A regular meeting of the Miami Shores Village Historic Preservation Board was
held at Village Hall on Monday, February 4, 2002. The meeting was called to order at
7:30 p.m. by Chairman Bittner with the following members present and absent:

AGENDA ITEMS
• APPROVAL OF MINUTES OF NOVEMBER 26, 2001
Ms. Blas moved to approve the minutes. The motion was seconded by Ms.
Collins and passed unanimously.
PUBLIC HEARING ITEMS

1. REQUEST FOR CERTIFICATE OF APPROPRIATENESS

Maintenance or Repair: Repaint Primary Residence
Mr. Thomas presented his item. He explained that he was requesting approval to
paint the main walls of the exterior of the house a 50/50 blend of Benjamin Moore 2157-
40 (beeswax) and 2157-50 (crisp straw), and to paint the trim Benjamin Moore 2157-70
(ivory tower). Ms. Collins moved to approve the request, Mr. Newman seconded, and the
motion passed unanimously.

Mr. Nobili presented his item. He explained that he had received a Notice from
the Code Enforcement Department to pressure clean his roof. His roof is a hand -made
Clay tile installation — probably AlhambraTM The Board was shown a sample of the tile
on his roof — it was very delicate and clearly would break easily. Mr. Nobili detailed his
experience growing up in Italy and his work as a young man in the roofing industry
working with such tile (in its ancient form) in Italy. He testified that it was unheard of for
anyone to pressure clean roof tile in Italy.
Mr. Bittner cautioned the Board that it had the responsibility under the Village
Code to apply the Secretary of Interior's Standards for Rehabilitation, and that Standard
No. 7 directly applied. He read and showed the Standard to the Board. The Board
listened intently to all of the evidence (which is reflected in the record and adopted herein
by reference), and, after considerable discussion, determined that, contrary to the mandate
of Standard No. 7, pressure cleaning may very well damage this tile. Furthermore, the
Board found from an historic preservation perspective that pressure cleaning hand -made
clay tile on historic architecture such as this property, for the sole purpose of removing
mold and mosses, was unnecessary and indeed inappropriate since mold and moss on this
property's hand -made clay tile roof give the roof an old weathered look and adds
character to the overall historic structure.
Accordingly, Ms. Blas moved to grant the Applicants' request, which was to deny
the application, which motion was seconded by Ms. Collins, and passed unanimously.

Bittner discussed his progress of obtaining homes for the tour. Mr. Bittner
reminded the Board that less than 2 months remained.
4. HISTORIC PRESERVATION WEB PAGE
Mr. Newman presented his idea of a Historic Preservation Web Page for the
Board. After listening to Mr. Newman's presentation with interest, Ms. Blas moved to
allow Mr. Newman to seek further approval from the Village Manager. The motion was
seconded by Ms. Collins, and passed unanimously.
