05-15-1989 Regular Meeting• ahami ..ihorescillage F L OR 10 A HISTORIC PRESERVATION BOARD May 15, 1989 A regular meeting of Miami Shores Village Historic Preservation Board was held at, Miami Shores Village Hall on Monday, May 15, 1989. The meeting was called toorder at 7:50 P.M, by Vivian Rodriguez, Chairman, with the following members present: Vivian Rodriguez, Chairman Hank D. Gaggstatter, Jr. Marty Kern MargoNewton 2. MINUTES - APRIL 17, 1989 Following correction of two misspelled words, the minutes of the meeting of April 17:,.1989 were approved by a motion made.by Mr. Gaggstatter, seconded by.Ms. Newton, and passed by voice vote. 3. CERTIFICATE OF APPROPRIATENESS HEGEDUS RESIDENCE, 940 NE 95 ST Mrs. Rodriguez requested action on this application for Certificate of Appropriateness, for repair of roof using wood shake shingles to match the existing roof, Also a request 2. for a circular- driveway in front to accomodate more than one car. Discussion followed concerning separating the two requests. A sketch and site plan will be needed for the circular driveway. Margo Newton moved to approve 8.1 for the roof repair to woodshake shingles, motion was seconded by Mr.. Gaggstatter, and passed unanimously. 4. PROPOSED CHANGES TO COVENANT Mrs. Rodriguez introduced an alternate Historic Landmark Covenant, which she felt would be more palatable to homeowners. If action is taken this evening it would need to go to the. Village Attorney, Mr. Fann and also to Village Council for review. Considerablediscussion took place. The new Covenant was compared tothe old. Legality of the Covenant in its present form, also mentioned was. Mr. Courtney's opinion that any Covenant weaker than . the present form. could. ,not be approved. It was noted that the Covenant as is, is protective of the owner's. rights. Further it was men- tioned that Miami Beach. and Coral Gables approve designation: without owner consent. Ms. Newton suggested Miami Shores Village.try this, and throw out owner consent requirement~ In continued discussion the offer of an incentive was mentioned, maybe a Grant from Historic Preservation Board, or some type of contest. HISTORIC PRESERVATION. BOARD. -2- 5/15/89 • Mr. Gaggstatter moved to present the revised Covenant.to Council for • • consideration. The motion was seconded by Marty. Kern, for discussion. In discussion it was mentioned that Council Members should be contacted and talked with before the Board proceeds with the change. Some questions raised: What's to be gained bythis new Covenant? Will more people sign? It was agreed no negative backlash is needed, at this time.. The vote was called, and the motion failed by unanimous voice vote. Mrs. Rodriguez will continue talking to Tom Logue, Dade County Attorney, who works with the Preservation Board. 5. COMMENTS, REPORTS ANNOUNCEMENTS Ms. Newton mentioned that the V +.•age Heritage Council House Tour was successful. There were about.100 people in attendance. She expressed gratitude to the Theatre and the people who opened their homes. Mrs. Rodriguez announced she has been talking with Barbara Witte, Downtown Revitalization Board Manager. They discussed the possibility of placing an ad in the Village News$75.00rper page or maybe splitting a page with the Theatre. Possibilities r the advertisement were men- tioned: old photos, contests, architectural detail information, etc. Ms. Newton invited Mrs..Rodriguez to attend the next meeting of the Shores Performing ArtsiBoard at the Miami Shores. Country Club. The Historic Preservation..BBoard budget was also discussed, and"1: Mrs. Rodriguez noted she will pursue this with Mr. LuBien and Gail Macdonald, Finance Director. Mrs. Rodriguez reported she hadlooked into.the purchase of a cabinet in which to store sets of prints, but felt the prices of $600.- $707. much too expensive. Mr. LuBien suggested that if purchased they would need to go on the top of the file cabinets. In further discussion, it was determined that maybe used cabinets could be found. Size was.also dis- cussed. Mr. Gaggstatter will look. in catalogs in his office. He will research further , and look at the possibility of purchase of used cabinets. It was announced that there will be no meeting in June. There being no further business, the meeting adjourned at 9:00 P.M. re ry Approved Chairman
