02-27-1995 Regular Meeting• HISTORIC PRESERVATION BOARD REGULAR MEETING A regular meeting of the Miami Shores Village Historic Preservation Board was held at Miami Shores Village Hall on Monday, February 27, 1995. The meeting was called to order at 7:30 p.m. by Vice Chairperson Temkin, with the following members present: Maria T. Temkin, Vice Chairperson Margarita Courtney Elaine Franck Kimberly Logan -Hynes Ms. 1. Absent: Warren von Bittner, Chairman Temkin moved to add item 2A, 2B and 4A to the Agenda. MINUTES - JANUARY 23, 1995 Ms. Logan -Hynes moved to approve the Minutes of the January 23, 1995 meeting as submitted. Ms. Courtney seconded the motion and it passed unanimously. 2. REOUEST FOR HISTORIC LANDMARK DESIGNATION 21 N.W. 101st Street Owner: Charles Smith • Mr. Smith of 918 N.E. 92 Street was present to relate the historic and architectural significance of the property in question. He provided information regarding its builder and previous owners. Mr. Smith indicated that the structure was still near its original condition. A report on the history of the site was also presented, prepared by Vice Chairperson Temkin. Board members discussed the applicable criteria for determining the structure's Historic Landmark Designation. • Member Franck Council, which taken and the Courtney, aye; a vote of 3 to moved to recommend designation to the Village was seconded by Member Logan -Hynes. Roll call was board members voted as follows: Franck, aye; Temkin, nay; and Hynes, aye. The motion passed by 1. 2A. APPLICATION FOR ADVISORY CERTIFICATE OF APPROPR ATENESS Exterior Painting 21 N.W. 101st Street Owner: Charles Smith Mr. Smith of 918 N.E. 92 Street presented a request to paint the exterior of the property in question in a four color scheme. One color would be applied to the structure's slab, one to the walls, one to the roof, and one to windows. After some discussion, Member Franck suggested that the four color scheme might be overpowering because of the home's simple design. The other board members agreed. APPLICATION FOR ADVISORY CERTIFICATE OF APPROPRIATENESS Addition of Shutters 21 N.W. 101st Street Owner: Charles Smith Mr. Smith of 918 N.E. 92 Street presented a request to add wood shutters to some of the windows at the property in question. Board members discussed the issue and asked Mr. Smith to defer this request, pending actual samples of the shutters proposed. Mr. Smith agreed to defer his request for the Advisory Certificate of Appropriateness. 3. APPLICATION FOR CERTIFICATE OF APPROPRIATENESS Alteration - Paint gory grey cement roof tile white 374 N.E. 95th Street Owners: Andrew and Toya Dubin Ms. Dubin of 374 N.E. 95 Street was present to make the request to paint the roof of the property in question. Ms. Dubin related to board members what had transpired regarding the painting of her roof. She had obtained a Historic Landmark Designation of her property and was now ready to have her roof painted white, its original color. The cement tile roof she had put on the structure was grey in color. Member Logan -Hynes moved to approve the Certificate of Appropriateness, which was seconded by Member Courtney, and the motion passed unanimously. 4. ,APPLICATION FOR CERTIFICATE OF APPROPRIATENESS Alteration - Enclose front porch with awning type windows 29 N.E. 91st Street Owners: James Pruett and Steven C. Schmidt Contractor: Bill Miranda, Supreme Aluminum Products This item was deferred since the property's owners were not present at the meeting. 4A. INFORMATIO ON THE IMPACT OF HISTORIC LANDMARK DES GNATION TO A PROPERTY Request from Sandy Winters 229 N.E. 101st Street Sandy Winters of 229 N.E. 101 Street asked the board members about the impact of historic landmark designation to a property. Ms. Winters is considering purchasing a home which is historically HISTORIC PRESERVATION BOARD REGULAR MEETING February 27, 1995 • • • r • Page 3 designated, but before she seriously considers the purchase wanted to find out what types of alterations to the property would be acceptable. Board members answered her questions, indicating that the board works closely with owners of historic properties in order to try and make reasonable suggestions regarding changes to a property while considering its original condition. 5. WORDING FOR HISTORIC LANDMARK BRASS PLAOUE 374 N.E. 95th Street Owners: Andrew and Toya Dubin Board members consulted with Toya Dubin, the owner of the property in question, regarding the wording of the brass plaque to be ordered for her house. Board members and the owner agreed that the wording for the Historic Landmark Brass Plaque for the property should be the standard language and format that has been used for previous plaques. 6. UPDATE ON THE MIAMI SHORES NEIGHBORHOOD SYMPOSIUM Vice Chairperson Temkin announced that all the panelists for the symposium had been selected and confirmed. The symposium was scheduled to take place on March 14. Member Franck had submitted and article for the Chamber of Commerce Newsletter regarding the symposium and would also send a brochure announcing the symposium to everyone on her mailing list. 7. ,AMENDMENT TO NATIONAL REGISTER THEMATIC GROUP I PROPOSAL - CONSIDERATION OF POTENTIAL PROPERTIES Member Logan -Hynes reported that she and Chairman Bittner had done a site survey of properties with the potential of being included in an amendment to the existing Miami Shores Thematic National Register Nomination. A list of these properties will be submitted to the board at a future meeting. 8. ANNOUNCEMENTS/COMMENTS Vice Chairperson Temkin announced that some old magazines relating to home and design had been donated to the board for their use to be kept with the other historic materials in the trunk. 9.
