PLANNING AND ZONING BOARD MEETING
September 28, 1961
A regular meeting of the Miami Shores Village Planning and Zoning
Board was held at 7:30 P.M., September 28, 1961, at the Village Hall, with
the following members present:
Mr. M. B. Arnold, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Elwood Jones
Mr. Emrys C. Harris
Mr. Thomas B. Baden
Mr. Charles H. Markel, Building and Zoning Director, and Mr.
William Bradford, Assistant Director, were also present.
Minutes of the last meeting were approved as written by motion
made by Mr. Moyer, seconded by Mr. Baden and passed unanimously.
(1) A request was made by the Baptist Church to erect a canvas
awning on the south side of the church on 95th St. over the sidewalk from
the street to a passageway between the church and the Sunday school build-
ing. After some discussion, Mr. Baden stated that based on the need
for this awning and approval by Mr. Markel, he moved that the Board
grant the request since it conforms with all existing rules and regulations.
Motion was seconded by Mr. Moyer and passed unanimously.
(2) A request was made by Mr. Walter H. Stock of 117 N. W.
100th St. for ornamental sections of a wooden rail fence about 2-1/2 ft.
high constructed across the front of the property to be used in conjunction
with landscaping. This fence had been erected without knowledge a permit
was required. Mr. Harris moved that the request be approved. Motion
was seconded by Mr. Jones and passed unanimously.
(3) A new plan was presented for the fallout shelter for Mr.
James F. Jones, to be constructed by putting one of his passenger cars
underground. This plan had been approved by a registered engineer as
requested by the Council and is to be located under a proposed building in
Block 59 along 91st St. instead of the former location under the parking
lot in this block. Mr. Moyer moved that it be approved if it meets all
structural requirements of the Village. Motion was seconded by Mr. Baden
and passed unanimously.

Mr. Arnold then asked for nominations for a new chairman. Mr.
Baden nominated Mr. Gordon Moyer. Motion was seconded by Mr. Harris
and passed unanimously. Concerning this subject, Mr. Arnold stated he
felt there should be no reflection on his actions inasmuch as he had requested
Mr. Moyer or Mr. Jones on several occasions to take the chairmanship,
and also based on the fact that when he took the position on the Planning
Bpa•=rd it was with the understanding of the Council and himself that he would
be Chairman of the Board.
Mr. Harris moved that the Planning Board go on record to express
its appreciation to Mr. Arnold for his long service as Chairman of the
Board and that the Board hopes Mr. Arnold will continue to work on it
for a long time to come. Motion was seconded by Mr. Moyer and passed
unanimously.
Mr. Ed Wolz, architect, asked then Planning Board about regulations
concerning the use of garages as bomb shelters. Inasmuch as an ordinance
covering these regulations is to be considered by the Council next Tuesday
the Planning Board took no action.
The meeting adjourned at 8:35 P. M.
