05-17-1993 Regular Meeting• •411 HISTORIC PRESERVATION BOARD REGULAR 1ETING MAY 17, 1993 The regular meeting of the Miami Shores Village Historic Preservation Board was held at the Miami Shores Village Hall on Monday May 17, 1993. The meeting was called to order at 7:40 P.M. by Chairman von Bittner, with the following members present: Warren von Bittner, Chairman Marla T. Temp, ,;Ice Chairperson EIa Franck Allan John Respondek Absent: Margarita Courtney 1. Minutes - April 19, 1993 Ms. Tempkln requested that the Minutes of April 19, 1993 be amended by adding the follow to Page 4, Item 9: The decision of the Board was to request the fee of $35 from the Village of Miami Shores for Its participation In The Taste of The Shores event in order to solicit persons who may be Interested In historic designation for their properties. Ms. Franck moved to approve the Minutes as amended. Mr. Respondek seconded the motion and it passed unanimously. Mr. von Bittner gave the gavel to Ms. Temkin so that he could apply for his Certificate of Appropriateness. (Note: Conflict of Interest Form 8B was previously filed with the clerk and is attached to these minutes as required by law). 2. Certificg of Appropriateness - Addition of Windows to Down airs modified porte cochere Warren von Bittner 10108 NE 1 Ave Mr. von Bittner explained that he would like to add a door and a window to the north elevation of the porte cochere located at the rear of the house, which was modified In 1946 to be the existing kitchen by filling In the walls. The north elevation Is present- ly a blank wall. The added window would be a wood casement, con- sistent with the rest of the house. The added door would also be a wood casement with 6 or 8 Iites and would also be consistent with the rest of the house. Ms. Franck moved to approve the application as submitted. Mr. Respondek seconded the motion and it passed unanimously. Mr. von Bittner did not vote. 411 Ms. Tempkln passed the gavel back to Mr. von Bittner for the next Item. • Historic Preservation meeting • - 2 - May 17, 1993 3. Request for deslgnatlon by Patricia Guarnaccla Shores Theatre Building 9800 NE 2 Avenue Mr. von Bittner began the discussion by Informing the Board that he had a previous conversation with Ms. Guarnaccia and informed her that she was unable to request deslgnatlon of the property because she was not the owner and that in order for the request to be properly submitted, the owner of the property should request the deslgnatlon on the appropriate form available at the Building & Zoning Department. However, Mr. von Bittner noted that the Board could, consistant with the controlling Ordinance, make a recommendation on Its own to the Village Council. After further review, Ms. Franck made a motion to give the owner of the Shores Theatre Building notification that the Board will consider at the next meeting, recommending to the Village Council the nomination hof the Shores Theatre Building for historic designation because of the architectural, historical and contextual significance of the structure. Mr. Respondek seconded the motion and It passed unanimously. 4. Discussion Re: Updating Miami Shores Historic Preservation question and answer sheet Mr. von Bittner presented a revised question and answer sheet to the Board based upon the existing, but outdated, question and answer sheet prepared In the 1980's. After a discussion, Ms. Franck made a motion to adopt the new question and answer sheet and to have it distributed through the Building & Zoning Department along with the referenced sample forms to all individuals who apply for deslgnatlon of an historic site. Ms. Tempkln seconded the motion and It passed unanimously. 5. Approval of letter to Interested applicants for Historical Preservation Mr. von Bittner presented a sample letter to be mailed to the 4 Individuals that expressed Interest In having their properties designated as historic while visiting the booth at the Taste of The Shores. After reviewing the letter, Ms. Franck moved to adopt the letter and have it sent to each Interested individual. Mr. Respondek seconded the motion and It passed unanimously. • • Historic PreservOlon meeting - 3 - M 17, 1993 6. Discussion - Recommendation to VIIIage Council to Implement recent constitutional amendment regarding tax exemptions for historic preservation. Mr. von Bittner began the discussion by advising the Board that Dade County and the City of Coral Gables had recently enacted ordinances Implementing the recent constitutional amendment permitting local governments to grant certain ad valorem tax exemptions for specified historic preservation. Mr. von Bittner presented the Board with a copy of a draft of the ordinance that has been adopted by Coral Gables. Mrs. Tempkin made a motion to present the draft ordinance, with the Board's recommendation for adoption of a similar ordinance for Miami Shores, to the VIIIage Council.
