10-30-1995 Regular Meeting• • • 3 HISTORIC PRESERVATION BOARD REGULAR MEETING October 30, 1995 A regular meeting of the Miami Shores Village Historic Preservation Board was held at Miami Shores Village Hall on Monday, October 30, 1995. The meeting was called to order at 8:00 P.M. by Chairman von Bittner with the following members present: Warren von Bittner, Chairman Maria Temkin, Vice Chairperson Kimberly Logan -Hynes, Member Elaine Franck, Member John Bolton, Member Chairman von Bittner welcomed the new Board Me was given a copy the Historic Preservation Ordina Standards for Rehabilitation. r. John Bolton. Mr. Bolton the Secretary of Interior's The Secretary called the Roll. Chairman von Bittner administered the Oath to all who would be giving testimony at the meeting. 1. APPROVAL OF MINUTES a. Historic Preservation Board Special Meeting, May 30, 1995 Member Franck moved to approve the Minutes. Member Temkin seconded the motion. The motion passed unanimously. b. Historic Preservation Board Regular Meeting, June 12, 1995 Member Logan -Hynes made the following corrections to the Minutes: (1) The Minutes reflected she had been present at the meeting, and she had not been. (3) Page 2, Item 3., line 10 - the word "lentils" should be corrected to read "lintels." Membe = - _ = moved to approve the Minutes as corrected. Member Franck secon • - • - _ - _ • n. The motion passed unanimously. 2. SELECTION OF HISTORIC PRESERVATION BOARD CHAIRMAN Member Logan -Hynes moved to reappoint Chairman von Bittner for another term as Chairman of the Historic Preservation Board. Member Temkin seconded the motion. Q • • • • The motion passed unanimously. Chairman von Bittner graciously accepted his reappointment. • • 3. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS Maintenance or repair: 29 NE 91 Street Owners: James Pruett and Stephen Schmid Mr. Pruett was present to speak before the Board. He passed around pictures and paint samples for the Board to review. Mr. Pruett stated he desired to paint the window trim a dark brown (Chocolate) color, the exterior walls of the home would be a gold tone (Mustard) color, the Terra Cotta color approved for the roof would be repeated on the columns, the awnings would be two tone (Terra Cotta and Chocolate) striped, and the precast concrete including grill and bricks would be painted Clay. The garage would also be painted Mustard. Chairman von Bittner advised Mr. Pruett that the Board usually required applicants to submit fabric samples for awnings. Mr. Pruett stated that he was not ready to do the awnings yet and was before the Board seeking approval for the body of the house only. He did state that the top awnings did exist and were aluminum. The bottom awnings which would be installed later would be canvas. Member Frank asked Mr. Pruett if the Board had previously approved Elastomeric for the roof. He stated they had. She asked if the same Terra Cotta roof paint would be used on the tile in the front door area. Mr. Pruett stated that later on he wanted to use Terra Cotta tile and not paint over the existing cement. Member Franck and Chairman von Bittner agreed that they had difficulty accepting the columns ofthe home painted such a strong color as Terra Cotta and 1 • • • • would prefer a lighter color. Mr. Pruett stated that his main concern was to get the roof completed and the house painted. He could hold off painting the columns. Chairman von Bittner determined the issues in this application needed to be separated and voted on individually as follows: a. Exterior walls Member Logan -Hynes moved to approve the Mustard color for the exterior walls. Vice Chairperson Temkin seconded the motion. The motion passed unanimously. b. Window trim Member Frank moved to approve the Chocolate color for the window trim. Member Logan -Hynes seconded the motion. The motion passed unanimously. c. Decorative precast concrete details The Board felt the Terra Cotta color Mr. Pruett had chosen for the decorative details was too bright and bold a color to use. Chairman von Bittner stated he liked the Clay color for the ledge and the center grill. He suggested Mr. Pruett refrain from painting the vents and let them remain natural. Member Franck stated she would approve the Clay color for the columns also. Member Franck moved to approve the Clay color for the masonry trim. Co -Chairperson Temkin seconded the motion. The motion passed unanimously. Chairman von Bittner stated this application was approved with the following conditions: a) exterior walls would be the Mustard color; b) window trim would be the Chocolate color; and c) the precast concrete, including grill and bricks in arches, excluding columns, would be the Clay color. 14 .,p a • • 4. