12-08-1997 Regular Meeting (2)• MIAMI SHORES VILLAGE HISTORIC PRESERVATION BOARD MINUTES A regular meeting of the Miami Shores Village Historic Preservation Board was held at Village Hall on Monday, December 8, 1997. The meeting was called to order at 7:30 p.m. by Chairman Bittner with the following members present and absent: Present: Warren Bittner, Chairman Maria Temkin, Vice Chairperson Jaime Camacho, Member Elaine Franck, Member Inez Hegedus -Garcia, Member Kimberly Logan -Hynes, Member William Tenney, Member Absent: None AGENDA ITEMS • APPROVAL OF MINUTES OF JULY 28. 1997 • Ms. Temkin moved to approve the minutes as presented. The motion was seconded by Ms. Hegedus -Garcia, and passed unanimously. SELECTION OF CHAIRMAN Ms. Logan -Hynes moved to reappoint Mr. Bittner as the Chairman of the Board for an additional term. Ms. Franck seconded the motion and it passed unanimously. PUBLIC HEARING ITEMS 1. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS 357 N.E. 92nd STREET APPLICANTS: RONALD & JOANNE RODRIGUEZ Maintenance or Repair: Repaint exterior of home, garage and wall. Ms. Rodriguez spoke on behalf of herself and her husband who was not present. After much discussion and negotiation with the applicant, Ms. Temkin moved to approve Benjamin Moore "Shaker Beige - HC -45 as the base color, i.e., the exterior walls of the structure. Ms. Logan -Hynes seconded the motion and it passed unanimously. After further discussion and debate, Ms. Frank moved to approve Pratt & Lambert "Black • • • Historic Preservation BoatSgular Meeting December 8, 1997 Page 2 • Coffee 2033" or "Brown Spectrum 2006" for the trim. Ms. Temkin seconded the motion and it passed unanimously. 2. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS 357 N.E. 92nd STREET APPLICANTS: RONALD & JOANNE RODRIGUEZ Maintenance or Repair: Repair existing wooden structure/trellis -replace rotten wood and paint. Ms. Rodriguez again spoke on behalf of herself and her husband who was not present. After much further and additional discussion, Ms. Hegedus -Garcia moved to approve the application for certificate of appropriateness with the following condition: that the trellis be painted the color approved earlier for the trim, i.e., Pratt & Lambert "Black Coffee 2033" or "Brown Spectrum 2006." PUBLIC MEETING ITEMS: 3. CONTENT OF HISTORIC LANDMARK PLAQUE 136 N.E. 101sT STREET Mr. Bittner supplied the members of the Board with pertinent excerpts from the earliest found Polk's Miami Directory (1927) listing an occupant of 136 N.E. 100 Street. It indicated: "Parrott Geo W (Effie) slmn h136 NE 101`." Mr. Bittner suggested that the Board consider including on the historic landmark plaque the name of the wife of the first owner and the occupation of the first owner, if these facts were known. After much argument and debate, Ms. Temkin moved, consistent with previous Board policy, to only include the husband's name on the plaque, in this case, "GEORGE W. PARROTT HOUSE". The motion was seconded by Ms. Logan Hynes and passed unanimously. Before moving onto the next plaque, further spirited debate ensued culminating in a motion to reconsider by Mr. Tenney, seconded by Mr. Camacho, which passed unanimously. After more discussion, Mr. Camacho moved that the plaque read: "GEORGE & EFFIE PARROTT HOUSE". Mr. Tenney seconded the motion which failed on a vote of 5 to 2 against the motion. More debate ensued, with Ms. Temkin suggesting that if the name of the wife was to be included, so should the name of the architect, if known, but on no account should the occupation of the first owner be listed, because that would be too much information on the plaque. Accordingly, Ms. Temkin moved that the plaque read: GEORGE W. & EFFIE PARROTT HOUSE [INSERT NAME OF ARCHITECT IF KNOWN] The motion was seconded by Ms. Hegedus -Garcia, and passed by a vote of 4 to 3. • • • Historic Preservation Boallegular Meeting December 8, 1997 Page 3 4. CONTENT OF HISTORIC LANDMARK PLAQUE 273 N.E. 98`h STREET Mr. Bittner advised the Board that he was contacted by Christine Master, the owner of the house at 273 NE 98th Street and advised that workers, in attempting to clean the Historic Landmark Plaque, had defaced it. She had requested that the Board order a new one. Mr. Bittner reported that she was advised that a new one could be ordered at her expense, but that the Board would first have to vote on the content of the plaque. Mr. Bittner supplied the Board with his research materials on the identity of the first owner, i.e., David S. Zachary, from the Polk's Miami Directories for 1926 and 1927, page 12-3 of the unpublished manuscript of Emyrs Harris, and the National Register Site Form for the property. Mr. Bittner noted that the historical sources were inconsistent in the spelling of the last name, in specific, "Zachary" and "Zachry," but that the majority of source materials used "Zachary." In addition, Mr. Bittner noted that there was inconsistency in the middle initial of Mr. Zachary, Polk's directory using "S" one year and "I" another year, but that the majority of sources, including the unpublished manuscript, listed "S" as the middle initial. Ms. Frank moved to add this item to the agenda, seconded by Ms. Hegedus - Garcia, which passed unanimously. Ms. Hegedus -Garcia moved to include the following information on the Historic Landmark Plaque for this house: DAVID S. & ELIZABETH D. ZACHARY HOUSE KIEHNEL & ELLIOTT, ARCHITECTS The motion was seconded by Ms. Franck and passed unanimously. ANNOUNCEMENTS/COMMENTS 5. DECEMBER 13, 1997 WALKING TOUR Mr. Bittner reminded the Board that the December walking tour, conducted by Professor Paul George, and sponsored by the South Florida Historical Museum, would be taking place on Saturday, December 13, 1997, commencing at 10:00 a.m., at the Shores Theater. Mr. Bittner announced the four homes that would be open and encouraged all Board members to attend. 6. STATUS OF PUEBLO FELIX BENCHES Mr. Bittner advised the Board of the current status of the two Pueblo Felix Benches that were donated to the Village by the Miami Shores Community Church. Mr. Bittner indicated that they were currently in storage at the Public Works Department Warehouse on N.W. 103`d Street. MAY 1998 WALKING TOUR Ms. Temkin advised that the Board needed to select a date for the May 1998 Historic Walking Tour so that she could advise Dade Heritage Trust. The Board reached a consensus on May 9th 1997 at 10:00 a.m. at the Shores Theater. ADJOURNMENT Mr. Bittner adjourned the meeting at 9:50 p.m.
