mr. Irving E. Horsey
Mr. Fred G. Astor
Absent: None
Mr. William H. Bradford, Building and Zoning Director, and Mr.
John W. McIntyre, Village Manager, were also present.
Minutes of the Zoning Hearing of October 9, 1969, were approved
as written by motion made by Mr. Moyer, seconded by Mr. Astor and passed
unanimously.
(1) A request was made by Mr. James W. Hughes of 195 N. W.
96th Street, to install an outside door in an existing bedroom to permit
entrance from N. W. 2nd Avenue. Mr. Hughes stated he is an administrator
at Dade Junior College, that he has had students in his home but that his
present request is based on a need for privacy for his daughter. After some
discussion of past experiences in similar cases Mr. Baden moved that the
Board deny the request of Mr. Hughes because of the Board's rulings on out-
side entrances. Motion was seconded by Mr. Astor and passed unanimously.
(2) Action was requested of the Board on the zoning request of
Drs. William Boyle and William Ridinger, owners of Lot 5, Block 65, Miami
Shores Sub. , or 9300 Biscayne Blvd., for change from residential to pro-
fessional office. Mr. Astor moved that the Board deny the request. Motion
was seconded by Mr. Horsey. Mr. Astor stated that the reason for his
motion to deny, based on the fact that he personally, and many people in
the Shores, are opposed to spot zoning and what it might open in the future.
Mr. Baden stated that Mr. Phillips of Harland Bartholomew & Assoc. advised
that this would be considered spot zoning and Mr. Baden added that he felt
it would set a precedent. Mr. McIntosh pointed out that our planners had
stated they could not see any professional office use on Biscayne Blvd. The
motion passed 4/1 with the chair voting against the motion.

Mr. Baden brought up a complaint about the flow of traffic behind
the Chase Federal Bank . The Village Manager suggested that he refer this
to the Chief of Police.
The meeting adjourned at 8:50 p. m.
