PLANNING AND ZONING BOARD MEETING
May 12, 1966
A regular meeting of the Miami Shores Planning and Zoning
Board, with a zoning hearing, was held at 7:30 P. M. , May 12, 1966, at
the Village Hall, and the following members were present:
Mr. Thomas B. Baden, Chairman
Mr. M. B. Arnold
Mr. Gordon H. Moyer, Jr.
Absent: Mr. Emrys C. Harris
Mr. Donald W. Hoefle
Mr. C. Lawton McCall, Village Manager and Mr. William
R. Bradford, Building and Zoning Director were also present.
(1) Permit was requested by Mr. Howard Davlin to construct
a split level home with Mansard roof having cedar shingles on Lot 17,
Block 3, River Bay Park A.ddition Sub. , located on N. E. 104th Street
near Biscayne Bay. After a review of this plan Mr. Arnold moved that
it be approved as submitted. Motion was seconded by Mr. Moyer and
passed 2/1 with Mr. Baden opposing because of the cedar shingles to
which he objected.
(2) ZONING HEARING
Chairman Baden stated that a petition had been received for a
change of zoning on the north 150 ft. of Track A., Shores Center Sub-
division, from apartment zoning to parking for a business zone. This
property is south of 92nd Street between Biscayne Blvd. and Club Drive.
Notice of the hearing had been mailed to 41 property owners who were
within 500 ft. of this property. Approximately 15 people were present at
this meeting. Mr. Baden stated that the Board would hear first from the
petitioner, then those within the 500 ft. and then those outside this area.
Mr. Joe Blanton of Publix Markets, Inc. stated his request
with regard to the use of the north 150 ft. of Track A. , Shores Center Sub. ,
for parking in connection with the proposed supermarket to be constructed
on the property to the south of this area between 6th Ave. and Biscayne Blvd.
He stated that a 5 ft. planting area was proposed around the entire project
with additional landscaping in the proposed parking field.
A. letter was received from Mr. and Mrs. E. Vincent Schneier,
670 N. E. 93rd Street, opposing this change of zoning on the basis of the
traffic and the brightly illuminated parking lot.
Mr. Ed Wolz, 715 N. E. 91st St. , part owner of the Shores
Plaza and Villas apartments, stated that this is directly in front of his

units and he felt this change of zoning would hurt them and the entire area.
With the stores facing north it would be detrimental to the apartments
with the lights, signs and driveway on to 92nd Street. He stated that
normally this is a very quiet street and he is very much opposed to this
change.
Mrs. Gloria Wood, 685 N. E. 93rd St. , thought the lights would
be distracting and that the traffic along Club Drive which is very con-
gested now when the insurance building is letting out, would become much
worse. Mrs. Wood felt this will create a noisey neighborhood and that she
will have to sell her home.
Mr. Michael Moscarella, owner of the Holly House Motel at
9101 Biscayne Blvd. , asked if a traffic light would be put in there.
It was explained that this is controlled by the State Road
Department and that a light could be secured if sufficient cross traffic
warranted it.
Mr. Moscarella stated that he thought it would add to the
community and that the conveniences of having it would overcome the in-
conveniences.
Mr. James Keen, 660 N. E. 93rd St. , stated that he was
definitely opposed to this plan basically because of the traffic. He stated
that Club Drive is a relatively quiet street and this would increase the
traffic and would become a real hazard to the residential area. He stated
he is definitely against it because of the lights and traffic.
Mr. Ed Wolz stated he is not against progress or the shopping
center but is against having the stores face north with the lights facing
his apartments. He thought the stores should face theB-oillevard.
Mr. Widawski, 960 N. E. 177 St. , representing the owner of
the apartment property at 93rd St. and Biscayne Blvd. , stated if they
used indirect lighting , that it would be an asset to the community.
Mr. Jack Fitzgerald, 79 N. W. 97th St. , thought it would be
an asset to the Shores.
Mrs. Kenneth Wittich, 9125 N. E. 2nd Ave. , was in favor of
this plan because she felt the parking would be needed with a supermarket
and stores and that it would be an asset to the Shores.
Mr. Glenn Partin, 149 N. E. 93rd St. , asked about our
requirements for parking and what Publix wants in the way of parking.
The Village requirement is one sq. ft. of parking for each sq. ft.
of building. Mr. Blanton stated they feel they need three to one for
financing and an economically sound operation.

Mrs. Van Horn of 695 N. E. 93rd St. , called to say that
she could not be present but was very much in favor of the proposed
plan.
Mr. Blanton presented a detailed plan for the landscaping.
The Board discussed the entrance on 92nd St. which the apartment owners
objected to. Mr. Blanton stated that it could be changed by putting two
openings on Club Drive.
Some of those present who were objecting asked if this change
is made can it be zoned for parking only without any other commercial
uses permitted. This was perfectly agreeable to Mr. Blanton.
The hearing was then adjourned to consider the rest of the
business on the Planning Board agenda.
(3) Request for permit was made by Mr. Paul Baron to
build on Lot "C" of Watersedge Sub. This ,is a 50 ft. lot on Bayshore
Drive at 91st Terrace. These plans are similar to plans approved by the Planning
for this lot on May 28, 1964. Board
After a review of the plan Mr. Arnold moved that the
Board recommend to the City Council that it be approved. Motion
was seconded by Mr. Moyer and passed unanimously.
Action on Zoning Change: Because of the time element
involved in the Publix Market proposal, the Board decided to make a
recommendation to the Village Council at this meeting.
After further discussion Mr. Arnold moved that the Planning
Board recommend to the City Council the approval of the Publix Markets'
request for a change of zoning on the north 150 ft. of Track A., Shores
Center Subdivision from apartment zone A.-1 to off-street parking for a
B-2 zone, and in addition to the change of zoning on that area, that the
entrance shown on 92nd Street on the plot plan be closed and changed,
as close as possible, to the northwest corner of Club Drive and 92nd Street
and that we recommend that the landscaping plan with sprinkler system
as presented be approved. Motion was seconded by Mr. Moyer and passed
unanimously.
The meeting adjourned at 9:10 P.M.
