HISTORIC PRESERVATION BOARD
REGULAR MEETING
Miami Shores Village, Florida
October 28, 1996
A regular meeting of the Miami Shores Village Historic Preservation
Board was held at Miami Shores Village Hall on Monday, October 28, 1996.
Chairman Bittner called the meeting to order at 7:45 P.M. with the following
members present:
Warren Bittner, Chairman
Maria Tempkin, Vice Chairperson
Kimberly Logan -Hynes, Member
John Bolton, Member
Absent: Elaine Franck, Member
APPROVAL OF MINUTES
Mr. Bolton moved to approve the Minutes of September 30, 1996, as
submitted. Ms. Logan -Hynes seconded the motion, and the motion passed
unanimously.
AGENDA
PUBLIC HEARING ITEMS
1. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
940 NE 95 Street
Owner: Frank Hegedus
Maintenance or Repair: Replace existing windows with new
aluminum windows of same appearance.
Mr. Hegedus stated he would like to replace the windows in his wood
frame classical Southern colonial house with identical windows except that
the window frames would be aluminum. The aluminum. was necessary to
protect against termites which he stated he was experiencing problems with.
Ms. Logan -Hynes moved to approve. Vice Chairperson Tempkin
seconded the motion, and the motion passed unanimously.
(Note: At this point in the Hearing, Chairman Bittner called a

Applications for Certificates of Appropriateness scheduled next on
the Agenda. Chairman Bittner reopened the meeting at 8:58 P.M.
advising that Mr. Israel was on his way to the Hearing.
Chairman Bittner briefly reviewed Item 6, Proposed Amend-
ment to Chapter 11 % of Miami Shores Village Code, under Public
Meeting Items, until Mr. Israel entered the meeting.)
2. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
339 NE 96 Street
Owners: Robert and Lisa Israel
Restoration: Replace courtyard gate with wrought iron gate.
Mr. Israel stated this request was to replace the courtyard gate with a
wrought iron gate more in keeping with the original style of the house. In
addition, the gate would be painted the same color as used on the home's
wrought iron balcony.
Ms. Logan -Hynes moved to approve. Vice Chairperson Tempkin
seconded the motion, and the motion passed unanimously.

3. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS

Owners: Robert and Lisa Israel
Restoration: Replace jalousie windows with wood casement
windows.
Mr. Israel asked to replace jalousie windows currently installed in the
house with wood casement windows, as per the architect's original plans.
Mr. Bolton moved to approve. Vice Chairperson Tempkin seconded the
motion, and the motion passed unanimously.
4. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
339 NE 96 Street
Owners Robert and Lisa Israel
Restoration: Restore three (3) arched door openings on first
floor, arched opening leading to dining room and arched
opening leading to balcony, all according to the original plans.
Mr. Israel reviewed the request, and the Board saw no objection.

Mr. Bolton moved to approve. Ms. Logan -Hynes seconded the motion,
and the motion passed unanimously.
5. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
339 NE 96 Street
Owners: Robert and Lisa Israel
Restoration: Replace house numbers with vintage house
numbers salvaged from another building.
Mr. Israel withdrew his application.
PUBLIC MEETING ITEMS
6. PROPOSED AMENDMENT TO CHAPTER 11 % OF MIAMI
SHORES VILLAGE CODE
Chairman Bittner reviewed the suggested revisions to Chapter 11 of
the Village Code as follows: a) increase the number of Board members from
5 to 7; b) authority for the Board to have walking tours; c) authority for the
Board to make nomination recommendations to the National Register of
Historical Places; and, d) authority for the Board to earn money and conduct
fund raising events.
The Board discussed how it would handle the issue of a quorum with
the addition of two members and considered if the quorum would remain at
three (as written in the Code) or would it increase to one half the number of
Board members plus one, or four. Ms. Logan -Hynes suggested finding out
how the other Village boards handled quorums Chairman. Bittner asked if
any Board member would like to move to kill the amendment. No action was
taken.
Vice Chairperson Tempkin moved that a quorum of the Board be
changed to four members when the number of Board members increased to
seven. (Chairman Bittner passed the gavel to Mr. Bolton). Mr. Bittner
seconded the motion, and the motion passed 3-1. Ms. Logan -Hynes opposed
the motion. (Mr. Bolton passed the gavel to Mr. Bittner.)

7. DECEMBER HISTORIC WALKING TOUR WITH DR. PAUL
GEORGE
The Board discussed several homes as potential additions to the tour
which would be held on Saturday, December 14, 1996, at 10:00 A.M. Board
members would individually follow up on the prospects.
ANNOUNCEMENTS/COMMENTS
8. CORRESPONDENCE FROM DADE COUNTY HISTORIC
PRESERVATION DIVISION - DEMOLITION OF ADA MERRITT
SCHOOL
Chairman Bittner asked the Board to review the letter concerning the
demolition of this school built in 1925. He explained that Miami Shores had
a resolution forbidding any Board to write letters on its behalf and said the
letter was included in the Agenda packet for information purposes only.
ADJOURNMENT
Chairman Bittner adjourned the meeting at 8:59 P.M.
