A regular meeting of the Miami Shores Village Historic Preservation Board was
held at Village Hall on Wednesday, April 24, 1996. The meeting was called to order
at 7:30 p.m. by Chairman Bittner with the following members present:

APPROVAL OF MINUTES
1. Since the minutes from the March 11, 1996 meeting had not yet been prepared,
they were not considered.

2. REQUEST FOR HISTORIC LANDMARK DESIGNATION
145 N.E. 94TH STREET
OWNERS: ANDY & MYRLENE MACERA
Mrs. Macera gave particulars of her home. She said she and her husband were
planning on doing further restoration work on the home. The Board considered a
current photograph of the property. Mr. Bittner shared his historic research on the
home indicating that it was built in 1926 for Daniel V. Godard, a partner in the
construction firm of Godard and Sydow. The architect was Marion Manley, the first
woman registered architect in Dade County. Ms. Logan -Hynes moved that the Board
recommend designation to the Village Council. Ms. Franck seconded the motion and it
passed unanimously.
2A. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
389 N.E. 99TH STREET
OWNER: JOHN WATT
Maintenance or Repair: Re -paint exterior.
Mr. Watt requested that the Board add this item to the Agenda. Ms. Temkin so
moved, which was seconded by Ms. Logan -Hynes, and passed unanimously. Mr. Watt
requested that he be permitted to paint the exterior of the house the following Benjamin
Moore Paint colors: (a) the walls - "Hawthorn Yellow;" (b) the concrete trim - Crown

Point Sand; and (c) the windows - Crown Point Sand or Clinton Brown. Ms. Franck
made a motion to approve the granting of a Certificate of Appropriateness as requested,
which Mr. Bolton seconded; it passed unanimously.
3. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
10108 N.E. 1ST AVENUE
OWNER: WARREN VON BITTNER
Rehabilitation: Wrought Iron Screen Door for front entryway.
Mr. Bittner passed the gavel to Ms. Temkin since this was his home. Mr.
Bittner filed a CE Form 8B, which is attached to, and incorporated in, these minutes.
Mr. Bittner stated that although the Board had already approved a turned wood spindle
door, which he had already purchased, but not installed, he found this screen door
(pictured in a photograph attached to the Application) in Palm Beach. Since this one
was made out of Wrought Iron, Mr. Bittner felt it might provide better security. Mr.
Bittner requested permission to utilize this door as an alternative. Ms. Logan -Hynes
moved to approve the Application, which was seconded by Ms. Franck, and passed
unanimously.
3A. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS

Rehabilitation: Installation of "O.G." Style copper gutters.
Mr. Bittner requested that this item be added to the Agenda. Ms. Franck so
moved, seconded by Mr. Bolton, and passed unanimously. Mr. Bittner stated that on
March 8, 1994, the Board had approved the installation of half -round copper gutters
and down -spouts. Because of the expense, the gutters had not yet been installed, but
Mr. Bittner indicated that he was now ready to contract out the work. In the
meantime, while doing routine historic research on other Kiehnel & Elliot properties in
the Shores, Mr. Bittner indicated that he discovered that these same architects had
specified the more ornate "O.G." Style copper gutters in the blue prints for 257 N.E.
91st Street. Mr. Bittner showed a photocopy of the pertinent section to the Board.
Mr. Bolton moved to approve the Application and Ms. Logan -Hynes seconded the
motion, which passed unanimously. Ms. Temkin passed the gavel back to Mr. Bittner.
ANNOUNCEMENTS/COMMENTS:
4. FINANCIAL REPORT
HISTORIC TROLLEY TOUR
Mr. Bittner presented the Board with a detailed Trolley Tour Accounting
• (attached to these Minutes) indicating a total income of $750.00, expenses of $538.20

and a profit of $211.80. The Board unanimously agreed that the trolley tour was a
great success and that it should be repeated next year. The Board discussed how to
prepare and better administer the tour next time. The Board unanimously agreed to
donate $200.00 to the Village and to recommend to the Village Council that another
co -designation sign be erected at the intersection of N.E. 6th Ave. and 96th Street, i.e.,
"SHORELAND BOULEVARD."
5. WORDING FOR BRASS PLAQUES
Much discussion was had on whether historic landmark brass plaques should
contain historical information and whether the words "home," "residence," or "house"
should be used. The Board agreed that, as a matter of policy, the plaques should
contain historic information about the original owner of the house where available. In
addition, Ms. Temkin advised the Board that since designation applies to a structure,
the words "home" or "residence" were inappropriate for inclusion in the plaque
according to National Register criteria, but that the word "house" was acceptable. The
Board therefore agreed to follow this rule in the future. Accordingly, the Board agreed
that the following plaques, to be ordered by Mr. Bittner, should contain the following
historical information:
