08-28-1969 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING August 28, 1969 A regular meeting of the Miami Shores Planning and Zoning Board was held at 7:30 P. M. , August 28, 1969, at the Village Hall, with the follow- ing members present: present. Mr. Gordon H. Moyer, Jr. Mr. Irving E. Horsey Mr. Fred G. Astor Absent: Mr. Thomas B. Baden Mr. Donald W. McIntosh Mr. William R. Bradford, Building and Zoning Director, was also Mr. Moyer was asked to act as Chairman for the meeting. Mr. Horsey moved that the reading of the minutes of the last meeting be dispensed with and that they be approved as written. Motion was seconded by Mr. Astor and passed. (1) The request for a redwood lath and chain link plant house for the Mercer Seed Store, 9545 N. E. 2nd Ave. , was again before the Board. The plant house is to be constructed behind the store, along 96th Street. After discussion of the type of construction to be used and the need for proper landscaping, Mr. Horsey made the following motion: that the Board recommend approval of this request to the Council with a setback from the 96th Street sidewalk of a minimum of 2 ft. , that the tree plantings in this setback be a minimum height of 4-1/2 ft., that some planting be required on the east side of the plant house, and that the method of constructing the overhead pipe frame and redwood slats and the fastening thereof be subject to the Building Depart- ment's approval. Motion was seconded by Mr. Astor and passed unanimously. (2) Plans for the re -building of the Mt. Vernon motel into a 50 unit apartment building were again before the Board. A report was made by the Building Inspector on the Polution Control requirements and the County parking and landscaping requirements. Mr. R. S. Schneider, the architect, stated he would redesign the parking plan for re -submission at the next meeting. (3) A plot plan for the Calvary Church to be constructed on the east side of Biscayne Blvd. between 93rd and 95th Streets, was presented to the Board. Since all setbacks were in order no action was required by the Board. The meeting adjourned at 9:15 p. Clerk Approved: Chairman 8/25/69 APARTMENT PLANS - MT. VERNON MOTEL SITE The preliminary plans for an apartment to be built on Biscayne Boulevard at 92nd Street were taken to the Dade County Pblution Control and to the Dade County Zoning Department. These agencies made the following comments: Polution Control - 1. Gave tentative approval for septic tank disposal up to 60 bedrooms (61 bedrooms shown on plans, 39 one bedroom, 11 two bedroom). 2. No definite approval will be given without final working plans. Zoning Dept. - 1. Would not allow parking in required set back areas. (This would eliminate 17 parking spaces as shown on plan. ) 2. Would not allow exit at corner as shown at Biscayne Blvd. at 93rd Street. 3. Would require 25% of lot to be landscaped. 4. Would not allow cars to back into street right-of-way.( This would eliminate 5 parking spaces. ) 5. Would require 10 sq. ft. of planting for each car, plus one tree for each 100 sq. ft. 6. Would require one tree for every 50 ft. along street lot lines. 7. Would suggest parking under building. 1
