November 25, 1996
A regular meeting of the Miami Shores Village historic Preservation
Board was held at Miami Shores Village Hall on Monday, November 25,
1996. Chairman Bittner called the meeting to order at 7:30 P.M. with the
following members present:
Warren Bittner, Chairman
Maria Temkin, Vice Chairperson
John Bolton, Member
Elaine Franck, Member
Kimberly Logan -Hynes, Member
Chairman Bittner took the Agenda out of order.
PUBLIC HEARING ITEM:
2. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
276 NE 98 Street
Owners: Carl and Martha Kern
New construction: Install air conditioning compressor in side
yard on the West side of main structure.
Mr. Kern stated his application was requesting removal of old wall air
conditioning units and installation of central air conditioning. He would
begin with the upstairs now and do the downstairs at a later date. Mr. Kern
detailed the steps needed to install the air conditioner and advised the
compressor would be placed as per the plans attached to the application and
that it would not be seen from the street.
Mr. Bolton moved to approve the application. Ms. Logan -Hynes
seconded the motion and the motion passed unanimously.
APPROVAL OF MINUTES
Vice Chairperson Temkin moved to approve the Minutes of October 28,
1996, and advised that her name was spelled "Temkin" not "Tempkin." Ms.
Logan -Hynes seconded the motion, and the motion passed unanimously.

PUBLIC HEARING ITEM:
1. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS

Owners: Christine Master and Oreste Salucci
Maintenance or Repair: Replace existing casement windows
with aluminum windows.
Ms. Master stated her request would deviate slightly from the
application due to new information recently received. She planned to
improve the outside of the home by recreating wood window frames and
would install two wood windows in the front. Ms. Master said she would like
to replace the jalousie windows in the screened porch with two French doors
and one sunburst. When more money became available, she said she would
redo all the windows in wood. Since she could not afford to install impact
and wind windows, she said she would install shutters over the wood
windows to meet code requirements. Also, in January 1997, she planned to
install air conditioning.
Chairman Bittner asked that each item be taken individually as
• follows:
1. Window 1. Mr. Bolton moved to approve installation of a wood
casement window in the front middle of the south elevation on the
first floor, remove existing shutters, and install sills at a later date.
Ms. Franck seconded the motion, and the motion passed
unanimously.
2. Window 2. Same as Window 1, but on the second floor. Ms. Franck
moved to approve. Ms. Logan -Hynes seconded the motion, and the
motion passed unanimously.
3. Porch. Discussion was held on installation of the French doors and
sunburst. Chairman Bittner explained why he did not agree with
the use of the sunburst. Mr. Bolton moved to approve an eight light
French wooden door and sunburst. Ms. Logan -Hynes seconded the
motion, and the motion passed 4-1. Chairman Bittner opposed the
motion.

PUBLIC MEETING ITEM:
3. DECEMBER HISTORIC WALKING TOUR w/DR. PAUL GEORGE
The Board reviewed plans for the tour which would be held on
Saturday, December 14, 1996, at 10:00 a.m.
ANNOUNCEMENTS/COMMENTS:
4. UNITY DAY
Chairman Bittner advised the Board they would participate in the
Unity Day celebration on Saturday, January 18, 1997. He and Ms. Franck
would do the tour utilizing the Village's recently acquired train.
5. CUBAN TILE SURVEY (REVISED)
Chairman Bittner brought the survey to the Board's attention and
briefly reviewed same.
• 6. DADE HERITAGE DAYS

Vice Chairperson Temkin advised the celebration would be April 4
through May 18, 1997, and the Board needed to pick a day to participate.
Saturday, May 10, 1997, was tentatively selected.
ADJOURNMENT:
Chairman Bittner adjourned the meeting at 8:55 P.M.
