HISTORIC PRESERVATION BOARD
REGULAR MEETING
A regular meeting of the Miami Shores Village Historic Preservation Board was held
at Miami Shores Village Hall on Monday, April 24, 1995. The meeting was called to
order at 7:45 p.m. by Chairman von Bittner with the following members present:

Absent: Margarita R. Courtney
Chairman von Bittner stated that Margarita Courtney was excused from the meeting
to attend a conference featuring Helen Muir and Paul Kleinberg, the outcome of
which she would summarize at the next Board Meeting.
The Secretary called the Roll and administered the Oath to all who would be
testifying at the meeting.
1. MINUTES - FEBRUARY 27, 1995
Member Logan -Hynes moved to approve the Minutes of the February 27,
1995, meeting as submitted. Member Franck seconded the motion and it passed
unanimously.
2. PRESENTATION
Mr. Dan Arguelles asked to make a special presentation to the Board on his
new line of Artezano hand -made roofing tiles. Mr. Aguelles brought six samples of
tile to show the Board. He explained how the tiles were made and that it was his
desire to use this type of tile to replicate the look of hand made tile on contemporary
barrel tile roofs and to supplement Cuban tile on historic restorations where the
salvage ratio of Cuban tile was less than 100%. He stated that Artezano could be
mixed with other historic hand -made clay tiles and still maintain the original integrity
of the roof. He stated that Artezano was far superior to even the well-known
Alhambra tile, yet far less expensive. Mr. Arguelles spoke about some of the non-
designated homes in Miami Shores at which he anticipated using these tiles. After
several minutes of discussion, Chairman von Bittner asked Mr. Arguelles if he would
mind staying through the meeting as an applicant was coming before the Board on a
roofing issue and may be interested in hearing about his Artezano tile. Mr. Arguelles

3. APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS
Installation of Canvas Awnings

Owner: Lila Li
Ms. Li presented a request to install canvas awnings at her home. She gave
the Board pictures and swatches of what she wanted to do. She had chosen a solid
dark green bubble type awning for the front door and three additional windows. The
Board determined that this style was too contemporary. The awnings needed to
protect the home but also preserve its historical integrity. Ms. Li wanted to install a
square type awning over the arched windows as this would hide the arch of the
windows, it was determined that this would not be appropriate. Chairman von Bittner
suggested that she use a striped awning to maintain a traditional 1920's look. He
suggested she view Tony Wagner's home at 3rd Avenue and NE 96 Street. He had
installed traditional striped awnings which truly enhanced the character of the home.
It was suggested to Ms. Li that she consider using the same type of awning on her
windows.
The Board recommended that Ms. Li research and study the issue further and
withdraw her present application as it would likely be denied. Ms. Li accepted the
Board's recommendation and withdrew her application.
4. APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS
Restoration of Front Entryway Landing and Steps

Owner: Warren von Bittner
Chairman von Bittner passed the gavel to Vice -Chairperson Temkin so that he
might approach the Board -as an applicant. Mr. von Bittner was requesting to restore
the front entryway landing and steps at his home to conform with the landing and
steps depicted in a 1925 line drawing published in the Miami Herald by the
Shoreland Company on June 5, 1925 (copy of which drawing was attached to the
application). Mr. von Bittner wanted to add two square rectanglular pedestals on
each side of the front entryway and to change the tile on the steps to more closely
replicate the entryway shown on the 1925 line drawing. The pedestals would be
covered with stucco and painted white to match the color of the house. He stated
that this exact design had been implemented, and was still extant on a home on 98th
Street. Mr. von Bittner was asked if he had the original plans on the home, and he
stated that there were none known in existence. Member Logan -Hynes stated.
that she had a problem with the application because plans did not exist and,

in her opinion, a 1925 line drawing was merely a Shoreland Company
adverstisement and did not reflect the true intentions of the architects, Kiehnel &
Eliott. She also stated that, in her opinion, the application did not meet the
Secretary of Interior's guidelines based upon the evidence presented. Member
Frank suggested that a photograph of the existing front steps would assist the Board
in coming to a decision.
Accordingly, Mr. von Bittner withdrew his present application and agreed to
supplement the application at a later date with a photograph.
5. WORDING FOR HISTORIC LANDMARK BRASS PLAQUE

The Board determined the wording for this plaque had already been decided
at the last meeting and no further action was needed. Chairman von Bittner was
informed that because the house was not associated with a significant historical
• figure or family, the wording would be the standard language used on most of the
historic plaques in the Shores.

