11-07-1994 Regular MeetingHISTORIC PRESERVATION BOARD 7779111 REGULAR MEETING The regular meeting of the Miami Shores Village Historic Preservation Board was held at Miami Shores Village Hall on Monday, November 7, 1994. The meeting was called to order at 7:37 P.M. by Chairman von Bittner, with the following members present: Warren von Bittner, Chairman Kimberly Logan -Hynes Maria T. Temkin, Vice Chairperson Elaine W. Franck Margarita Courtney Also Present: Frank LuBien, Director Building & Zoning Ms. Temkin moved to add Item 8 to the agenda: Application for Certificate of Appropriateness Painting of exterior trim 10108 NE 1 Avenue Warren von Bittner Ms. Franck seconded the motion and It passed unanimously. 1. Minutes - October 17, 1994 Ms. Logan -Hynes moved to approve the Minutes of the October 17, 1994 meeting as submitted. Ms. Temkin seconded the motion and It passed unanimously. • 2. Application for Certificate of Appropriateness Re -roofing of Shoreland Co. Pumphouse Miami Shores Community Church 9823 NE 4 Avenue This item was referred by the Building & Zoning Board. Mr. Richard Karrer spoke on behalf of the Community Church. Mr. Karrer brought a photo of the Community Church which was taken approximately 1943-1944 showing asphalt shingles on the addition to the pumphouse. The Initial application was to replace the asphalt shingles. Chairman von Bittner requested Mr. LuBlen to obtain the pro- perty file on the Community Church. When Mr. LuBlen returned to the meeting, he presented the property file which contained permits dating to 1989. Mr. LuBlen stated that the filing system prior to his employ- ment with the Village, Is still In disaray and he was not able to find any file pertaining to the Community Church prior to 1989 at this time. Mr. Glico, the roofing contractor presented a handmade clay tile (Alhambra TM) to the Board that the Community Church would place on the roof but would like to paint white in order to look like the rest of the church roof. Historic Preserva lir meeting i - 2 - Nover 1 1 , 1994 Chairman von Bittner suggested to leave the natural color of the tile and not paint It white, especially since the historic photograph clearly showed that the tile was not painted In the 40's. Ms. Courtney agreed with Chairman von Bittner and added that the pumphouse roof dosen't have to match the existing roof In color. Perhaps as the remaining roofing surfaces require re- roofing, those tiles also will not be painted. Rev. Kvetko stated that If they were to have the Alhambra clay the Installed, he felt that it should be painted white to match the other roofing surfaces. Rev. Kvetko was also concerned that the roof structure could not support anything but asphalt shingles. Chairman von Bittner suggested the Church request an engineer to evaluate the structure and submit a report stating whether the structure can support the weight of the tile. The report submitted Indicated the engineer never personally visited the site. Rev. Kvetko amended the application to request Alhambra to be painted white. After further discussion, Ms. Logan -Hynes moved to deny the application for Certificate of Appropriateness to re -roof the • pumphouse with Alhambra tile painted white. Ms. Franck seconded the motion and the vote was unanimous. • Mr. Karrer revised the application for the Certificate of Appropriateness to delete the painting of the tiles. Ms. Logan -Hynes moved to approve the Certificate of Appropri- ateness to re -roof the pumphouse with Alhambra clay tile, to be morter set to the deck. Ms. Franck seconded the motion and it passed unanimously. 3. Update on the Miami Shores Neighborhood Symposium Selection of Panel The Board members reported that they have been making contact with various candidates to be on the panel, but, only one has made a commitment as of to -date. Ms. Franck and Ms. Tempkln reported that they attended the Coconut Grove Symposium and found it very Interesting and informative. 4. Amendment to National Register Thematic Group I Proposal Consideration of Potential Properties. Chairman von Bittner stated that he did not have sufficient time to prepare for this Item. .AFIIstoric Preservat 1110 meet Ing - 3 - Nober 1 1 , 1994 Ms. Tempkln moved to table this Item until the next meeting. 41, Ms. Franck seconded the motion and it passed unanimously. 5. Status Report - Ordinance Amending S. FI Building Code to allow for salvage and Reapplication of Historic Cuban Tile. Chairman von Bittner reported that the Item is on this month's agenda for the Dade County Building Code Committee. 6. Next Meeting The next meeting will be scheduled In December as the need arises. 7. Announcements/Comments Chairman von Bittner requested the members of the Board to attend the next Council meeting to be held on December 6, 1994, at which time the Ardura plaque will be presented. Chairman von Bittner suggested that the up -dated list of historically designated homes be given to Mr. William Nelson In order for him to be aquainted with the residences. Chairman von Bittner stated that he would invite Mr. Nelson to next Historic Preservation meeting. Chairman von Bittner passed the gavel to Ms. Tempkln. Chairman von Bittner submitted form 8B to be attached to the Minutes. 8. Certificate of Appropriateness Painting of Exterior Trim Warren von Bittner 10108 NE 1 Avenue Mr. von Bittner presented a screen window frame showing the colors that the windows had been painted in the past. It seemed that the first and original color applied by the builders (The Shoreland Company) was a very dark blue that he would like to apply to the rest of the windows of his home In order to be in keeping with a strict restoration. Ms. Logan -Hynes moved to approve the application for a Certificate of Appropriateness as submitted. Ms. Franck seconded the motion and it passed unanimously.
