HISTORIC PRESERVATION BOARD REGULAR MEETING.
February 10, 1992
The regular meeting of the Miami Shores Village Historic Preservation
Board was held at.the Miami Shores Village..Hall on Monday, February 2, 1992.
The meeting was called to order at 7435 P.M. by Chairman, At, Gaggstatter
with the following members present:

1. WELCOME NEW BOARD MEMBER
Mr, Gaggatatter introduced. and welcomed Allan. John Respondek, the newest
Member of. the Historic Preservation Board and wished him well.
2. MINUTES - DECEMBER 16, 1991
The minutes of the meeting of December 16, 1991 were approved by a
motion made by Mrs, Temkin, seconded by Mr. von Bittner, and passed by a
unanimous vote.
3. DISCUSSION LEGISLATIVE BILL FOR TAX BREAK
Mr. von Bittner presented.to each Member and to the Secretary a copy of
the write up in Miami Today and.a copy of the. Legislative Bullentin outlining
a bill before the Legiblature to allow.. for a tax break on property taxes for
Historically•Designated properties engaged in rehabilitation, Before county
officials could grant the exemption, it must be approved.by a.statewide
constitutional amendment, and a local referendum.
Mr. von Bittner made a motion that the Historic Preservation Board
recommend to Council that'a letter be written indicating their approval of
House Bill. 511 and Senate Bill 776. The motion was seconded by Mrs. Temkin,
and passed unanimously.
4. CERTIFICATE OF APPROPRIATENESS
WARREN von BITTNER, 10108 N. E. 1st AVE.
All the information regarding this .request for installation of a
National Register Plaque were passed out to Members by Mr, von Bittner, .
Mr. von Bittner stated the plaque will measure 15" X.10" and be placed.just
underneath the house numbers on. the left -facing the house, The wording for
the plaque was approved through...a letter from Tillie TAT. Taylor, Historic Sites
Specialist in Tallahassee.
Mrs, Temkin made a motion to approve the request, seconded by Mrs. Courtney
and carried by a vote of 4/1, Mr, von Bittner abstained. from the vote,

5. ANNOUNCEMENTS AND/OR COMMENTS
Mr. Gaggstatter spoke on the phone with Mr. Lange concerning his house
designated for the National Register. Papers were given to Mr. -von Bittner
by Mrs. Temkin to pass along to Mr, Lange.

Maria Temkin reported the next grant will be educational, The request,
forms, and application must be received by July 1. The review and award will
be held in November. Members reviewed a booklet as suggestion for the Grant.
This booklet was well received. It contained some general bistoric information,
photos,. etc. Julie Obermeyer had. begun sone of the work•(before leaving the
Board), but there is no idea of printing costs. There might be approximately
25 sites to show and an architect might help..
There was discussion opened by. Mrs. Temkin concerning participation in
Dade Heritage Days.. A decision must be made today to participate. The days
assigned is May 2 or Nay 10. Members agreed May 2 is a better day.
Mrs. Temkin suggested a walking tour might be conducted by Paul George and
refreshments might be served later at a school, library, or the theater. She
indicated the Shores Heritage Council has $200.00 left in the budget which
could be used. Members will make some phone calls regarding this project.
Mr. Bob Blum, 275 N, E. 92nd St,Chairman of the Mayor's Task Force, and
his wife,•Chairman of the Mayor's•Ball, Mr. Blum was present at the meeting
and made a suggestion concerning printing costs for the booklet. He offered
his home for use on the walking tour. Also he requested select documents
from the.Archives for display at the. Mayor's Ball. Mr, Blum indicated materials
would be well protected and the Historic Preservation Board will receive credit.
Mr. Gaggstatter told him this is the lastitem on the agenda.
Regarding the motion by Mr. von Bittner, recommendation to Council,
Mr. Gaggstatter will call Mr. Scott Davis to.get this item on the next Council
agenda. Mr, von Bittner will represent Historic Preservation Board in this
request to Council.
The meeting adjourned at 8:25 P.M.
5. SELECT DOCUMENTS FROM ARCHIVES TO CELEBRATE 60th ANNIVERSARY OF MIAMI SHORES
1. Display at Mayor's Ball, 2. Display in -Community Center
3. Possible display in Village Hall lobby.
Members proceeded to research in the old yellow trunk and the map room.