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS Restoration Shoreland Company Model Home 10108 NE 1 Avenue Owner: Warren von Bittner Chairman von Bittner passed the gavel to Co -Chairperson Temkin so he could come before the Board as an applicant. Mr. von Bittner formerly filed a CE Form 8B to be included with the Minutes. He passed around a picture of the proposed screen door with turned wood spindles which were typical Mediterranean revival decorative features. Mr. von Bittner added that these spindles exactly matched the inside staircase s s. He stated he had Board approval to paint all the house trim a dark blue • nd laad't door had just been painted this color. Mr. von Bittner advised that he was considering painting the turned wood a brown color for accent. He stated the door • was at Architectural Antiques and he had not purchased it yet. Member Logan -Hynes moved to accept the new screen door. Member Franck seconded the motion. The motion passed unanimously. • 5. DADE HERITAGE TRUST SURVEY OF CUBAN TILE ROOFS IN MIAMI SHORES Chairman von Bittner stated Mr. Mitsuru Ariyasu who compiled the list of Cuban tile roofs in Miami Shores was a volunteer with Dade Heritage Trust (DHT). He advised the list was complete except for a few unknown addresses which he needed to go over with Mr. Lubien. Member Franck asked what were the criteria for historic Cuban tile. Chairman von Bittner replied that historic Cuban tile, as defined in the Ordinance, was either antique made in Sp orted to Cuba, and then imported to Miami; or, manufactured in Cuba prior to the embargo in the 1950's or 1960's. Co- r • Chairperson Temkin this ould now become an official document and felt a P ��ggwP.l�e.s certification from n W TIc would a • • opriate. �rot Chairman von Bittner advis-d hDH � had prepared fliers which announced to each home owner on the list that a drive-by survey had been conducted by a DHT volunteer who preliminarily determined that the home may have Cuban tile on its roof. He further stated that if a home was historically designated, the home owner must salvage the tile. It does not have to be reused, but it must be salvaged. If the home is not designated, the home owner must give the Board 15 days notice so that the Board can find someone to salvage the tile. In both cases, if the tile is on the roof, it may be reused. Mr. Bolton asked for clarification on this tile issue. Chairman von Bittner stated • that after Hurricane Andrew, the building codes were significantly toughened up. The only material that could be put on a roof was material which was product controlled approved. Historic Cuban tile, in some cases, is over 300 years old and is no longer being manufactured. Therefore it is not possible to have this tile tested in a factory and controlled. Home owners who had Cuban tile could not reuse this tile if they chose to reroof. They had to take it off and it was sent to the land fill and destroyed. As a result, the Historical Preservation Board managed to get Dade County to change the building code for roof tile. The code now states that any house that was originally built with this material may reuse the historic Cuban tile as it now has a product control exemption. For those who do not want to reuse the Cuban tile and are historically designated must show exceptional good cause as to why they do not want to reuse the • • • • tile. However, if not reused, it must be salvaged. If the home is nondesignated, the Board must be given 15 days notice to arrange for someone to salvage the tile. Chairman von Bittner agreed with Mr. Bolton that it would be appropriate to note on the list which homes on the list were designated and which were not. He stated this list needed to be given to Mr. Lubien as soon as possible so that it could be enforced. Member Franck moved to approve the survey as amended. Co -Chairperson Temkin seconded the motion. The motion passed unanimously 6. THEMATIC GROUP II PROPOSAL BY JENNIFER JOVE Chairman von Bittner stated he had questions for Ms. Jove as to why she had excluded certain homes. Co -Chairperson Temkin thought the bibliography was mostly from secondary sources and did not think this was appropriate for Tallahassee. The Board discussed how to notify Ms. Jove of their comments and/or recommendations on the proposal. Chairman von Bittner advised he would invite her to attend the next Board meeting. He also advised that when he was photographing the homes he was also taking pictures with another camera to be used for a slide presentation to the City Council. Mr. Bolton, again, asked for clarification. Chairman von Bittner told him that 25 or 26 homes in Miami Shores were presently on the National Register. These homes were built between 1924 and 1928 by the Shoreland Company. This company went • • bankrupt and another co 1, • - n took over until 1933 called the New Miami Shores ED. Company who built mes which were architecturally significant. The Thematic Group II proposal was a list compiled to nominate some of these homes to lk • • • • a. ••- • • the National Register. After review from the Board, this proposal would be sent to the City Council and, finally, to Tallahassee. 7.
