MIAMI SHORES VILLAGE
HISTORIC PRESERVATION BOARD MEETING
The Historic Preservation Board met on Monday, September 23, 2002 in the Council Chambers of
Village Hall. The Meeting was called to order at 7:45 PM with the following members present:

ACTION ITEMS
1. Minutes — August 12, 2002
Mr. Bittner requested that the Minutes be addressed following the other action items before the Board.
2. Request for Certificate of Appropriateness
152 N.E. 93'I Street
Applicant: Sarah Keene Meltzoff
Request: Paint Color Approval - Exterior Painting.
Mr. Newman'and Mr. Bittner disclosed that they had had conversations with the applicant, Ms. Meltzoff.
Ms. Meltzoff presented her choice of colors to the Board. Mr. Bittner requested clarification on each
surface's proposed paint color. Ms. Meltzoff stated that the lime -base yellow paint would be used for
all wall surfaces on the main house, that the Benjamin Moore HC127 green would be used to paint the
wood trim on both the main house and the back cottage, and that the lime -base terra cotta color would
be used for the wall surfaces of the back cottage. Ms. Meltzoff provided video footage of her home, as
well as other homes in the neighborhood. She stated that she had found a home with a blue door in
her area that she liked and requested that the Board approve both the submitted green color and the.
newly introduced blue color so that she could make a choice during the painting process. A brief
discussion regarding Ms. Meltzoff's intention to install window awnings in the future took place. She
confirmed that she wanted to paint the home at the present time and would request approval for
awnings at a later date. Ms. Collins moved to approve the colors originally submitted (lime -base
yellow, Benjamin Moore HC127 green, and the lime -base terra cotta). Mr. Newman seconded the
motion and the vote was unanimous in favor. Ms. Meltroff asked about the blue color submitted. Mr.
Newman moved to approve the blue color so that Ms. Meltzoff would have a choice of trim colors. The
motion failed due to a lack of a second.

3. Clarification on Building Features and the Approved Paint Colors
421 Grand Concourse — Grand Concourse Apartments
Applicant: .James DeMolyneux
Ms. Fugazzi indicated that the reason for Mr. DeMolyneux's appearance before the Board is to clarify
the paint colors to be used on specific areas of the building which had not previously been discussed.
She requested that Mr. Berg, the Village's Planning & Zoning/Code Enforcement Director, point out the
areas that need clarification from the Board. Mr. Berg provided photographs of various parts of the
building which were discussed individually and marked as Exhibit A — D. Board rulings were as follows:
Exhibit A — Back side of building — 1st Floor — Where exhibit shows terra cotta paint surrounding
windows, the surface will be changed to the approved yellow. Ms. Collins moved approval of this
change. Mr. Newman seconded the motion and the vote was unanimous in favor.
Exhibit B — 2nd Floor window trim enhancements — Where exhibit shows terra cotta paint surrounding
windows, the surface will be changed to the approved color green. What is currently painted yellow
should remain yellow and the small blue accent stripe should be changed from blue to yellow. Ms.
Collins moved approval of this change. Mr. Newman seconded the motion and the vote was unanimous
in favor.
Exhibit C — 2nd Floor of west wing — The window enhancements should be painted consistent with the
colors changes approved for Exhibit B (so that 2nd floor windows look uniform). Mr. Newman moved
approval. Ms. Collins seconded the motion and the vote was unanimous in favor.
Exhibit D — 4t' Floor tower — Window triangle design shown on Exhibit D in ink should be painted terra
cotta. Columns which are painted blue in the exhibit but which are currently painted the terra cotta
color should remain terra cotta. Ms. Collins moved approval of these changes. Mr. Newman seconded
the motion and the vote was unanimous in favor.
The Board confirmed for Mr. DeMolyneux that the arches behind the windows on the 4th floor should be
painted yellow.
4. Approval to replace historical landmark plaque for 515 N.E. 101st Street.
Mr. Asmus was present and spoke on his own behalf regarding the present condition of the designation
plaque. Mr. Asmus expressed his choice to have the current plaque restored rather than to have a new
one made. Discussion amongst the Board Members centered around their thoughts on whether or not
the plaque could be restored. Mr. Bittner confirmed that if the plaque cannot be restored, the new
style plaque would be ordered as a replacement. Mr. Newman moved to either replace or refinish the
plaque whichever can be done. Mr. Tenney seconded the motion and the vote was unanimous in
favor.
Minutes — August 12, 2002
Mr. Bittner proposed the following amendments to the August 12, 2002 Minutes.
a) Correct typo in his name listed under members Present.
b) Correctly indicated who seconded the motion to approve the July, 2002 Minutes.
c) Change the word "historical" to "architectural" in Item 2, second sentence.
d) Add language related to why the rear cottage is considered to be subject to "public
view" in Item 3, paragraph 3.
e) Add language that Item 4 was continued as Mr. Asmus was not present.
• 5. Discussion regarding setting regular meeting days for future Historic Preservation
Board Meetings.

6. Proposed changes to the Village's Historic Preservation Code Section
Ms. Fugazzi introduced Items 5 and 6, offering background information on the reasons for the Code
update. Mr. Bittner stated his belief that the Code amendments are very important, and should not be
discussed without a full Board being present or at the very least, the Vice Chair, Maria Temkin. Due to
scheduling difficulties, Ms. Fugazzi requested that an October meeting date be set prior to
adjournment. Following a brief discussion regarding this issue, Monday, October 21g was decided upon
for the next meeting of the Historic Preservation Board.
7. Web Site Update.
Mr. Newman reported that he had e-mailed a list of questions, a copy of which he provided to the
Board Members, to Mr. Benton and was awaiting a response.