Chairman von Bittner was again informed that because the house was not
associated with a significant historical figure or family, the wording would be the
standard language used on most historic plaques in the Shores.
7. CONSIDERATION OF REVISED APPLICATION FOR CERTIFICATE OF
APPROPRIATENESS FORM
Chairman von Bittner present a revised Application for Certificate of
Appropriateness Form to the Board to review. He stated that this revision was quite
similar to the application that Metro Dade uses. Member Logan -Hynes wanted to
know if a statement could be added to the application to the effect that it was
incumbent upon individual home owners to supply the Board with as much
information as possible so that the Board would be in a better position to make
decisions. Member Franck suggested wording such as, "A Friendly Reminder - the
more information you can bring to the Board, the more of an informed decision the

Board can make for you." The Board also agreed that the wording should include
something about applicants bringing pictures and material samples for viewing.
Member Franck made a motion to approve the revised Application for
Certificate of Appropriateness Form on the condition that the above new wording be
inserted. Member Logan -Hynes seconded the motion and it passed unanimously.
8. AMENDMENT TO NATIONAL REGISTER THEMATIC GROUP I
PROPOSAL - CONSIDERATION OF POTENTIAL PROPERTIES
Chairman von Bittner stated that he and Member Logan -Hynes had taken a
drive through Miami Shores Village to photograph potential candidates. The
photographs had been compiled in a book for the Board Members to review. The
homes were selected from the Dade County Historic Survey forms based upon date..
The following list represents the homes by street address the Board reviewed and
voted upon. "YES" means the home would be considered for inclusion in the
Amended Proposal; "NO" means it would not be considered. The criteria was
whether the house had too many inappropriate changes to its exterior.

9. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
Pressure Clean and Paint -Cement Barrel Roof Tile; Replace Flat
Roof

Owners: James Pruett and Stephen Schmid
Mr. Schmid presented an application to pressure clean and paint the roof a
terra cotta color in order to stop the leaking in several places as well as make the
roof a period home. When he and Mr. Pruett had purchased the home, they
believed the roof was new: Mr. Pruett stated that they wanted to use an Elastomeric
treatment to coat the roof. Mr. Arguelles, who was still present, volunteered that this
type of treatment -did not allow the roof underlayments to breathe and gave a brief
discussion on the pros and cons of Elastomeric paint. He suggested that Mr. Pruett
and Mr. Schmid have their roof inspected to determine if the leaks were related to

hurricane damage caused by Hurricane Andrew. Since the roof was replaced in
1991 before the hurricane, hurricane damage was a possibility. After discussion,
Chairman von Bittner recommended that the Board approve this application and
strongly suggested that the roof be inspected for damage prior to any painting.
He also suggested that the Elastomeric treatment be done in a terra cotta color
unlike the dark red color used by Corey Gittner on his home, which was not as
desirable.

Member Franck moved to approve the Application for Certificate of
Appropriateness to paint the roof with a terra cota color Elastomeric paint. Member
Logan -Hynes seconded the motion and it passed unanimously.
10. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
Enclose Front Porch with Awning Type Windows

Owners: James Pruett and Steven Schmid
Chairman von Bittner stated that he opposed closing in the front porch of the
home as it would radically alter the appearance of the front facade of the house. Mr.
Pruett and Mr. Schmid withdrew their application for the time being for further
consideration.
11. ANNOUNCEMENTS

Co -Designation Proiect - Chairman von Bittner stated that Mr. Aguelles had
taken the historic trolley tour through Miami Shores during the "Taste of the Shores"
event and had decided that he would like to donate one of the co -designation street
signs. Mr. Aguelles presented the Board with a cashier's check for $200.00 for the
NE 96 Street and Second Avenue intersection "Shoreland Boulevard" sign.
Chairman von Bittner made a motion to co -designate NE Second Avenue to
its historic name, i.e., "West Dixie Highway," so that the intersection could be
accomplished at the same time and possibly save money by having Metro Dade
Public Works only come out one time to erect the signs. Member Franck seconded
the motion and it passed unanimously.
