10-09-2001 Regular Meeting (2)MIAMI SHORES VILLAGE HISTORIC PRESERVATION BOARD MINUTES A regular meeting of the Miami Shores Village Historic Preservation Board was held at Village Hall on Tuesday, October 9, 2001. The meeting was called to orderat 7:40 p.m. by Chairman Bittner with the following members present and absent: Present: Warren Bittner, Chairman Maria Temkin, Vice Chairperson Martha Anne Collins, Member Suzanne Blas, Member William Tenney, Member Absent: Carolyne Cadwallader, Member Fred Newman, Member AGENDA ITEMS • APPROVAL OF MINUTES OF MARCH 27, 2001 • Ms. Collins moved to approve the minutes. The motion was seconded by Mr. Tenney and passed unanimously. PUBLIC HEARING ITEMS 1. REQUEST FOR CERTIFICATE OF APPROPRIATENESS 61 N.E. 96TH STREET APPLICANT: WALTER MICHOT Maintenance or Repair: Recover Awnings with new Canvass Material; Renew Expired Painting Permit Mr. Michot appeared and indicated that Code Enforcement had cited him for recovering his existing awning frames with new material and required him to obtain a permit. This, in turn, required him to apply for an after -the -fact Certificate of Appropriateness. Mr. Michot used a solid Navy Blue Canvass and indicated that the work had already been paid for. Mr. Bittner cautioned Mr. Michot that in the future he not do work to the exterior of the home without first obtaining a Certificate of Appropriateness. In addition, Mr. Bittner indicated that, had Mr. Michot not already completed the work and paid for it, he would not have voted to approve the use of the material chosen by the home owner, and would have encouraged to Board to require a stripped canvass material. Mr. Bittner indicated that it was the policy of the Board to r • • • • Historic Preservation Board Regular Meeting October 9, 2001 Page 2 utilize a stripped material on the 1920's Mediterranean .homes because this was more appropriate to the 1920's time period. After some discussion, Ms. Temkin moved to approve the color of the awnings, seconded by Ms. Blas, which motion passed unanimously. On the issue of the renewal of the paint permit, Mr. Michot indicated that his permit had expired and he just wanted to finish painting the house the same color the Board had earlier approved. Ms. Temkin moved to approve the Application, seconded by Ms. Collins, and the motion passed unanimously. 2. REQUEST FOR CERTIFICATE OF APPROPRIATENESS 548 GRAND CONCOURSE APPLICANTS: MARK & MARGARITA OWEN Maintenance or Repair: Repaint House with Existing Color Mr. Bittner explained that the property owners had requested that this item be heard in their absence since they would be out-of-town the night of the hearing. In addition, they asked that if the Board had any problem with the Application, they would request that the item be deferred until the next meeting. Ms. Temkin stated that she would prefer if the applicants specified exactly what color paint would be used. She felt that the chip of paint that was supplied was insufficient because there might not be a meeting of the minds between what the Board approved and what was painted, especially if the chip is faded paint. Accordingly, Mr. Tenney moved to continue the item to the next meeting, seconded by Ms. Temkin, which motion passed unanimously. ANNOUNCEMENTS/COMMENTS 3. DESIGNATION SOLICITATION LETTER Ms. Collins inquired into the status of the Designation Solicitation Letter. Ms. Collins had completed obtaining the addresses of non -designated homes and had given the list to Ms. Blas. Ms. Blas volunteered to redraft the previous designation solicitation letter, prepared by former member Inez Hegedus -Garcia, for presentation to the Board at the next meeting. 4. DADE HERITAGE DAYS 2002 Ms. Temkin, the Board's liaison with DHT, indicated that she had received communication from DHT requesting the Board to select a date for its annual walking tour event. The dates available were between March 15` and April 28th, 2002. Ms. Temkin also advised that, for the first time, DHT was requiring a $75.00 fee from all • s Historic Preservation Board Regular Meeting October 9, 2001 Page 3 organizations that participate in Dade Heritage Days and want to be included in the brochure. Since inclusion in the brochure is essential to advertise the Board's event, Ms. Temkin was instructed to respond to DHT by selecting the earliest date which did not conflict with the walking tours done by Morningside, Bayside, Buena Vista or Spring Gardens. Ms. Temkin was also asked to request DHT to accept the Board's $75 membership payment after the tour, since the Board had no available funds to pay it. Once the date was selected Ms. Temkin was to advise the other members of the Board. 4. SELECTION OF CHAIRMAN Mr. Bittner reminded the Board that since he was just reappointed to the Board a few days ago, pursuant to the policy of the Board, it needed to select a Chairman either by selecting a new one or retain the present one for the next two year term. Ms. Collins moved to retain Mr. Bittner as the Chairman, seconded by Ms. Blas, which motion passed unanimously. 5. RENDERING OF VILLAGE IN MINIATURE Mr. Tenney indicated that it would be nice to have a rendering of the Village in miniature made and placed in the lobby of Village Hall. Mr. Tenney encouraged all members of the Board to participate. Mr. Tenney volunteered to look into more details. ADJOURNMENT Mr. Bittner adjoumed the meeting at 8:32 p.m.
