10-18-1993 Regular MeetingHMORDRIC PRESERVATION BOARD REGULAR MEETING OCTOBER 18, 1993 The regular meeting of the Miami Shores Village Historic Preservation Board was held at the Miami Shores Village Hall on Monday October 18, 1993. The meeting was called to order at 7:36 P.M. by Chairman von Bittner, with the following members present: Warren von Bittner, Chairman Elaine W. Franck Kimberly Logan -Hynes Absent: Margarita Courtney Marla T. Temkin, Vice Chairperson 1. Chairman von Bittner extended a welcome to Ms. Kimberly Logan -Hynes as a new Board member. Ms. Logan -Hynes thanked Mr. von Bittner and expressed thanks for being appointed to the Board. 2. Minutes - May 17, 1993 Ms. Franck moved to approve the Minutes of May 17, 1993.with the following corrections: Page 1 - the correct spelling of Elaine W. Franck; Page 1 item 2 - corrected spelling of "Certificate". Page 2, item 3 - second paragraph Is to read "After further review, Ms. Franck made a motion to give the 410 owner of the Shores Theatre Building notification that the Board will consider at the next meeting, recommending to the Village Council the nomination of the Shores Theatre Building for historic designation because of the architectural, historical and contextual significance of the structure. Ms. Logan -Hynes seconded the motion and It passed unanimously. • 3. Approval of letter of appreciation to former member Allan John Respondek. Mr. von Bittner read the proposed letter to the Board. Ms. Logan -Hynes moved to approve the letter and have it mailed to Mr. Respondek. Ms. Franck seconded the motion and it passed unanimously. (A copy of the letter Is attached to these Minutes and Incorperated herein). 4. Selection of Chairman Chairman, von Bittner suggested that the selection of a new Chairman be tabled until a full Board was present. 5. Discussion - Recent Village Council Resolution Re: Jurisdiction of the Board Chairman von Bittner explained the duties and responsibilities of the Historic Preservation Board under the Historic Pre- servation Ordinance and that the Board's Jurisdiction Is strictly limited to recommending historic sites and to approve Historic Preservan - 2 - October., 1993 Certificates of Appropriateness. Further activities should be approved by the Village Council. 6. Approve form notice to property owners that the Board will consider recommendation of historic designation to Village Council. Upon recommendations of Chairman von Bittner the item was deferred to the next meeting on November 15. 7. Discussion - Contacting new owners of designated property Chairman von Bittner began the discussion by stating that many designated and non -designated National Register homes in Miami Shores were sold over the summer and that the Board should contact the new owners and Inform them of the requirements of the Historic Preservation Ordinance If designated and the advantages of local designation If not designated. Ms. Franck volunteered to keep track of the homes being sold and to put together an information packet to send to the new owners. 8. Status report - Village Council Implementation of recent constitutional amendment, Re: Tax Credits. Chairman von Bittner stated that Acting Village Manager Benton explained to him that the Historic Preservation Board should write a letter to the Village Manager requesting that the Issue of Implimentation of an ordinance to allow tax credits for historic renovation be put on the Village Council's agenda. 9. Announcements/Comments Chairman von Bittner stated that Ms. Temkin Informed him that a professor at Barry University, who teaches Florida History, asked for protects for his class to do In Historic Preservation. Chairman von Bittner suggested that the Board put together a "wish list" of things the students could do to facilitate the many protects the Board would like to do and have it ready for next meeting. Ms. Logan -Hynes suggested that the Board look Into the cost of membership In the various organizations throughout the country such as The National Alliance of Preservation Councils, The National Trust, The Florida Trust and Dade Heritage Trust In order for the Board to get access to preservation resources and _information which could help and assist the Board In furthering the historic preservation effort In the Village. Ms. Logan -Hynes will report her findings to the Board at the next meeting. A motion for adjournment was made at 8: M. Veronica A. Galli, Secretary ren von Bittner, Chairman
