HISTORIC PRESERVATION BOARD
March 16, 1987
A regular meeting of the Miami Shores Village Historic Preservation
Board was held on Monday, March 16, 1987 at 7:30 P.M.. The meeting was
called toorder by Margo Newton, Chairman, with the following members
present:

2. MINUTES - February 17, 1987
The minutes of the meeting of February 17, 1987 were approved., by a
motion made by Hank Courtney, seconded by Vivian Rodriguez.
Ms. Newton requested an amendment on -Pg. 2 - D .....replace existing
jalousie windows with wood casement.._.. The amendment was accepted
by Mr. Courtney and by Mrs. Rodriguez, and passed unanimously.
NOMINATION UOR DESIGNATION - 276 N. E. 98th Street,
Membercfreceived in their packet,:a Site Inventory Form describing this
property. The owners are Marty and Carl Kern.. Ms. Newton noted the
house was built. in 1929, is significant for the Mediterranean Revival
Architecture, has all existing casement Windows and French doors.
Though there has been an addition on the rear,..not:visible from the
front, the. front facade has not been altered. 'She further noted that
she had given. the Kerns' copies of all material relating.to designation,
including the Covenant, and explained details to them, they do understand,
and agreed:to have the house designated.
Following some discussion, Mr. Gaggstatter:moved to recommend to Council
that the house be nominated for designation, seconded byMrs. Colangelo,
and carried -unanimously.
4. COVENANT,- DISCUSSION
Ms. Newton reported that she did discuss the existing Covenant with
Mr, Forney. She was advised that Mr. Fann, Village Attorney had worked
long and hard on the Covenant as it is, and it is feltthere is no way
to sugar coat the agreement. The property owner must know the importance
of the Document he is signing.
Much discussion continued, concerning weakening the Document by making
it too simplistic, or less threatening. This Covenani/was compared to
those in other communities.. Also discussed was the -possibility of
Mr. Fenn talking to Members of the Board as a group or individually.
Mr. Courtney felt the alternate short form loses impo,rtance,in terms
ofhow it looks and feels, it just doesn't emphaisze the importance.
No_action was taken.

There was much discussion on removal of the plaques from houses where
the owners have not signed the Covenant. It was suggested that the
Board inquire if the. Village can do this and repaint,, and alternate
approaches.
Mrs. Colangelo suggested.a letter be sent to the owner of each property
which has a plaque, explaining the need of a.true. list of designated
landmarks and requesting the Covenant be signed in a designated number
of days.
Mr. Courtney suggested a personal contact first, and then follow up
with a formal letter. He moved to contact owners of the homes with
the designated marker presently attached, asking again. if they would
like to sign the Covenant or if they would prefer to have the Village
remove the marker, then follow up with a letter. Mr. Gaggstatter
seconded the motion, which passed unanimously.
Approximately eight owners who had not signed, were divided among
Members for contact.
Mr. Gaggstatter suggested the Village be consulted first concerning
removal of the designated marker.
5. REPORTS, COMMENTS, ANNOUNCEMENTS
A. March 27-29, 1987, The Florida Trust for Historic Preservation
will be sponsoring the Tarpon Springs Tour. distributed@
Schedule of Events to Members, and advised it should be a most
interesting event.

B. Members also received a flyer concerning Preservation Day 1987.
This is a "Hands-on Workshop" and Legislative Update scheduled
for April 28-29, 1987 in Tallahassee, and sponsored by the
Florida Trust for Historic Preservation, Historic Tallahassee
Preservation Board, and Bureau of Historic Preservation.
Mss Newton notedthat she had, -in the past attended,:. and she
encouraged others of the Board to attend, if at all possible.
C. Members received a copy of a letter and schedule for the upcoming
Conference in Tampa, sponsored by University of Florida College
of Law, Growth Management Studies and Florida Department of
State, Division of Historic Resources. The date is March 27, 1987,
and Conference title is "Historic. PreservationinFlorida's
Coastal Zones".
D. Ms.. Newton reported that she had attended the Realtor Luncheon
at Horace Mann Jr. High,,which she found very informative,
She also informed Members that the school is considering a
change of windows and installation of metal louvers over the

windows. Though this is in the Village of El Portal, she
felt a letter should be written, recommending maintainance
of the present architecture and beauty of the building.
After further discussion-, Vivian Rodriguez suggested that
she will take care of the matter.
E. Mr. Courtney. reported that he had extensive_ conversation with
Della Zaher, Miami Shores Elementaty School Principal. He
was extremely pleased with things going on at the school, and
proud of. the Miami Shores School systems. Regarding the
windows, Ms. Zaher explained the Miami Shores Elementary
School has been moved from one jurisdiction.to another, and
this takes a bit longer for maintenance to be approved and
completed. Reglazing the windowpanes remains a priority
issue. She also informed him that landscaping on 103rd Street
is being considered.
There being no further business to come before the Board, the meeting
adjourned at 8:30 P.M..
