HISTORIC PRESERVATION BOARD
February 22, 1988
A regular meeting of the Miami Shores:Historic Preservation Board was
held at the Miami Shores Village Hall, on Monday, February 23, 1988 at
7:30 P.M... The meeting:was.called to order by Margo Newton, Chairman, with
the following members present:

Also present: Stephen K. Loffredo, Councilman
2. MINUTES - January 18,1988
The minutes of the meeting of January 18, 1988 were approved., as written,
by a motion Made by::Mr. Courtney, seconded by Mrs. Rodriguez, and passed.
3. DISCUSSION CERTIFICATE OF APPROPRIATENESS
Mr. & Mrs. Daniel Aulton

Ms. Newton explained to Members that the keystone (or. coral rock) application
has: been done prior to obtaining a permit, --.and a Certificate of Appropri-
ateness. These papers were brought in today. Ms. Newton feels this
application of coral is destructive to the house, because of the damage to
Original stucco.
Mrs. Rodriguez noted the surface work does notseem to destroy the structure,
however, she feels there is not enough information on the Certificate of
Appropriateness to make a.. knowledgeable decision. There are no plans or
drawings for the work completed nor forthelattice work which is planned.
Much discussion continued, concerning a sketch or.drawings, and the flagrant
violation of doing work without a permit. In reply to questions from
Mr. Courtney, Ms. Newton commented that, the Aultons' had come before the
Board before. with other requests, and these papers are submitted as a
result of Ns. Newtons observance of the work. She explained the situation
to Mrs. Aulton, and invited her to this meeting. Mr. Courtney noted the
the delicate area of encouraging designation, and at the same time the
building code must be enforced. He agreed with Mrs. Rodriguez, there is not
sufficient information to:make an educated decision.
Mrs. Rodriguez. moved to table the application for Certificate of Appropr1
ateness pending resubtission of application with a sketch of work completed,
and a plan. for the proposed lattice work. Motion was seconded by
Mr. Gaggstatter.

There was further discussion regarding ten (10) days required for the
Historic Preservation Board to act.on the request. Consequence, should
the application be denied, and the destruction or damage to the house.
Ms. Newton urged Members to go by and take a look;. Mr. Loffredo outlined
the means for obtaining ,Council back up, in case .of an appeal.
The motion passed by unanidaous vote.
.Members agreed that Ms. Newton will call, and advise Mrs. Aulton of the
Boards' decision, also she will address a letter reminding Mr. & Mrs.
Aulton of their responsibilities as owners of a Historic Landmark Home,
and resubmit application with proper paperwork.
4. NATIONAL REGISTER GRANT
A brief informational report was given by Ms. Newton, The Grant has been
sent in, and a check in the amount of $2,500.00 received.. The 200 page
report was' attractively bound within a:pink cover, with -professionally
lettered title, and a picture of a Miami. Shores historic house. She 'also
requested:that Members might help after the meeting to collate and insert
photographs for the. Bards' copy of the report.
5. MIAMI SHORES ELEMENTARY SCH00L - paint color
Members' were informed by --Ms. Newton thatshe hada call from Mrs. 2aher,
Principal of Miami Shores Elementary Schoolthat the school is going to be
painted, -and since they want to cooperate with. Miami- Shores Historic
Preservation,.she requested Ms. Newton help -in selectingthe paint color.
She furtherreported that she and Marty Kern selected a; light pink with a
darker tone trim. Statues and columns:will be white. Also the windows are
being worked on,, and the blue is being changed to a translucent clear glass.
She suggested that Members could go by'for a lookkof:the colorby the office,
on the avenue side.
6. COMMENTS, REPORTS,ANNOUNCEMENTS
A. It was mentioned that Anthony.Pierro of:.121 N. E. 100th St., and
Ms. Casusa-Sheilds, 152 N. E. 93rd St. had signed,the Covenant,
and.were approved by Council. The Secretary reported' that four
Covenants (Pena, 960 N. E. 95th St., Schottenheimer, 389 N. E. 99St.,
Pietro, 121 N. E. 100th St., and Casusa-Shieldsof 152 N. E. 93 St.)
have been sent to Dade County to be recorded as Historic Landmarks.
B. Dade Heritage Trust is sponsoring its' annual: Dade Heritage Days in
April and May, and plans a kick off party, Saturday, Feburary 27,
at 5:30 P..M, in Coral Gables. Cost is $20,.00
C. Miami Shores Historic Preservation'and the Shores Heritage Council
is having a Historic House Tour -pn :Mayc..,':i-__� ;_P;i,M.. More informa-
tion to be announced.
D,, Dade Heritage Trust also having its Preservation Gala party on
March 18 at the Biltmore in Coral Gables.

7 Members received in their packet a copy of the minutes of the Planning
and Zoning. Board Workshop of February 11., held to discuss': Amendments to
Village Code to assist Historic Preservation. She advised Members that
the Planning & Zoning. Board did not see the need to reconstruct the whole
code. A. new ordinance was, created for variance to Historically Designated
:Structures.. She also noted that she has been requested to write the
definition for Historic Designated Site for the Ordinance.
8. The book. "A Handbook of Historic Preservation Law" ordered January 20, has
been received, and will prove to be a fine guide for Members.
