08-12-2002 Regular Meeting (2)• MIAMI SHORES VILLAGE - `= HISTORIC PRESERVATION BOARD MEETING The Historic Preservation Board met on Monday, August 12, 2002 in the Council Chambers of Village Hall. The Meeting was called to order at 7:30 PM and the following members were present: PRESENT: Wa ant Bittner Suza las Carolyne Cadwallader (arrived at 7:40 PM) Martha Anne Collins Fred Newman ALSO PRESENT: Barbara Fugazzi, CMC, Village Clerk ABSENT: Maria Temkin William Tenney ACTION ITEMS • 1. Minutes — July, 2002 • • Mr. Newman moved approval of the Minutes. Mt. Bittner seconded the motion and the vote was unanimous in favor. 2. Request for Certificate of Appropriateness 548 Grand Concourse Applicant: Roy & Catherine Schechter Request: Change of approved fence material from green plastic coated chain link to wood picket fence material due to zoning regulations. The Village Clerk explained that the zoning code would not allow Ms. Schechter to erect the previously approved chain link fence in her front yard and therefore, Ms. Schechter was requesting installation of a wood picket fence which meets the codes. Discussion amongst the Board Members centered around the alternatives which are aval ,bl toc,Ms. Schechter, as they did not feel as though a picket fence is in keeping with the historic ce of the property. Ms. Schechter indicated that she will ultimately be requesting approval to install a pool and a masonry wall on the property and that the fencing is only a temporary measure. Mr. Newman moved to approve the installation of a wood picket fence. Ms. Collins seconded the motion and the vote was unanimous in favor. 1 • 4 • • • 3. Request for Certificate of Appropriateness 145 N.E. 94th Street Applicant: Fred Newman & Sharon Grosshart Request: a. Exterior Painting — Benjamin Moore 1079 — Bayshore Beige - Masonry. Walls Benjamin Moore PIC -1 — Lace Collar — Masonry Trim & Window Sills Benjamin Moore 1580 — (Green) — Wood & Iron Doors/Ffixtures b. Awning Installation — Sample material attached. s �x c. Non -Public View\Window Replacement — (Back-up material bti follow) The Village Clerk acknowledged receipt of the From8B — Memorandum of Voting Conflict form from Mr. Newman. Mr. Newman presented information regarding the request to paint the exterior of the home. Ms. Collins moved to grant the Certificate of Appropriateness to paint utilizing the submitted samples. Ms. Bias seconded the motion and the vote was unanimous in favor. Mr. Newman explained the request for awning installation to the Board, _detailing.the specific windows and their locations on the home. Ms. Collins moved to approve the installation of the new fabric awnings with -the sample material presented. Ms. Cadwallader seconded the motion and the vote was unanimous in favor. Mr. Newman provided the Board with information regarding the request to replace second floor guest house windows due to their deterioration and ongoing leaks. Mr. Newman indicated that he is requesting approval to use an aluminum window frame rather than wood frames. This lead to a discussion regarding the interpretation of "public view" and whether or not aluminum frames would be appropriate. Ms. Blas moved to approve the request to replace the guest house windows indicated. Ms. Collins seconded the motion and the vote was unanimous in favor. 4. Approval to replace historical landmark plaque for 515 N.E. 101st Street. A brief discussion regarding replacement of the plaque for 515 N.E. 101' Street took place. sample of the new plaque format was given to Ms. Fugazzi to speak about with the current property owner, Barry Asmus. This item will be placed on the next Board Meeting agenda. Mr. Newman spoke about the web site development, outlining the progress and its current status. He indicated that in the future he will be forwarding information and ideas to the Board Members and requested that time be allotted at Board Meetings to discuss and review the materials. The idea of developing the web site outside the Village government's purview was discussed and considered. Mr. Newman indicated that he would .look into' the possibility Individual Board Members offered comments on the information submitted tonight and concurred with Mr. Newman's suggestion on how to proceed. 2 1) ON- tO • \r� • • • ADJOURNMENT The August 12, 2002 Historic Preservation Board Meeting was adjourned at 9:03 PM.
