03-08-2004 Regular Meeting• • • MIAMI SHORES VILLAGE HISTORIC PRESERVATION BOARD The Miami Shores Village Historic Preservation Board held a meeting on Monday, March 8, 2004 at the Village Hall. The meeting was called to order at 7:30 PM with the following members present: PRESENT: Carolyne Cadwallader ABSENT: Martha Anne Collins Bob Davis Hal Marshall Otto Paier William Tenney Steve Zelkowitz ALSO PRESENT: Barbara A. Estep, CMC, Village Clerk ACTION ITEMS 1) Minutes — February 9, 2004 Meeting Ms. Cadwallader moved approval of the February 9, 2004 Meeting Minutes. Mr. Marshall seconded the motion and the vote was unanimous in favor. 2) Request for Certificate of Appropriateness to Paint Exterior 136 N.E. 101 Street — Benjamin Moore Blend Mr. Bryan Thomas was present and spoke on his own behalf. A color sample was presented, consisting of a Benjamin Moore, Moorelife paint color blend. Mr. Thomas provided the Board with a sample of the house's exterior showing the original color of the home. The proposed blended color matches the original paint on the home. Mr. Davis moved to approve the request for a Certificate of Appropriateness. Ms. Cadwallader seconded the motion and the vote was unanimous in favor. 3) Request to have home de -designated. 9760 N.E. 5th Avenue Road Although this item did not appear on the original agenda, the Board, by consensus, chose to hear the request. The homeowner, Mr. MacDonnell, was present and spoke on his own behalf. Mr. MacDonnell outlined the problem he has been having in obtaining affordable homeowner's insurance due to the designation. He indicated that due to extraordinary family medical issues and the associated costs, paying for homeowner's insurance represents a hardship. He further stated that finding an insurance company that will even consider insuring the home has been difficult, with three companies refusing to issue a quote. Board Members discussed their views on the request, including the lack of any set procedures or policies to govern a request for de -designation and spoke of a precedent being set and future implications. Following these discussions, Mr. Tenney moved to table the item until further information can be obtained. Mr. Davis seconded the motion and the vote was unanimous in favor. 4) Discussion regarding plans for the historic home tour. Board Members reviewed and finalized the plans for the upcoming house tour. Mr. Tenney indicated that he and his wife would host the refreshments following the tour. Members of the Board accepted their gracious offer. • • Mr. Tenney offered comments regarding the recent home tour conducted in the Bayshore neighborhood of Miami. In addition, Mr. Tenney spoke of a Village resident's concern regarding a World War II monument. Ms. Estep, the Village Clerk, offered information regarding the monument and relayed the Village's past responses regarding the monument issue.
