MIAMI SHORES VILLAGE
PLANNING AND ZONING BOARD MEETING
January 28, 1960
A regular meeting of the Miami Shores Village Planning and
Zoning Board was held at 7:30 P.M., January 28, 1960, at the Village Hall
with the following members present:
Mr. Marion B. Arnold, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Emrys Harris
Col. Thomas F. Burke
Absent: Mr. Elwood Jones
Mr. Charles H. Markel, Building and Zoning Director, and Mr.
William Bradford, Assistant, were also present.
Upon motion made by Mr. Moyer, seconded by Mr. Harris and
passed, minutes of the last regular meeting were approved as written.
(1) A request was made for a variance on Lot 8-A, Anco
Subdivision, by the owner, Mr. Joe Paparo, to permit an apartment of
8 one -room efficiencies, requiring a variance of 1200 sq. ft. over the
maximum area requirements. The Board felt all efficiencies would result
in a motel type operation and asked Mr. Paparo to re -design his plan to
include one bedroom apartments without going over the area requirements.
A motion for denial was withdrawn and action tabled.
(2) Bay Lands, Inc. represented by Attorney George Meister,
was present to discuss a new proposal. Mr. Meister stated that they have
reconsidered the plan of development for their 9-1/2 acres in view of the
report of Mr. Pomeroy and that they now wish to withdraw the previous
'application and as an alternative submit a petition for a change in the ordinance
establishing a new district for multiple family zoning. This new district
would be limited to a 13story height but not modifying the present ordinance
in respect to number of units or density of the area. This area would be
limited to two buildings of 13 stories each. Mr. Meister stated they have
• been able to obtain release of restrictions concerning the right-of-way for
the street and can now place the street wherever they wish.
Mr. Russell Pancoast, architect for this project, spoke of
the excellent report made by Mr, Pomeroy and pointed out that Mr. Pomeroy
bad no objection to high rise buildings, only to the density that was involved

in the former proposal. Mr. Pancoast stated he would not recommend
high-rise buildings in the middle of the Shores but inasmuch as it is on the
edge of the Shores with other high-rise buildings contemplated for the
adjoining land, he felt these buildings would not be a detriment to the area.
Each building would have 100 cooperative apartments with 8 apartments per
floor.
The Planning Board advised that they would call a public
hearing on this plan as soon as the Country Club is available.
The meeting adjourned at 8:45 P. M.
