HISTORIC PRESERVATION BOARD
MINUTES
A regular meeting of the Miami Shores Village Historic Preservation Board was
held at Village Hall on Monday, May 17, 1999. The meeting was called to order at 7:40
p.m. by Chairman Bittner with the following members present and absent:

AGENDA ITEMS
APPROVAL OF MINUTES OF APRIL 5,1999:
Ms. Cadwallader moved to approve the minutes as presented. The motion was
seconded by Ms. Hegedus -Garcia and passed unanimously.
PUBLIC HEARING ITEMS:
1. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS

APPLICANTS: FREDERICK L. NEWMAN & SHARON K. GROSSHART
Maintenance or Repair: Replace front door.
Mr. Newman appeared and spoke on behalf of the Applicants. He explained that
he wished to replace the existing front door with a door constructed of wood. He was not
sure he wanted to use the door shown in the application as the proposed "Front Door
Replacement" for various reasons. Mr. Bittner expressed the view that a window in the
center of the door, as proposed, would have been unusual for this style of architecture;
other Board members felt otherwise. Mr. Bittner inquired whether the original blue prints
for the house were still extant. Mr. Newman responded that they were and he volunteered
to go home and return with them. After a short recess, Mr. Newman returned with copies

of the blue prints. They showed a simple four (4) panel door. Mr. Bittner indicated that
replicating the door that was shown in the blue prints would be the most appropriate
thing to do, and the most true to the architecture of home and the intent of the architect;
the remainder of the Board agreed. After further discussion, Mr. Bittner inquired if the
intent of the Applicants was to remove the rather unsightly and inappropriate metal
security bars when the new front door was installed. Mr. Newman indicated that he did
not know how Ms. Grosshart would feel about that but, in any event, it was beyond the
jurisdiction of the Board to even consider it. Ms. Hegedus -Garcia disagreeing, indicated
that the metal security bars were an integral part of the front entry and should properly be
considered when the front door was under consideration by the Board. Mr. Bittner
suggested that the Board's approval of a new door could be conditioned upon the removal
of the security bars. Mr. Newman stated that any such action by the Board would be
illegal and that the Board had no power to do so. Mr. Newman threatened the Board that
if it put such a condition on the replacement of the front door he would have the historic
designation of the home withdrawn. A motion was made by Ms. Hegedus -Garcia and
seconded by Ms. Cadwallader to approve a new front door which conformed exactly with
the door shown on the original blue prints on the condition that the security gate be
removed, otherwise the door should not be changed. The motion passed unanimously.
2. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS

APPLICANT: FREDERICK L. NEWMAN & SHARON K. GROSSHART
Restoration/New Construction: Install circular drive in the swale area
between sidewalk and street in front of the side lot East of the main house.
Construct of bricks identical to those already approved for pool area.
Mr. Newman explained his application. Ms. Hegedus -Garcia expressed the view
that circular driveways were not typical of 1920's designs. Mr. Bittner expressed the
view that, while the Board should be very strict with proposed changes to actual
structures or to buildings, it should be more flexible and sympathetic to the wishes of the
homeowner on issues of this type. Mr. Camacho concurred with Ms. Hegedus -Garcia
again emphasizing the a circular driveway was inappropriate. Mr. Bachay concurred with
Mr. Bittner indicating that he would not oppose a circular driveway. After some
considerable further discussion, Mr. Camacho drew two proposed designs for a
rectangular driveway with plantings. Mr. Newman stated his agreement to doing a
rectangular design as opposed to a circular design. Based upon Mr. Newman's
acquiescence, a motion was made by Ms. Hegedus -Garcia, and seconded by Ms.
Cadwallader, that the parking area in the swale should be of rectangular shape, not
circular shape, that the requested pavers be approved, and that the parking area should
include green spaces. The motion passed unanimously.

4. DISCUSSION - RESULTS OF 1999 HOME & GARDEN TOUR
Mr. Bittner reported that the tour had been the most successful and well attended
in the history of the Board. Mr. Bittner thanked all the members of the Board for their
efforts.
It was agreed that Ms. Hegedus -Garcia should be reimbursed the cost of printing
the brochures in the amount of $25.00. It was further agreed that Mr. Tenney should be
reimbursed the amount expended to fabricate the cushions for the Pueblo Feliz benches
on loan from the Miami Shores Community Church and now located and on display in
the lobby area of the Shores Theater.
Ms. Hegedus -Garcia volunteered with Mr. Camacho to coordinate the framing of
the Shoreland Company advertisement for Max Sturman, which he was promised would
be loaned to him. Mr. Bittner volunteered to draft the loan agreement.
The Board then discussed the possibility of printing a Miami Shores historic
preservation related calendar for the year 2000.
The Board agreed to postpone further discussion on project topics until the next

meeting to give absent members an opportunity to participate.
ADJOURNMENT
