11-15-1993 Regular Meetingd 4IFTORIC PRESERVATION BOARD REGULAR MEETING NOVEMBER 15, 1993 The regular meeting of the Miami Shores Village Historic Preservation Board was held at the Miami Shores Village Hall on Monday November 15, 1993. The meeting was called to order at 7:35 P.M. by Chairman von Bittner, with the following members present: Warren von Bittner, Chairman Elaine W. Franck Kimberly Logan -Hynes Margarita Courtney Marla T. Temkin, Vice Chairperson Chairman von Bittner stated that before the meeting began he wanted to read the following to the members of the Board In order to further clarify their responsibilities as Board members and the Jurisdiction of the Board: Sec. 11 1/2-4 Historic preservation board generally. * s (d) Jurisdiction. The board's Jurisdiction shall be limited to Miami Shores, Florida. The board shall be concerned with those elements of change, rehabilitation and/or preservation that affect the quality of the village. No individuals or organizations shall designate or cause to designate structures of sites within Miami Shores Village without pertinent data being submitted to and approved by the historic preservation board and the village council. The board shall not consider detailed design, interior arrangements or building features not subject to public view, nor shall they make any requirements except for the purpose of preventing development or demolition obviously Incongruous to the surroundings. The board shall, on behalf of the village, and with the approval of the council, be responsible for the receipt and custody of donations of property and artifacts. Chairman Bittner passed out a copy of Chapter 11 1/2 of the Code to all Board members for their future reference. 1. Minutes October 18, 1993 Ms. Franck moved to approve the Minutes of October 18, 1993 with the following corrections; the proper spelling of Ms. Maria T. Temkin and Ms. Kimberly Logan -Hynes. Ms. Logan - Hynes seconded the motion and it passed unanimously. • • • , Historic Preservation - 2 - November 15, 1993 2. Selection of Orman Ms. Courtney moved to nominate Mr. Warren von Bittner as Chairman of the Historic Preservation Board. Ms. Franck seconded the motion and the motion passed with a vote of 4 In favor of the nomination with Mr. von Bittner abstaining. Chairman Bittner thanked the Board for his re-election. 3. Advisory Opinion of Appropriateness - Proposed Chandeliers at Village Hall Main Entryway. Mr. Michael R. Couzzo, Jr., Village Manager, asked the Board to render an opinion on the installation of chandeliers In the exterior main entryway at Village Hall. Mr. Couzzo presented pictures of chandeliers and asked If the Board could render a decision prior to the holidays. After further discussion, Chairman Bittner suggested the Board look at the area the Village Manager was discussing. In addition, Vice - Chairperson Temkin will consult with former member and architect, Allan Respondek, and report to the Board at Its next meeting. Thereafter, Mr. von Bittner will contact Mr. Couzzo with the Boards' decision. 4. Application for Certificate of Appropriateness 5' Masonary wall In side yard; trellis; gate. Ms. Sarah Keene Meltzoff 152 NE 93 Street Ms. Meltzoff stated that the purpose for the 5' wall was to keep her dog confined to her yard. She also explained that she would like to have some privacy in her side yard. After much discussion, Ms. Franck made a motion to have the Board postpone its decision until after Ms. Meltzoff submits a revised plan to Mr. LuBien to see if the plan is permitted by the Zoning Ordinance of Miami Shores Village. The proposed revised plan would set the 5' wall back to the front of the porte cochere and would place the proposed trellis at the back end of the porte cochere. Ms. Meltzoff waived the 10 day rule In the Historic Preservation Ordinance for the Board to rule on her application. The Board will take up this Item again at Its next meeting. Ms. Courtney seconded the motion and it passed unanimously. 5. Advisory Opinion of Appropriateness - Proposed Painting and color of barrel roof tile. Mr. Cory Gittner 551 NE 102 Street Mr. Gittner explained to the Board that the treatment that he wants to apply to his roof Is to seal the roof from leaks and he has chosen the brick color because he feels that It Is the most appropriate color for his home. After much discussion, the Board requested that Mr. Gittner submit a sample of roof tile with the treatment that he is requesting. Address/Discussion Dr. Jesus Mendez Barry Unlverslty Professor Mendez stated that he Is a Professor of History at Barry Unlverslty and also affiliated with Dade Heritage Trust. His purpose for attending the meeting was to ask the Board If the would be Interested In having a student of History do an internship with the Historic Preservation Board starting In January 1994 and also to Inform the Board that Dade Heritage Trust would be glad to help them In any way possible. Professor Mendez stated the student would be able to do research, newsletters etc., whatever "wish list" that the Board would like to have done that they did not have time for. After much dlscusslon, Ms. Franck made a motion to pursue the proposal of an Internship of a student from Barry Unlverslty with the permission of the Village Manager. Ms. Courtney seconded the motion and it passed unanimously. After further dlscusslon, Ms. Logan -Hynes moved to accept any help Dade Heritage Trust was willing to give specifically with a town meeting regarding Historic Preservation In Miami Shores. Ms. Franck seconded the motion and It passed unanimously. Recess Recess was called at 9:25 P.M. so the Board could go outside and look at the area the Village Manager suggested to install the chandeliers. Meeting reconvened at 9:35 P.M. Items 7, 8 and 9 After a dlscusslon, the Board agreed to table Items 7, 8 and 9 of the agenda until the next meeting. 10. Status Report -Village Council Implementation of recent Constitutional Amendment re: Tax Credits. Chairman Bittner stated that a tax exemption on historically designated homes would be an Incentive for the home owner to apply for local designation. He went on to ask the Board's approval to submit a memo containing a proposed ordinance to the Village Manager requesting him to place an Item on the next Council agenda regarding local Implementation of Ad Valorem Tax Exemptions for renovation of Historic Properties. After review of the memo and the proposed ordinance, Ms. Franck moved to submit Chairman Bittner's memo regarding an Ordinance implementing Constitutional Amendment allowing Ad Valorem Tax Exemptions for Renovation of Historic Properties to the Village • • • • • Historic Preservation - 4 - November 15, 1993 Manager to be placed on the next agenda for the Village Council. Ms. Courtney seconded the motion and it passed unanimously. 11. Announcements/Comments After a discussion, Ms. Franck moved to hold a regular meeting on Monday November 29, 1993 of the Historic Preservation Board and cancel the meeting scheduled In December 1993. Ms. Courtney seconded the motion and It passed unanimously. Ms. Temkin announced the annual Historic Preservation walking tour is to take place on December 18, 1993 and all were Invited. Ms. Temkin also announced that Miami Shores Elementary School was to celebrate their 65th year and that she was taking on the task of writing the nomination proposal to have the school building placed on the National Register.
