01-04-1996 Regular Meeting• HISTORIC PRESERVATION BOARD REGULAR MEETING January 4, 1996 A regular meeting of the Miami Shores Village Historic Preservation Board was held at Miami Shores Village Hall on Thursday, January 4, 1996. The meeting was called to order at 7:35 P.M. by Chairman von Bittner with the following members present: Warren von Bittner, Chairman Maria Temkin, Vice Chairperson Kimberly Logan -Hynes, Member Elaine Franck, Member John Bolton, Member Member Logan -Hynes commented on the Board obtaining membership in the National Alliance of Preservation of Missions. She reported she had become a member herself and had brought the Spring 1995 issue with her for members to review. Chairman von Bittner stated copies of the newsletter could be made after the meeting and given to anyone interested. I. APPROVAL OF MINUTES • Vice Chairperson Temkin moved to approve the Minutes of October 30, 1995. Member Franck seconded the motion. The motion passed unanimously. II. PUBLIC HEARING ITEM APPLICATION FOR CERTIFICATE OF APPROPRIATENESS 10108 NE 1st Avenue Owner: Warren von Bittner Restoration: Install black wrought iron and stained glass lighting fixture above garage doors (centered) to replace contemporary halogen flood light. Chairman von Bittner passed the gavel to Vice Chairperson Temkin as he was the applicant. Mr. von Bittner advised he was filing a Form 8B with these Minutes. He passed around pictures for the Board to review. He stated he had done research on hanging lights on Mediterranean revival homes and passed around pictures of examples of these lights. Mr. von Bittner indicated the fixture he had chosen, which was a type of milk glass with shades of amber. Member Logan -Hines moved to approve the Certificate of Appropriateness. Member Bolton seconded the motion. PUBLIC MEETING ITEM NATIONAL REGISTER THEMATIC GROUP II NOMINATION PROPOSAL SELECTION OF PROPERTIES. CONSULTATION WITH STATE HISTORIC PRESERVATION OFFICER (SHPO) CHERI PILAND, HISTORIC SITES SPECIALIST (DADE COUNTY); JENNIFER JOVE, BARRY UNIVERSITY STUDENT. Chairman von Bittner introduced Ms. Cheri Piland, representative from the State Historic Preservation Office, Tallahassee, FL. Ms. Piland stated she had received the submissions for the Thematic Group II nominations quite some time ago. These had been reviewed and commented on. Since she had not heard anything more from the Board, she had thought there was no interest. Since she was in the area, she decided to contact the Board and find out where the matter stood. Chairman von Bittner reported he had received the comments and they had not as yet been discussed by the Board. He explained to Ms. Piland the work on their submissions had been done by Ms. Jennifer Jove, a B^rry University student. Chairman von Bitiner advised the issue on the nominations, as he understood it, was whether the Board should expand the proposal to include properties in future years outside the scope of the New Miami Shores Company proposal. Ms. Piland advised some technical changes would need to be made to individual nominations which could be done as the project progressed. Essentially, she stated the first nomination was a Thematic nomination. These were no longer done at the National Register, but were now called multiple property surveys. This consisted of identifying historical time frames and different property types. In order to avoid repetitious work down the line, Ms. Piland suggested the Board include a later time frame from what had been previously submitted which had been up to 1933. She asked for a brief history submission from 1933 up to 1946. This way, should a property be entered during the later period, the foundation would already be available. Ms. Piland stated some expansion work would be needed on property types. The context for submissions would include three time periods: early phase, second development phase, and the post war phase. After determining which phase the property fit into, the owners would be mentioned. What she was asking the Board to provide would become the covering for future submissions. • • s Historic Preservation Board Regular Meeting January 4, 1996 Page 3 Chairman von Bittner asked Ms. Piland if she had comments on the Board's one or two first submissions and historical summary. She stated the historical summary had been clear. Ms. Piland advised that a sketch was needed on the individual properties, or an outline of the property in relation to its lot. Two sets of black and white photographs, 4"x6" and 3"x5", of all sides of each property were required including at least one picture of any secondary buildings (i.e. - detached garage). Color slides would be needed for the presentation. A USGS map of each property submission was also needed and Xeroxing was prohibited. Member Temkin stated she could get these from the County. Chairman von Bittner reported all the requirements could be met this year. He asked Ms. Piland if they had to have owner consent. She stated they did. He thought when they had the individual homeowner's consent, they could ask for a copy of the survey from which to do the necessary sketch. Ms. Piland advised she would send the Board the proper consent forms to use. She stated the nominations did not have to be sent in a group, they could send each one as they came in. Chairman von Bittner confirmed with Ms. Piland that finalizing the cover would be the first thing to do. Optional additions to submissions would be to include a sketch • map to show a swimming pool, secondary buildings, interesting interior features with a floor plan. Member Temkin asked what the turnaround time was after Tallahassee received a submission. Ms. Piland briefly went through the steps a property submission would go through. This would take approximately six months. Member Temkin asked if a Board member should attend the presentation. Ms. Piland advised she could do the presentation alone, but anyone was invited to attend. The only time someone from the Board would need to be present was if a certain property was controversial, marginal or needed extensive explanation. Member Franck asked what the criteria was for judging a property. Ms. Piland replied the age of the home (at least 50 years old) was considered and its particular significance, either historically or architecturally. The property must have maintained architectural integrity. The changes made to the home must have been minimal and in no way could have deterred from the original architectural integrity. Chairman von Bittner asked if the group of homes the Board was going to submit which were all constructed by the same developer would fit into a group listing. Ms. Piland stated they would fit under the covering in historic context, but since the homes were not contiguous, they would have to be judged separately and would not qualify as a district. A district required boundaries of each property touching in some way. • Chairman von Bittner prepared to show the Board and Ms. Piland color slides of the homes up for consideration. This would be done by a 1 - 5 point system, 1 being highest and most favored, and 5 being lowest and least favored.
