11-16-1987 Regular Meeting• • • Crhores) llage FLORIDA HISTORIC PRESERVATION BOARD November 16, 1987 A regular meeting of the Miami, Shores Historic Preservation Board was held at.the Miami Shores Village Hall, on Monday, November 16, 1987 at 7:30 P.M. The meting was called to order by Margo Newton, Chairman, With the following members. present: Margoillewton, Chairman 'Henry T. Courtney Hank D. Gaggstatter, Jr. Marty Kern Vivian D. Rodriguez Also present: Maria Temkin Ivan Rodriguez 2. MINUTES, September 21, 1987 Motion made by Mr. Courtney, seconded by Mr; Gaggstatter,Ito_t h1e approval of the minutes. of September 21, acting Secretary, Vivian. Rodriguez had not completed the minutes. 3. ET,FCTION OF CHAIRMAN Mr. Courtney nominated Mt. Gaggstatter who declined. Mr. Courtney then nominated. Margo Newtonwho suggested nomination should be tabled until arrival of Mrs. Rodriguez. 4. NATIONAL. REGISTER NOMINATION Maria Temkin, Project Manager,gave an update on the work for National Register.Nomination. She. gave Ms. Newton photographs of ,homes, to be 'nominated,. to label. The photographs were taken. approximately late in 1985 by Hank Gaggstatter. All Members concurred they are outstanding photos. Mr. Courtney suggested publishing a book or -brochure listing the homes with.photographsiadvertising the beauty' of. Miami Shores. Mrs. Temkin passed out Time Sheets for Members to complete. She reminded Members there is no time extension. Time donated, .charges.,or bills must be in by November 30. She requested.all.completed:work be dropped off at her home. Mrs. Temkin also gave each Member a -list of the homes to be nominated. Ms_. Newton reminded all that cost of photographs., blueprints, andcopies be. included. Seth Bramson did the tap reproduction. 5. ,PRESENTATION - IVAN-RODRIGUEZ Mr.Ri.driguez:gave a slide presentation titled "Guidelines on How to Evaluate Certificate:of Appropriateness".. This presentation was most • • • HISTORIC PRESERVATION BOARD -2- 11/16/87 informative, interesting, and very beneficial from the.standpoint of the evaluation process. The guidelines follow the ten standards followed by the Secretary of Interior for investment tax credit. :A.few are: Use :compatible with the original use, distinguished character should not. be destroyed, any changes should be compatible with existing, or original, and one should be sensitive to craftmanship. Further Mr. Rodriguez pointed out that standards. ofrehabilitation are vague on purposethnt Members should be emphatic=in maintaining standards of quality. In the slides he showed how home architecture could be lost in renovation. He outlined. primary_ and secondary elements, and.character defining features, windows, doors, awnings. Ms. Newton thanked Mr. Rodriguez for coming and for the outstanding pre- sentation. Vidian. Rodriguez arrived at',:this point. Mr. Rodriguez also informed Members., Historic: Preservation should not be a>dvolunteer Ordinance. It is not necessary.to have a Covenant signed or registered. If the Village does not designate worthy properties the County will institute action. Much discussion followed. 3. ELECTION OF CHAIRMAN Ms. Newton explained to Mrs. Rodriguez, the election was tabled until her arrival. Mr.. Courtney nominated,Ms..Newton, seconded by.Mr.s. Rodriguez. Following discussion, Ms Newton was unanimously elected. 6. COMMENTS, REP©RTS,..ANNOUNCEMENTS Ms. Newton called attention to a Memo from.Mr.. LuBien, requesting attendance of Members of Historic. Preservation Board,Members, at the next Planning & Zoning Bpard meeting:, December 10, 1987. She noted .that, this is the Historic Preservation Board house tour night.. Heritage Council House Tour is scheduled for. December_10,, 1987. There will be four homes open. Musicians and artists will be present. Parking will be availablein the Church parking lot, and --a tram used fortransportation. to the homes. Dade Heritage Trust will sponsor a Membership drive, December 2, 1987, 7:30 P.M. - 9:30 P.M., with a tour of the home of Dr. & Mrs. James Judd Mr. Gaggstatter requested that. Suite #219 be.added ,to his office address, and the office phone number is 591-1707. Mrs. Rodriguez advised her office number, in the afternoon only is, 751-0010.
