PLANNING AND ZONING BOARD MEETING
June 24, 1968
A zoning hearing before the Miami Shores Planning and Zoning
Board was held at 7:3o P. M. , June 24, 1968, at the Village Hall, with the
following members present:
Mr. Donald W. Hoefle, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Thomas B. Baden
Mr. Donald W. McIntosh
Mr. Irving E. Horsey
Absent: None
Mr. C. Lawton McCall, Village Manager, and Mr. William H.
Bradford, Building and Zoning Director, were present, as well as, 12
Village citizens and two El Portal citizens.
Chairman Hoefle opened the meeting and the minutes of the last
meeting were approved by motion made by Mr. Moyer, seconded by Mr.
McIntosh and passed.
Mr. Walter Etling, real estate broker for commercial property,
was present to represent Mr. J. Cooper and son, who had filed a petition
for re -zoning of Blocks 19 and 20, El Portal Subdivision, to permit three-
story garden type office buildings with an "O" classification. The land is
presently zoned for apartments. Mr. Etling reviewed plans for the develop-
ment of this land and contended that this classification would be more realistic
and compatible to the area in view of the railroad and business property to
the east. He presented a plot plan of one of the proposed buildings indicating
setbacks, landscaping and parking areas. An architect's sketch was also
presented showing the front elevation of the building. Two buildings were
planned (one on each block) each having 40, 000 sq. ft. of rental floor space.
115 parking spaces were provided for each building.
Mr. O. W. Brady, 495 N. E. 91st Street, stated he was opposed
to this on the grounds that business would cause the adjoining residential
property to go down hill.
Mr. A. C. McDonough, 9118 N. E. 5th Avenue, stated that when
he bought his home this property was zoned as it is now and he didn't think
they should be permitted to change it to business.
Mr. McCall, the Village Manager, pointed out that prior to 1956
this property was zoned "Industrial" which is far more liberal than what is

being requested.

Mr. F. P. Weaver, who owns a lot on the northwest corner of
90th Street and Park Drive, didn't want the Village to lower the zoning. He
felt that two story apartments were very compatible zoning and no spot
zoning of this area should be permitted. He added that professional offices
weren't bad but any other type office was not desirable for that location.
The Chairman called for a standing vote of those opposed and
there were 12.
Mayor Lowry of El Portal was present and stated he was merely
a spectator and was neither for nor against it.
After discussion by the Board Mr. McIntosh moved that based
upon the information that has been presented to the Board tonight by the
petitioners and objectors, that we take all the information under advisement
with the Village Attorney and Village Manager and any other parties the
Board feels is necessary to make a decision on this request. Motion was
seconded by Mr. Moyer and passed unanimously.
The Board added that they would like to have an opinion on this
matter from Harland Bartholomew & Associates.
The meeting adjourned at 8:55 P. M.
