02-09-2000 Regular Meeting• • MIAMI SHORES VILLAGE HISTORIC PRESERVATION BOARD MINUTES A regular meeting of the Miami Shores Village Historic Preservation Board was held at Village Hall on Monday, February 9, 2000. The meeting was called to order at 7:40 p.m. by Chairman Bittner with the following members present and absent: Present: Warren Bittner, Chairman Maria Temkin, Vice Chairperson Inez Hegedus -Garcia, Member John Bachay, Member Carolyne Cadwallader, Member Dennis E. Arden, Member Absent: William Tenney, Member AGENDA ITEMS APPROVAL OF MINUTES OF AUGUST 23, 1999 Mr. Bachay moved to approve the minutes. The motion was seconded by Ms. Cadwallader and passed unanimously. PUBLIC HEARING ITEMS 1. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS 577 N.E. 96th Street APPLICANT: DR. CARL FABIAN Maintenance or Repair: Replace existing wood casement windows in existing openings with PGT impact resistant aluminum windows Dr. Fabian described his application for the Board. He indicated that, while his original wood casement windows were generally in good condition, there was some need of minor repair on some windows and routine maintenance (painting, etc.), required on most. Dr. Fabian indicated that a salesman for PGT impact resistant windows represented to him that if he replaced all of his original windows with their new aluminum windows, shutters would be unnecessary in the event of a hurricane. Dr. Fabian further explained that the original crank mechanism and handle from the original windows would not be used. In addition, he explained that some of the aluminum windows would be permanently fixed in a closed position and could not be • • • Historic Preservation Boegular Meeting February 9, 2000 Page 2 opened unlike the function of the original windows. Finally, Dr. Fabian was not sure whether the interior decorative wood moldings could be reused or whether they might be damaged in the window replacement process. Ms. Hegedus -Garcia, having had prior experience with PGT windows, expressed her dissatisfaction with this products' quality and encouraged the applicant not to use this product on a historic home. She questioned whether the window panes were actually made of glass or rather some kind of plastic, which she thought was the case with PGT. Dr. Fabian did not know what material the windows were made of. Mr. Bittner expressed the view that, next to the roof, the windows were the most character -defining feature of any building and this one in particular because of the unusual shape of the windows on the second level facing the street. Mr. Bittner reminded the Board that under s. 111A -4(g) of the Village Code, the Board's guidelines for preservation were the Secretary of. Interior's Standards for Rehabilitation and the Guidelines for Rehabilitating Historic Buildings. Mr. Bittner read from The Secretary of the Interior's Standards for Rehabilitation (attached to these minutes), those standards which he felt this application was inconsistent with: 2. The historic character of the property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. Mr. Bittner explained that, clearly, the original wood casement windows of this home substantially contribute to the historic character of the property and should be retained and preserved. 5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a property shall be preserved. Again, Mr. Bittner explained that the wood casement windows, which are not in need of replacement, are a distinctive feature and example of craftsmanship that characterizes this property, and should be preserved. 6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. 4 •MN • • • Historic Preservation Bo' Regular Meeting February 9, 2000 Page 3 1 Mr. Bittner expressed the view that, since there was no evidence presented to the Board that the windows were so deteriorated that they required replacement (indeed the only evidence was that any minor deterioration could be easily repaired), the standards required that the windows be repaired and maintained and not replaced. Mr. Bittner then read to the Board the sections from the Guidelines for Rehabilitating Historic Buildings (also attached to these minutes) concerning windows that applied to this application. After further discussion, Ms. Temkin moved to deny the application, which was seconded by Ms. Cadwallader and passed unanimously. 2. REQUEST FOR APPROVAL OF LOAN AGREEMENT RE FRAMED HISTORIC NEWSPAPER ADVERTISEMENT 10108 N.E. 1' Avenue APPLICANT: GEORGE ROMANIK Mr. Bittner advised the Board that Mr. Romanik, the new owner of 10108 NE 1' Avenue, had requested the Board to loan him the framed newspaper advertisement, which had previously been loaned to both of the prior two owners of the property and had hung in the foyer for approximately the past twenty (20) years. The Board reviewed the Loan Agreement prepared by Mr. Bittner. After some discussion, Ms. Temkin moved to adopt the agreement as the form for the Board's use in future cases of this type. The motion was seconded by Ms. Hegedus -Garcia and passed unanimously. Ms. Hegedus -Garcia then moved to loan the historic newspaper advertisement to Mr. Romanik on the terms set for in the form agreement. The motion was seconded by Ms. Temkin and passed unanimously. ANNOUNCEMENTS/COMMENTS Mr. Bittner and Ms. Temkin advised the Board that this year's Historic Home and Garden Tour would be on Saturday, April 15, 2000. All Board members were encouraged to coordinate with Mr. Bittner in encouraging historic homeowners to participate in the tour.
