A regular meeting of the Miami shares village 1 age Historic Preservation
Board was held at Miami Shores Village Rall on Monday, January 23,
1995. The meeting was called to order at 7:30 p.m. by C_'h a i rman
Bittner, with the following members present:

Ms. Franck moved to add item 4A to the Aaenc1a
1. MINUTES - DECEMBER 23. 1994
Ms. Temkin moved to approve the Ni nni-AR of the December 23, 1994
meeting as submitted. Ms. Franck seconded the motion and it passed
unanimously.
2. REOUEST FOR HISTORIC LANDMARK DriSiGN TION

Mr. & Mrs. Dubin :indicated the reason for requesting ng Historic
Designation was to altimately obtain 'a variance from the Planning
ng
& Zoning Board to paint the grey barrel tile on their roof with
white paint. Chairman von Bittner cautioned the Dnh i n s that even
if the Board were to historically designate the property, there was
no guarantee that the Board would grant an application for
certificate of appropriateness to paint their roof tile. Member
Logan -Hynes presented the designation report of the Board, based
upon her research into the property. Chairman von Bittner pointed
out that under sec. 1111-3 of the Village Code the property did meet
designation criteria (3) [architectural sign+ i f i cane ] , which was
sufficient to support designation. Member Logan -Hynes moved to
recommend designation to the Vivi i age Conch, which was seconded by
Member Franck, and the motion panned rmonimnusly. Member Logan -
Hynes volunteer to present the Board's recommendation to the
Council at thP-ir next available meeting.

Mr. Pruett i nd catmd his wish to enclomol the front porch with
aluminum awning type windows for the purpose of adding additional
living space to the home and for added security. Chairman von

casements, with large window lites, on the inside to bring the
house back to its original 1925 appearance, and Mr. Pruett
indicated that they had rejected wood casements bPr► n e of their
cost. The original architectural plans were palled from the
Village Files and reviewed by the Board. The plans indicated that
the front porch arches and openings had not been built to blue
print specif u Lions . The Board requested, at a minimum, to see a
sample of the matp-rial proposed to be used, prier to any further
consideration of the item, which Mr. Pruett agreed to 1.11.411y. Mr.

Chairman von Bittner showed the proof for the brass plaque to the
Board showing the standard language for all Miami Shores Village
Historic T,andmark plaques chairman von Bittner suggested that,
because of the significant fi c -ant family associated with this property
that thiS association be reflected in the wording on the plaque.
Ms. Logan Hynes suggested adding "J.N. Tnmmns, Jr. House" as a
fourth text line. The owner of the property, Dr. O'Grady, was
asked for his opinion and he concurred with the recommendation.

Vice Chairperson Temkin seconded the motion and it passed
unanimously.

Mr. Smith advised the Board that he had just closed on the sale of
this property today, that it required re -roofing, and that he was
very 'interested in historic designation. Mr. Smith showed
photographs of a ane -story wood frame structure and discussed
various alternative for roofing materials. Mr. Smith explained
that the present roof was asphalt shingles, but that he wanted to
restore it to cedar sh+ngies . Nr. SwFth showed the Board the
original tax inspector's card fridi nat-i rig a ood chi ngl p roof. The
Board agreed with Mr. Smith that a tile roof, presently l y requ red
under the Village Code, would he inappropriate for a wood frame
• structure such as this, both structurally . and histnri ca l l y . Ms.

for re -roofing with C'Adar shingles, Ms. Logan -Hynes seconded the
motion and it passed TTnanimnusly. Vice Chairperson Temkin
volunteered to investigate and prepare the designation report on
the property for the Board's next mAPting.

Chairman von Bittner announced that Ms. Courtney had advised him
that Mayor Heffernan, Drew I'acIntosh, and Tam Chai11e had all
agreed to', serve on e - r speak- rs, and - the'• totai ! n nnber
of speakers now totaled six (6). Chairman von Bittner indicated
that he would send a letter to each panel member to confirm their
participation in the Symposium.
6. AMENDMENT TO NATIONAL REGISTER SIC GROUP I PROPOSAL

Ms. Logan -Hynes, Ms. Franck and Chairman von Bittner indicated

before the next meeting.

Chairman von attt er reported that he had been in contact with Dade
County and that the cost to fabricate and install co -designation
signs was still $200 per sign. Vice -chairperson 'P,nki n suggested
that the Vi 1 l age Council appropriate the fids for the co -
designation 96th Street to Shoreland Boulevard as reflected in
Village Council Resp station 830-88. Mail -wan von Bittner showed the
Board a Shoreland Company Pramot i nrra1 Map ciatPd March 1925 showing
N.E. 2nd Avenue as West Dixie Highway.

Chairman von Bittner advised the Board that, si'e the last
meeting, he had: (a) responded to three (3) intlairi PR concerning
historic designation. in Miami .Shores; (b) replied to the Metro—Dade
Historic Preservation Division's request for a iisting of all
designated des in Miami Shares; (c) completed and returned
a Student Intern Evaluation for Barry University Student, JPnnifer
Jove; and (d) sent thank you letters to the owners of the
properties who opened their homes for the December 9.4 Historic
Walking Tour.
