HISTORIC PRESERVATION BOARD
MINUTES
A regular meeting of the Miami Shores Village Historic Preservation Board was
held at Village Hall on Monday, March 15, 1999. The meeting was called to order at
7:35 p.m. by Chairman Bittner with the following members present and absent:

AGENDA ITEMS
APPROVAL OF MINUTES OF MARCH 1,1999:
• Ms. Hegedus -Garcia moved to approve the minutes with the correction of a
spelling error. The motion was seconded by Ms. Cadwallader, and passed unanimously.

PUBLIC HEARING ITEMS:
1. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
273 NE 98TH STREET
APPLICANTS: Chris Master & Oreste Salucci
Restoration: Installation of fabric awnings.
This item was considered jointly with the next item since they required color
coordination.
2. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS

APPLICANTS: Chris Master & Oreste Salucci
Maintenance or Repair: Paint exterior walls, windows and trim.
This item was considered jointly with the previous item since they required color
coordination. Ms. Master spoke on behalf of the applicants, both of whom were present.
Ms. Master explained that subsequent to the Board's previous approval of paint colors for

it
the walls, windows and trim last February, Mr. Lubien, had unilaterally refused to issue a
permit for the approved colors indicating that these colors, in his subjective opinion, were
not "pastel" enough, and that there was no evidence in the record that there was a historic
precedent for them on this particular house. All members of the Board were quite
disturbed and irritated at this revelation, citing the fact that the only avenue for review of
a decision of the Board is to the Village Counsel. Although the Board was adamant that
Mr. Lubien lacked the authority or the jurisdiction to overrule a decision of the Board of
this nature, the applicants wished to withdraw their original application and Board
approved color choices and seek approval for colors that had historic precedence on this
particular house. They felt that Mr. Lubien then would have no valid grounds to object,
whether or not he personally liked the colors.
Ms. Master then indicated that she scraped one of the original windows down to
the original paint, which was dark blue. Mr. Bittner noted that his home on 1 Avenue
originally had the identical color and that he had used it when repainting after Board
approval. The applicant requested Benjamin Moore #805 (dark blue). Ms. Master also
indicated that she had a section of the stucco scraped down to the original paint, which
was a medium yellow. She suggested Benjamin Moore #201.
Ms. Hegedus -Garcia moved to approve Benjamin Moore # 805 for the windows
and trim and Benjamin Moore #201 for the exterior walls, seconded by Ms. Cadwallader,
which was passed unanimously.
With respect to the awnings, Ms. Master showed the Board the full selection of
Sunbrella fabrics. Ms. Master agreed to use a stripe, which the Board would require. The
Board and Ms. Master reached a consensus on Sunbrella "Plum Fancy" as being the
most appropriate for the colors selected. This pattern fabric was recently installed on a
National Register house on the 300 block of 91' Street, and looks beautiful. The Board
cautioned Ms. Master that the shape of the awning must conform to the Metro -Dade
publication, Resourceful Rehab, A Guide for Historic Buildings in Dade County, to
which she agreed. The applicants sought approval for awnings on the front facade and a
rear patio.
Again, Ms. Hegedus -Garcia moved to approve Sunbrella "Plum Fancy" with the
condition that the shape of the awnings conform to the Dade County Guide, which was
seconded by Ms. Cadwallader and passed unanimously.
ANNOUNCEMENTS/COMMENTS:
3. Mr. Bittner announced that he had spoken to the owners of
34 N.W. 96th Street with regard to opening for the tour and that they were considering.
Ms. Hegedus -Garcia reported that Max Sturman was also still considering, but that she

final decision from his this week. Ms. Hegedus -Garcia reported that Walter Michot had
declined since he was getting married on May 1, 1999, and would be on his honeymoon
during the tour. Mr. Bittner indicated that he would speak with Carlos Mogollon. Mr.
Bittner advised that the Board needs to nail down the homes for the tour as soon as
possible so the brochure could be made-up.
