PLANNING AND ZONING BOARD MEETING
April 26, 1966
A. zoning hearing before the Miami Shores Planning and Zoning
Board was held at 8:00 P. M. , April 26, 1966, at the Miami Shores Country
Club, to consider the petition of Dr. Paul Stratos to re -zone Lots 10, 11 and
12, Block 3, El Portal Subdivision, from residential to apartment zoning for
the purpose of constructing a 12 -unit apartment building thereon.
The following members of the Board were present:

Mr. Emrys C. Harris
Mr. Donald W. Hoefle
Chairman Thomas B. Baden opened the meeting at which there
were approximately 76 residents present, and introduced the Planning Board
members, the Village Clerk and the Building Inspector. He then explained
the procedure that will be followed of first hearing from the petitioner, then
from those within 500 ft. of the property and finally from those who are out-
side this area.
Dr. Paul Stratos stated that he was the owner of the property on
the east side of N. E. 2nd Avenue at 91st Street and that he had previously
requested a change for professional office building which was turned down.
He stated that he has had it for sale but could not sell it for residences as the
property to the south is commercial in El Portal. Dr. Stratos stated he would
like to put up a 12 unit apartment building, two stories. There are apart-
ment houses in the next block and he is asking to put up an apartment building
which is residential or multiple residential.
Mrs. Rose Bloomer, 290 N. E. 91st St. , stated she felt that Miami
Shores is unique because we do not have a great deal of apartments. We have
doctors on N. E. 2nd Avenue and commercial uses have been refused. Re-
gardless of what is in El Portal, this property is still in Miami Shores and
she is very much opposed to putting multiple property on 2nd Avenue.
Mrs. Elaine Fisher, daughter of Mrs. Elaine Rheney, 280 N. E.
91st St. , presented a notarized statement from her mother stating that
she wants this to remain a residential area. Mrs. Fisher was present to
vote against this proposal on behalf of her mother.
Mr. Robert Frix, 270 N. E. 92nd St. , stated that he was sympathetic
with Dr. Stratos to dispose of his property but wanted to keep it as a strictly
residential community. The fact that El Portal has commercial zoning is no
fault of Miami Shores. Let's keep Miami Shores the way it is today.

Mr. Lee Wilson, 236 N. E. 91st St. , would like to keep the
neighborhood quiet. Mr. Wilson stated his property was against the alley.
Mrs. Lydia Croft, 250 N. E. 91st St. , stated that she was against
apartment houses and is definitely opposed to multiple houses on that street.
Mr. Ray Metzen, 145 N. E. 91st St. , complained about the church
that has been built next to him and stated that he is in favor of letting Miami
Shores get some taxes from this piece of ground instead of selling it to
another church.
Mr. Joe Dugoni, 166 N. E. 92nd St. , stated that he did not see
anything wrong with the church, but wished to express his felling against
apartment or multiple construction in that area.
Mr. Albert S. Warner, 168 N. E. 91st St. , complained about the
church and the paving of the parking lot which he stated the Baptist Church
had not been allowed to do.
Mr. Baden answered that the Baptist Church parking lot was in the
process of being paved.
Mrs. Pittman, 235 N. E. 91st St. , stated that she is against this
re -zoning but would like to see something built on this lot but definitely not
an apartment house.
Mr. Oren Signor, 225 N. E. 90th St. , in El Portal, stated he
would hate to see an apartment house go up there.
Mrs. Kenneth Wittich, 9125 N. E. 2nd Ave. , stated she is not
against this apartment and is not opposed to a nice looking building on that
corner.
Mr. Bill Alexander, 234 N. E. 92nd St. , does not want to see
apartment houses in a near radius of his house.
Mr. Sawitz, 385 N. E. 91st St. , does not want to see any multiple
housing being built in Miami Shores.
Dr. Stratos pointed out that the residential zoning was put on the
property 30 years ago, that he had held the property for 7 years.
Dr. Roger Turner, 289 N. E. 102nd St. , talked about buying this
property cheap and then wanting to put more living units on it. He stated
he doesn't think we should change our laws; that we have a great amount of
property in Miami Shores that is already zoned for apartments; that he
thought we should have more churches in Miami Shores. Dr. Turner stated
that this would not affect him personally but it would affect Miami Shores;
that it is for selfish gain only to change this zoning from single family to
multiple family.

Dr. Stratos answered some of these remarks and pointed out
what it will cost to develop the property and the return that would be realized
on the investment. He stated that he had received calls from 8 people request-
ing apartments.
Mr. J. C. Brown, 50 N. E. 91st St. , would like to go on record
as being against the apartment.
Mr. Hal Ball, 311 N. E. 103rd St. , feels that this affects him also
because it will keep on all along N. E. 2nd Avenue up to his neighborhood.
Mrs. Richard Piper, 323 N. E. 91st St. , thought an apartment
would bring commercial traffic and there is a great turn -over in apartment
living.
Mr. Howard Cawein, 700 N. E. 93rd St. , stated that Dr. Stratos
was stuck with this property, that he should sell it and get rid of it and not
put a burden on the other people of this community.
Mr. Jim Musselwhite, 107 N. W. 109th St. , stated he was opposed
to putting an apartment on this property.
Mrs. Otto Goll, 246 N. E. 103rd St. , asked the Board to please
keep Miami Shores as it is and not to break variances for a few people.
Mr. Russell Troutman, 253 N. E. 101st Street, stated that he is
against this for the reason that when one barrier is broken it spreads; this
land should be kept residential.
It was requested that a show -of -hands vote be taken which indicated
three people for it and practically everyone else present voted against it.
MR. ARNOLD MOVED THAT THE BOARD RECOMMEND TO THE
CITY COUNCIL THAT THE PETITION OF DR. STRATOS AS PRESENTED
WITH THE EVIDENCE OFFERED IN SUPPORT OF IT, BE DENIED. MOTION
WAS SECONDED BY MR. HOEFLE AND PASSED UNANIMOUSLY.
The meeting adjourned at 9:50 P. M.
