04-05-1999 Regular Meeting (2)110 • MIAMI SHORES VILLAGE HISTORIC PRESERVATION BOARD MINUTES A regular meeting of the Miami Shores Village Historic Preservation Board was held at Village Hall on Monday, April 5, 1999. The meeting was called to order at 7:30 p.m. by Chairman Bittner with the following members present and absent: Present: Warren Bittner, Chairman Jaime Camacho, Member Inez Hegedus -Garcia, Member William Tenney, Member Carolyne Cadwallader, Member Absent: Maria Temkin, Vice Chairperson John Bachay, Member AGENDA ITEMS APPROVAL OF MINUTES OF MARCH 15,1999: Ms. Cadwallader moved to approve the minutes as presented. The motion was seconded by Ms. Hegedus -Garcia and passed unanimously. PUBLIC HEARING ITEMS: Because one of the Public Hearing Items was an application concerning Mr. Bittner's property, and because of Ms. Temkin's absence, the Board sought to appoint a Vice-chairman pro tempore. Mr. Tenney volunteered and was unanimously elected by motion made by Ms. Cadwallader, and seconded by Ms. Hegedus -Garcia 1. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS 136 N.E. 101' Street APPLICANT: Bryon Thomas Maintenance or Repair: Re -roof with hand made clay tile; copper eve metals. The applicant was present along with his roofing contractor, Daniel Arguelles. They explained that the present white cement tile will be replaced with hand made clay tile of Colombian origin. They also represented that the eve metals will be replaced with copper. Ms. Hegedus- Garcia moved to approved the application, which was seconded by Mr. Tenney. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS 136 N.E. 101' Street APPLICANT: Bryon Thomas Restoration: Restore front screed porch; remove jalousie window and replace with copper screening; repair any rotted wood with hard Cypress. Mr. Thomas explained that he wished to follow Mr. Bittner's lead by restoring the screened porch on the front of his home. He explained that at an undetermined time the screens were removed and replaced with ugly jalousie windows inappropriately enclosing the porch. He showed the Board pictures showing the Pecky Cypress decorative elements surrounding the porch openings, which he planed to retain and repair, where necessary. He represented that he would use copper screening. Ms. Hegedus -Garcia moved to approved the application, which was seconded by Ms. Cadwallader. The motion passed unanimously. 3. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS 287 N.E. 96th Street APPLICANT: Warren Bittner Restoration: Re -roof and restore Historic Cuban Tile on main house and servants' quarters/garage; copper eave metals; copper gutters. Mr. Bittner handed the gavel to Mr. Tenney. A Form 8B, Memorandum of Voting Conflict, is attached to, and incorporated into, these minutes. Mr. Bittner explained that this home was re -roofed following Hurricane Andrew with hand -made clay tile of Central American origin, and that he desired to replace the tile with Historic Cuban Tile, which was documented to have been originally used on this roof. For the protection of the wood casement windows and doors, this was the best time to install a gutter system, which would be copper. The roofing contractor, Daniel Arguelles, indicated that he would use modified bitumen for underlayments, and copper eave metals. Ms. Hegedus -Garcia moved to approved the application, which was seconded by Ms. Cadwallader. The motion passed unanimously with Mr. Bittner abstaining. ANNOUNCEMENTS/COMMENTS: 4. DISCUSSION - DADE HERITAGE DAYS - WALKING TOUR (5/8/99) The Board discussed fmal preparations for the walking tour. Ms. Temkin was in charge of refreshments and would set up the tables in the courtyard of 287 NE 96th Street. Mr. Tenney indicated that he would help with the brochure, but could not attend because of a prior commitment. Ms. Hegedus -Garcia volunteered to do a sketch of each home to include in the brochure. Mr. Camacho volunteered to do the layout for the brochure. Ms. Cadwallader indicated she would assist in selling tickets at the Shores Theater. Ms. Hegedus -Garcia indicated she would contact Ms. Reiley, the owner of 52 NE 98th Street, • • Historic Preservation Bo Regular Meeting April 5, 1999 Page 3 • which was on the tour route, to determine if she would allow the home to be included.
