HISTORIC PRESERVATION BOARD
November 17, 1986
A regular meeting of the Miami Shores Historic Preservation Board was
held. on Monday, November 17, 1986. The meeting was called to order by
Margo Newton at 7:30 P.M. at Miami Shores Village Hall, with the following
Members present:

H. D. Gaggstatter, Jr.
Vivian Rodriguez
Absent: Henry T. Courtney

2. MINUTES August 18, 1986; September 15, 1986
There was no Historic Preservation Board Meeting in October
The minutes of the meeting of September 15, 1986 were approved, as
written, by a motion made by Mr. Gaggstatter, seconded by Mrs. Rodriguez,
and passed unanimously.
Approval of the minutes of the meeting of August 18, 1986 was tabled to
the next meeting, for lack of quorum who were in attendance at that meeting.
3. ELECTION OF CHAIRMAN
This item was tabled for the next meeting when other Members could be present.
4. GRANT APPLICATION UPDATE
Ms. Newton announced -with great pleasure that Miami Shores Historic Preser-
vation.Board has been: awarded a $2,500.00 matching funds Grant to support
the Thematic Group Nomination. These funds will be forthcoming from the
State Bureau of Historic Preservation.
Other Dade. County projects approved for Grants: D.H.T. for the Wagner
Homestead received $9,000., the M.B.P.L. - $7,500., and Bob Carr for
Archeological Conservacy - .$6,500 or $7,000.
All indicating that Dade County did very well, considering that there were
over 400 Grant applications.
5. ARCHIVES WORKSHOP REPORT
Ms. Newton reported that much was accomplished at the Archives Workshop.
Materials were sorted and some items were set aside to be sent to Barry
University, Miami Shores Country Club Golf Course, and photographs and
materials for the Historic Museum of South Florida. Mrs. Rodriguez
suggested that a letter, indicating the donation, be drafted, to send
along with the items.
A date for completion of the sorting will be set at the December meeting.

Discussion continued concerning informing Neighbors of the Grant Award,
and at the same time maybe in a forthcoming December issue, begin a
Historic Preservation feature home article. Ms.. Newton stated, she will
contact Stephen Smith to take pictures of. some of the houses that might
be included.
6. REPORT ON VIDEO TAPE PROJECT - VIVIAN RODRIGUEZ
Mrs. Rodriguez presented an in depth report on the Options for a Video/
Slide Presentation on the History of Miami Shores.
Option I - She outlined the advantages of a. Slide Presentation with
taped narration.
1. A larger screen projection can be viewed by larger groups.
2. Initial production costs are less.
Option II - Video Presentation of Slides......
Cost Option A - Members would produce narration and music and provide
to Photo Lab with slides at a cost of approximately
$120.00. To have narration done at a recording studio
would cost approximately $250.00
Cost Option B - To transfer the slides to a Video format, editing, and
recording the narration and music in the studio would
cost approximately$1,200.00 for an 8-10 minute
presentation.
Mrs. Rodriguez indicated she will continue to check out other options, but
. at this time feels the Slide Presentation will be the way to go.
7. FLORIDA TRUST ANNUAL 'METING REPORT
Ms. Newton reported on her attendance at the Annual Meeting.
On Friday, September 26 a Florida Conference of Preservation Boards &
Commissions was held, and new officers for 1986-1987 were elected.
Stephanie Farrell, Tampa is Chairman.
Three Workshops are scheduled for 1987. One to be held in January in
Winter Park, and one in Gainesville. Topics may include Getting Started
on a Preservation Program, and a Tax Act Update Program, was discussed at
great length.
Next year the Conference will be held in Gainesville.
8. RESOLUTION NO. 809-86
Na. Newton presented Members with a copy of this resolution, which
particularly deals with Board Members attending at least 50% of the
meetings of such boards, committees or commissions during the year.
Copies will be mailed to absent Members.

9. COMMENTS, REPORTS, ANNOUNCEMENTS
Marie Hoey, A new resident of the Community attended the meting and
volunteered her services on any project. She inquired about plans for
the Holiday Season.
It was reported, there will be no Tour of Historic Homes this year
because of a lack of people who will open their homes. There will be
a party held, possibly in February. It is hoped that in the meantime
much work will be undertaken to educate and interest more people in
Historic Preservation.

Mrs. Rodriguez brought up, for diopussion the Koppen case to be determined
by Council at their meeting tomorrow evening. This. is a request for
division of land without plat. She felt the Board has a particular
interest, because of the possible, potential landmark.designation for the
house on a part of this parcel. No action was taken.
Mr. Gaggstatter reported on his visit to Columbus,..Ga.. A Historic District
of 30 to 40 homes, covering a 2-211 block area, built between 1824-1850.
Ms. Newton noted that she will place on the next agenda, work on restruc-
turing the Convenant.
