02-17-1987 Regular Meeting• • cfhores9Ilage R L OR ID A HISTORIC PRESERVATION BOARD February 17, 1987 A regular meeting of the Miami Shores Historic Preservation Board was held on Tuesday,. February 17, 1987 at 7:30 PM,. The meeting which was held in the Village Manager}s office was called -to order by Margo Newton, Chairman, with the following members present: Margo Newton, Chairman Henry T, Courtney H, D. Gaggstatter, Jr, Vivian D. Rodriguez Absent: Addea Colangelo 2. MINUTES - January 19, 1987 Vivian.Rodriguez moved to approve, as written, the minutes.of the meeting of. January 19, 1987, seconded by H. D. Gaggstatter, and passed unanimously. 3. COVENANT - DISCUSSION There was much discussion concerning the Covenant. The necessity of the Covenant as written and an alternate means of obtaining consent which might.be less threateningandless intimidating, Mrs. Rodriguez suggest- ed a:letter of consent, from the owner, encompassing wordage of the Ordinance. Sheinquired,would a letter be just.as legally binding. Mr. Courtney agreed the concept is good. The idea should be given to Mr,.Fotney, Village Manager, and referred to the Village Attorney and to Council for review and .opinion. The Covenant is a promise and must run with the land. Mr. Gaggstatter emphasized that the County can abolish this Board, take over and approve Historic.Landmarks, Historic Preservation under County. jurisdiction does not require owner consent. Some residents are reluc- tant to sign the Covenant, fearing the makeup of the Board 5-10 years down the road. Mrs, Rodriguez.pointed out that the reason the County has. not, up to now taken over, is because this Board has been an active Board, and further, there.has been no pressure from developers. Ms,' Newton noted that she has discussed the Covenant issue with Mr. Fann who has -not been in favor of making a change. Ms, Newton further agreed to talk with Mr,'Forney, Village Manager, concerning the Covenant or the letter concept, and will report back to Members by phone. • • • HISTORIC PRESERVATION BOARD -2- 2/17/87 4 GRANT Ms. Newton reported, all the necessary forms have been signed and are ready to go. The next step is to advertise for a Consultant. She reminded Members that Consultant time must be matched by volunteer hours by Members in order to qualify the Grant. 5. CERTIFICATE OF APPROPRIATNESS -- REQUEST FOR RE ROOF 357 N, E, 92nd ST, Ms, Newton noted the request is to re roof a separate garage with built up gravel. The existing roof is flat gravel. James Obenour of Obenour Roofing indicated on the form that the old roof will be torn off and replaced with 5 ply gravel. Mr, Courtney moved to approve the request, seconded by Mrs. Rodriguez, and passed by unanimous vote. 6. COMMENTS, REPORTS, ANNOUNCEMENTS A, Ms, Newton reminded Members of the Workshop;to beheld in Tampa, February 27, 1987. She distributed for Members perusala flyer for registration, She indicated that she will try to attend, the topics sound very interesting. Mr. Courtney noted the 1:30 P.M. session "Workshop B - Legal Problems a Commission Faces" conducted by Caryl Brinson, City Attorney, Gainesville, sounds like something we might benefit from, B. Mr, Courtney reminded the Secretary to send all notices to his office. C. The Secretary was requested to obtain check and mail in renewal form for one year subscription to: Conserve Neighborhoods. replace existing jalousie D. Ms. Newton advised the Board that shewould like to make ccrta.in windows with changer; to wood casement windows on the front of her house. When decision planning is complete she will present Certification of Appropriatness for Board approval. E, There will be a Historic Preservation Board Workshop on Saturday, March 7, 1987, 10:30 A,M, at the Miami Shores Community Center, Ms. Newton will contact J. D, Varney, and remind Members. There being no further business to come before the Board, the meeting adjourned at 8;30 PM,
