HISTORIC PRESERVATION BOARD MEETING
The Miami Shores Historic Preservation Board was called to order at 6:30 PM on
Monday, April 15, 2013 with the following members present:
Seth Bramson
Alain Gonzalez
David Hunter
Marty Mennes
ACTION ITEM
1. Request for Certificate of Appropriateness

Applicants: Cheryl Chapman
Request: Installation of Accordion Hurricane Shutters
Ms. Chapman was present and spoke on her own behalf in reference to her request to
install accordion storm shutters on the historically designated home. Ms. Chapman
indicated that Citizen's insurance had revoked any discounts due to the lack of storm
protection and that although they have hurricane panels, she and her husband are not
physically able to install them prior to a storm approaching. Mr. Bramson spoke about
the Board needing to think in terms of real life situations regarding safety and the need
for insurance. Ms. Chapman confirmed that she had not solicited a quotation for impact
windows, but had been told that they are -very expensive. She indicated that she is not
in a financial position to afford impact windows at this time. A discussion between Ms.
Chapman and the Board ensued regarding her front door, which also needs to have
storm protection installed. Following a discussion regarding the various shutter options
for the windows and doors, Mr. Gonzalez moved to approve accordion shutters for the
rear and side windows of the home, a removable panel for the front door and impact
windows for the arched windows on the front elevation of the home. Mr. Mennes
seconded the motion for discussion purposes.
Additional discussion regarding Ms. Chapman's circumstances and the fact that although
she had advised her contractor that the home was historically designated and to check
with the Building Department for the necessary permitting approvals, the contractor had
ordered the materials prior to obtaining the building permit. Subsequently, a vote on
Mr. Gonzalez's motion was taken with a 1 to 3 vote in favor of the motion. Therefore,
the motion failed.
Mr. Bramson then moved to approve the installation of accordion shutters for all window
and door openings with the assurance that the shutter frames would be painted to
match the exterior wall paint of the home. Mr. Hunter seconded the motion and the
vote was 3 to 1 in favor of the motion, with Mr. Gonzalez voting against the motion.

Following the vote in reference to Ms. Chapman's Certificate of Appropriateness, a
general discussion took place regarding the purpose of the Board and their role with
respect to decisions as they relate to historically designated properties.
