HISTORIC PRESERVATION BOARD MEETING

A regular meeting of the Historic Preservation Board was held on Monday, May 6, 2002
commencing at 7:35 PM in the Village Hall Chambers. The Board Chair Warren Bittner,
and Members Suzanne Blas, Carolyn Cadwallader, Martha Anne Collins, Fred Newman,
Maria Temkin and Bill Tenney were all in attendance. Barbara Fugazzi, the Village Clerk
was also in attendance.
Mr. Bittner administered the oath to anyone who was expected to offer testimony during
the meeting.
ACTION ITEMS
1) Minutes — March 20, 2002
As the Minutes had been provided to the members as they arrived for the meeting, Mr.
Newman moved to defer approval of the Minutes to the next meeting. Ms. Blas
seconded the motion and the vote was unanimous in favor.
2) Request for Certificate of Appropriateness
357 N.E. 92nd Street
Applicants: Ronald L. & Joanne H. Rodriguez
Request: Installation of 3 awning re-covers and 3 new fabric awnings.
Mr. Bittner disclosed that he had had conversations with the applicants regarding the
request for awnings. Ms. Rodriguez was present and spoke on her own behalf and she
introduced a representative from Hoover Awnings. Ms. Rodriguez outlined the
parameters of her request which included the replacement of existing vinyl awnings
with fabric awnings, as well as installing new frames and awnings at certain window
locations. Ms. Rodriguez advised that the fabric awning was more in keeping with the
1920's motif. A lengthy discussion ensued amongst the Board and Ms. Rodriguez
regarding one of the proposed new awning locations, i.e. the awning for the 2nd floor
window directly above the front door. Ms. Rodriguez clarified that the extra width of the
proposed awning would serve two purposes: 1) to shade the window and 2) to partially
protect the front door from the elements. Following this discussion, Ms. Rodriguez
presented the Board with her first choice for the awning material, as well as another
option.
Mr. Newman moved to approve the Certificate of Appropriateness for the awning
installations using the striped, Brass Black Cherry Classic Sunbrella material. Ms. Collins
seconded the motion and the vote was unanimous in favor.
4) Request for Certificate of Appropriateness
• 9760 N.E. 5th Avenue Road
Applicant: Peter Tattersfield (being represented by Nancy Dowson)
Request: Repaint exterior walls and trim with White Dove walls White
trim.

At the request of Ms. Dowson, representative for the Tattersfield's, Item # 4 was heard
prior to Item #3. Mr. Bittner and Mr. Newman disclosed that they had spoken with Ms.
Dowson regarding the item. Following Ms. Dowson's affirmation of the proposed paint
color choices, Ms. Collins moved to approve the Certificate of Appropriateness to paint
the home Dove White (06) and the trim White (01). Mr. Newman seconded the motion
and the vote was unanimous in favor.
3) Request for Certificate of Appropriateness
21 Grand Concourse
Applicant: James DeMolyneux
Request Repaint exterior walls and trim (color samples attached).
Mr. Bittner disclosed that he had had extensive conversations with regard to paint
choices with the applicant, as well as a site visit. Mr. James DeMolyneux was present
and spoke on his own behalf. Mr. DeMolyneux presented his color choices for repainting
the exterior of the apartment building, stressing the fact that he has spoken to a
number of people in the community to get their input on the colors. He expressed his
opinion that as the building is such a large one and stands in such a prominent place, he
wants the improvements to highlight and flatter the building. Mr. DeMolyneux offered
information regarding the status of the apartments; that he has evicted close to a dozen
tenants, and the extremely poor condition of the walls. He stated that time is critical as
any rainfall will result in additional water damage to the inside of the building. The
Village Clerk confirmed for the Board that per the Building Department's Code, any and
all preparation work can be done to the building without a building permit.
The Board and Mr. DeMolyneux held an extensive discussion regarding both the specific
colors chosen by Mr. DeMolyneux and the different architectural features of the building
to be painted in the different colors. Mr. DeMolyneux advised that under his proposal,
the walls would be yellow, the top of the medieval parapet and any wooden window
trim would be the green color, the area just below the parapet would be the blue color,
and the areas below the windows and the inset areas above the windows would be
terracotta. Individual Board Members attempted to determine exactly what color would
be painted on what surface and introduced a fifth "shadow" color into the design, and it
became apparent that more information was needed prior to moving forward with
approval of the paint colors. Based on the information that Mr. DeMolyneux could
begin the preparation work and would be able to safeguard against further
deterioration, Mr. Newman moved to defer the granting of a certificate of
appropriateness. Ms. Collins seconded the motion and the vote was unanimous in favor.
Ms. Fugazzi suggested that in order to get a clear picture of where the various colors will
be painted, each Board Member might want to visit the building and then disclose the
site visit at the next meeting.

Mr. DeMolyneux asked that the Board give him feedback on his choice of colors so that
he will know whether or not the Board approves of his choices. Mr. Tenney pointed out
that the applicant will still need to obtain color approval from the Planning Department
regardless of the Board's decision and Mr. Bittner advised Mr. DeMolyneux that he
should speak with Mr. Berg about the color choices. Board Members did indicate to Mr.
DeMolyneux which colors they liked and those that they did not.
DISCUSSION ITEM
1. Proposal from Board Member Fred Newman to do an Internet data
base.
Due to the lateness of the evening, Mr. Newman chose to withdraw his item from the
agenda and defer the discussion to another night.
