07-09-2002 Regular Meeting• • MIAMI SHORES VILLAGE HISTORIC PRESERVATION BOARD MEETING The Historic Preservation Board met on Tuesday, July 9, 2002 in the Council Chainbers of Village Hall. The meeting was called to order at 7:37 PM with the following members present: PRESENT: Warren Bittner Suzanne Blas Carolyn Cadwallader (Arrived at 7:45 PM) Martha Ann Collins Maria Temkin William Tenney (Arrived at 7:47 PM) ALSO PRESENT: Barbara Fugazzi, CMC, Village Clerk ABSENT: Fred Newman ACTION ITEMS 1. Minutes — June 11, 2002 Mr. Bittner read into the record the information contained on a voting conflictform. He: then requested an extensive amendment to the June 11, 2002 minutes, indicating that if they were acceptable, he would then pass them along to Ms. Fugazzi. After relaying the proposed amendments to the other Board Members present, Ms. Temkin moved approval of the minutes as amended. Ms. Blas seconded the motion. Ms. Fugazzi pointed out that as Mr. Bittner stated he had a conflict and would not be voting on the amendments, a vote could not be taken at the time as there were not enough Board Members present. Ms. Fugazzi suggested that the item be revisited when additional Board Members were present. 2. Request for Certificate of Appropriateness 548 Grand Concourse Applicant: Roy & Catherine Schechter Request: Install Green Plastic Coated Chain Link Fence to Enclose Backyard. Ms. Schechter was present and spoke on her own behalf. Ms. Schechter outlined her and her husband's intent to install a green plastic coated chain link fence around the backyard perimeter of their yard in order to contain their dogs. Ms. Schechter indicated that the fence would be installed to the inside of the hedge line. Ms. Collins questioned the appropriateness of a chain link fence for a historical property, to which Mr. Bittner responded that his property contained chain link fencing which had been installed prior to his purchasing the home. Ms. Schechter stated that in order to hide the fence as much as possible, they were requesting the green plastic coating. Ms. Schechter • • • stated that sometime in the future, she and her husband would like to install a pool and that is the reason for the current request to fence the yard rather than to install a masonry wall. Following this discussion, Ms. Blas moved approval of the fence. Ms. Temkin seconded the motion and the vote was unanimous in favor. Following this vote, the approval of Minutes was readdressed. Ms. Fugazzi offered the information that she routinely summarizes the proceedings and does not do verbatim minutes for any of the meetings she covers. For the benefit of those Board Members who were not previously in attendance, Mr. Bittner read through his proposed amendments. Ms. Fugazzi reminded the Board that there was already a motion and a second on the floor to approve the Minutes as amended. The vote was called and was unanimous in favor with Mr. Bittner abstaining from voting on the amendments. A copy of the amended Minutes is attached as part of this permanent record. Ms. Cadwallader stated that there is $273.48 profit from the March, 2002, historical' house tour. It was the consensus of the Board to hold those funds and utilize them to offset expected expenses for next year's house tour. Mr. Bittner indicated that oral arguments are scheduled for August 8, 2002 regardingthe roof tile issue. ,ADJOURNMENT The July 9, 2002 Historic Preservation Board Meeting was adjourned at 7• - PM. 7railC- Barbara A.
