04-23-1964 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING April 23, 1964 A regular meeting of the Miami. Shores Village Planning and Zoning Board was held at 7:30 P.M. , April 23, 1964, at the Village Hall, with the following members present: Mr. Emrys C. Harris, Chairman Mr. Gordon H. Moyer, Jr. Mr. Thomas B. Baden Mr. Donald W. Hoefle Absent: Mr. M. B. Arnold Mr. William H. Bradford, Building and Zoning Director, was also present. Minutes of the last meeting were approved as written by motion made by Mr. Moyer, seconded by Mr. Baden andpassed unanimously. (1) Mr. Paul Baron requested permit to build on Lot C, Waters - edge Sub., without meeting setback requirements because the lot adjacent to Lot C is dedicated as a park. It was the opinion of the Planning Board that it should be treated as a 50 ft. lot with the usual setbacks. Mr. Baden moved that the application for variance with regard to setbacks be denied. Motion was seconded by Mr. Moyer and passed unanimously. (2) Plans were submitted for a 20 unit addition to the Mt. Vernon Motor Lodge, 9221 Biscayne Blvd. , with the addition of a coffee shop and on -street parking on 92nd St. and off-street parking on 8th Avenue. Incon- sideration of the residential neighborhood east of 8th Avenue, the Board felt all additional parking should be on 92nd St., even though there was a shortage of 7 spaces. The Board did not rule on whether or not eating facilities are permitted in an A zone. Mr. Hoefle moved that the preliminary plans be approved with the provision that we get an opinion from the Attorney as to the legality of the coffee shop and that the off-street parking on 8th Avenue will be omitted and 23 spaces will be allowed on N. E. 92nd St. Motion was seconded by Mr. Baden and passed by three affirmative votes with Mr. Moyer declining to vote. Mr. Harris stated that the reason he voted for the elimination of the parking on 8th Avenue as shown on the proposed plan is the fact that that side of the property has a very attractive parkway and any off-street parking would inevitably eliminate a good deal of the parkway and destroy that side of the property which faces a one -family area. Therefore, he personally felt on -street parking as set forth in the motion is preferable to • • 4/23/64 -2- the destruction of the parkway on 8th Avenue. Mr. Charles Markel thanked the Planning Board for the letter given him on his retirement from the Village service. (3) Request was made for a variance to permit the installation of an aluminum patio cover at the home of Mr. George Anagnos, 297 N. E. 97th St., Lot 23, Block 31, Miami. Shores Sub. This patio cover is to be screened in forming a screened porch with setback of 11.5 from the rear instead of the required 15 ft. Mr. Moyer moved that this variance be approved subject to a letter from the property owner to the north stating they have no objection. Motion was seconded by Mr. Hoefle and passed unanimously. (4) Preliminary plans were presented for a house for Mr. H. B. Massey to be constructed on Lots 18, 19 and 20, Block 87, Miami Shores Sub., located on Grand Concourse north of the Grand Concourse Apartments. This house is designed with a pool in the front portion of the house behind a masonry wall. Mr. Moyer moved that the preliminary plans be approved. Motion was seconded by Mr. Hoefle and passed unanimously. The meeting adjourned at 9:15 P.M. Clerk Approved:
