HISTORIC PRESERVATION BOARD
MAY 18, 1987
A regular meeting of the Miami Shores Historic Preservation Board
was held on Monday, May 18, 1987 at 7:30 P.M. The.meeting was called
to order by Margo Newton, Chairman:, with the following members present;

2. MINUTES. April 20, 1987
The minutes of the meeting. of April 20, 1987 were approved., as written,
by a motion made by Mrs. Rodriguez, seconded.by Mt. Gaggstatter, and
passed unanimously.
3. 9301 N. E. 9th PL. (Barnott Res.) (Owners - Dr. Andrew &.Janet Berman)
Members received a copy of the letter sent by Margo Newton, inviting
Dr. & Mrs. Berman, owners of the house, to the meeting. Dr, & Mrs.
Berman were present, in response to the letter,
& Mrs. Berman stated that their goal is to maintain the integrity
of the house. Mrs. Berman outlined their efforts'in obtaining a
variance for the proposed addition to be of wood to match the existing
structure, but were unsuccessful. The Planning &-Zoning Board suggested
CBS construction with wood siding: and matching roof;..,.Further she stated.
the original structure is only 800 sq. ft., and changes:have been made
on the. inside. Also Dr. Berman noted that screening on: :the porch has
.been removed, and replaced with double hung windows.
Much discussion ensued.
Ms. Newton advised, the Board is not interested in.the interior changes.
The Board is more concerned with work which cannot be reversed. There
should be no drastic change to the facade. The property is histroically
significant, and everyone agreed it is most worthy of landmark designa-
_tion. Itis also a.property which was included in the Historic Site
Survey. -several -years: ago.
Mr. Courtney advised the Bermans' that Members have a goal -,to help in
every way possible and not to be a restrictive Board. Mrs, Rodriguez
intentioned that the Board uses the Department of Interior Guidelines, and
this information might be useful.in their restoration efforts.
Mr. Gaggstatter outlined some of -the history of the house, and talked
about photographs of the builder in front of the original homestead which
are stored in the Archives at the Library.

Discussion continued, and Ms. Newton advised the Board:has available
resources that might be helpful and further that she will obtain copies
.of all pertinent information relating to designation plus a. -copy of
• the aforementioned photograph, and: bring:. it by the
house,for the Bermans to review,
Dr. & Mrs. Berman expressed appreciation, and said they will gladly
read.over all the materials and be in touch with the Board.
4. GRANT - IVAN RODRIGUEZ.
Ms. Newton announced that Ivan Rodriguez had submitted a bid of $1,600.
as Grant Concultant, and received her approval. He .called her today to
say that,. Dade County has been designated Certified Local Government,
and he has been hired as Consultant. His office will have the oppor-
tunity to review their National Grant Nominations locally, it is then
sent to the State, Tallahassee Bureau, and then to Washington. He
declined to be Miami Shores Consultant, feeling this -may be a conflict
of interest.
Mr. Rodriguez recommended Maria Temkin., a Miami Shores resident, who also
does very good work in his office. Ms. Newton indicated that she will
contact Maria Temkin.
Mr. Courtney questioned the hiring without a bid or resume, and asked
what other steps were taken to hire a Consultant,
Ms. Newton responded that she had placed an ad in the Miami Review and
received one response. She also noted that Emily Deitrich, who also
works in Mr. Rodriguez's office was also recommended. Ns, Newton will
request a resume and a bid from both these people and get together with
Members to review the resumes and proposals. when she receives them.
5. REPORTS, COMMENTS, ANNOUNCEMENTS
A. Mrs. Rodriguez reported that she had spoken to Mrs. Palmer,
107 N. E. 96th.St.. Mrs. Palmer indicated that they plan no major
changes to the facade. They have added a pool _& deck in the rear
which is not visible from the front. She has not signed the
Covenantbecause she:fears. the restrictions. She would like to
have a courtyard. in the front with a masonry and grill work wall,
and -wants assurance that this will be alright before she signs.
Mrs. Rodriguez indicated that this does not seem to be a problem,
and invited Mr. & Mrs, Palmer to attend,a Historic Preservation
Board meeting, present their ideas, and erase any:preconceived
ideas they may have about the Board. Ms. Newton mentioned that this
house is elegible for the National Register.
B. Mr. Gaggstatter reported that he has been unable to talk -with Nell
Alexander, but will continue to try.
Brief discussion ensued concerning the Landscape portion of the Covenant.
C. Mr. Courtney reported on his visit to Apalachicola. It was a
marvelous trip and the area is a jewel. He noted that there are

100 -wooden houses untouched,.. and the old fishermen. are not
interested in doing any work on them.
Also, Mr. Courtney reported that he had spoken .to Mr. Don McIntosh,
313 N. E. 92nd St.. There is no plaque on his house.
He has been unable to reach or talk with anyone at the Harrison
House at 1245 N. E. 96th St.. He willwrite a letter to the
owner.
There being no.further business, the meeting adjourned at 8:30 P.M..
