06-10-1965 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING June 10, 1965 A regular meeting of the Miami Shores Planning and Zoning Board was held at 7:30 P. M. , June 10, 1965, at the Village Hall, with the follow- ing members present: Absent: Mr. Emrys C. Harris, Chairman Mr. M. B. Arnold Mr. Gordon H. Moyer, Jr. Mr. Thomas B. Baden Mr. Donald W. Hoefle Mr. William R. Bradford, Building and Zoning Director, was also present. Minutes of the last meeting were approved as written by motion made by Mr. Arnold, seconded by Mr. Moyer and passed unanimously. (1) Approval was requested for signs for Humble Oil Co, service 'station, 9020 Biscayne Blvd. : two free-standing pole signs, one on N. E. 6th Ave., one on Biscayne Blvd., one Humble sign on roof of sales building and one Happy Motoring sign on face of lube building. It was reported that the height of the free-standing signs does not exceed other similar signs in that area; also that the sign area used is well within the requirement. Mr. Arnold moved that these signs be approved. Motion was seconded by Mr. Moyer and passed unanimously. (2) A request was initiated for a change of zone on Lots 10, 11, 12, 13 & 14, Block 35, Miami Shores Sub., by attorneys Blackwell, Walker & Gray in behalf of the Alliance Realty, Inc., owner of this property. This property is located on the east side of N. E. 2nd Avenue between 101st and ,102nd Streets. It is presently zoned residential and the request is for a change to the "0" classification for the purpose of constructing a professional office building on this land. Attorney Bill Gray was present as well as Mr. J. S. Palmer and John J. McGeary of the Alliance corporation. For the convenience of everyone involved the Board set the public hearing tentatively for Thursday, September 2nd with an alternate date of August 26th. This will be confirmed after contacting the other members of the Planning Board. A general discussion took place following the regular business. Mr. Arnold recommended to the City Council that they instruct the Village Manager through the bulletin to urge the people living in Miami Shores to take enough pride in their property to keep the yards cut, sodded and green and the shrubbery trimmed. Mr. Arnold also recommended that we try to get a beautification program started in the Shores, asking for volunteers -2 - in various areas to start such a program to encourage people living in these areas to plan more beautification. Mr. Arnold stated that he personally feels that the property in Miami Shores is being down -graded because someone in each and every block is neglecting his property. Mr. Moyer discussed the house on the west side of Miami Ave. at approximately 105th St. which has an unsightly air conditioning unit on the roof and asked the members of the Board to drive by and look at it with a view to taking action to shield this unit. Mr. Moyer also pointed out the cloth awnings in the business district on 2nd Avenue that are painted with store signs. 6/10/65 Concerning the removal of the parkway in 96th St. east of 2nd Avenue, Mr. Harris stated that thought the Legion monument was a traffic hazard and was in full accord with the moving of it from the standpoint of it being a traffic hazard, but personally thought that taking out the parkway was unnecessary and shouldn't have been done. Mr. Harris thought things of this kind should fall to the consideration of the Planning Board before action is taken and he strongly recommended in the future that no parkways anywhere in the Village be removed without consideration by the Planning Board and its recommendations given to the Village Council. Mr. Harris then moved that all proposed plans by the Village or any agency of the Village to remove or destroy any existing parkways, center parkways or other parkways in the Village be presented for consideration and recommenda- tion by the Planning Board before any definitive and final action is taken. Motion was seconded by Mr. Moyer and passed unanimously. Mr. Arnold then moved that the Board recommend to the City Council that before the recently installed area on 96th St. is black -topped that they redo 50 ft. of the beautification strip on a line between the east and west entrances to the parking lot, as it has materially affected the beautification of 96th St. Motion was seconded by Mr. Moyer and passed unanimously.
