05-19-1986 Regular Meeting• • • iarni Jhoress nage F L OR ID A HISTORIC PRESERVATION BOARD May 19, 1986 A regular meeting of the Miami Shores Historic Preservation Board was held on Monday, May 19, 1986. The meeting was called to order by Margo Newton, Chairman, at 7:30 P.M. at Miami Shores Village Hall, with the following members present: Margo Newton, Chairman H. D. Gaggstatter, Jr. Addea Colangelo Absent: Henry T. Courtney Vivian D. Rodriguez 2. MINUTES The minutes of the meeting of April 21, 1986 were approved as written, by a motion made by Mrs. Colangelo, seconded by Mr. Gaggstatter, and carried unanimously. 3. REPORT OF PROPOSED LANDMARK DESIGNATION Ms. Newton reported that she had been doing some research concerned with proposed Landmark Designation. Her findings on three residences follow: 1. 61 N. E. 96th St. The Board has already approved preliminary recommendation of this property for Landmark Designation. The house has recently been sold to Carl Davis, who is interested in designation. A copy of the Covenant is being sent to him for his review, and should he agree to sign, the Board will then make their recom- mendation to Council, who makes the final decision. 2. 269 N. E. 99th St. This property is owned by Diane Wiggins, herself an attorney. She indicated that she would like to study the Covenant first, and might go along. 3. 352 N. E. 98th St. The owner of this property was J. P. Reeder before his death in the past year. The property is now owned by his daughters, who do not feel inclined to sign, since the house is for sale. Discussion followed concerning the reverse opinion of so many with regard to Landmark Designation. It was determined the best remedy is to educate the public and also the Real Estate community. • • • Historic Preservation Board -2- 5/19/86 In reply to query, Ms. Newton commented, there has been no further action on the modified Covenant signed by Mr. & Mrs. Fabian, but she does hope to have the problem ironed out in the next week or so. 4. COMMENTS, REPORTS, ANNOUNCEMENTS A Historic Preservation Workshop, "Making Defensible Decisions" will be held on May 24, 1986, 9:00 A.M. - 1:00 P.M., at the Miami Woman's Club. In St. Petersburg on Friday and Saturday, May 30 & 31, 1986 there will be a training program on Historic Preservation Ordinances in Florida, sponsored by the National Trust for Historic Preservation. Since several Members will be absent for the June meeting, Mr. Gaggstatter moved to cancel the meeting in June, seconded by Mrs. Colangelo, and passed unanimously. Discussion followed con- cerning the July and August meetings, it was decided not to call these meetings off at this time. Ms. Newton noted that since she will be away during the month of June, she appointed Mr. Gaggstatter to serve as Chairman in her absence, should questions arise. Concerning the Federal Grant Assistance, a letter from George Percy, Bureau of Historic Preservation Florida Department of State, was read. Mr. Percy regretfully advised that Federal Grant funds have not been forthcoming in the amount anticipated, therefore, only the five top ranked projects can be funded. Since Miami Shores Historic Preserva- tion is ranked #10 on the priority list, there will no funds available from 1986 funding. Brief discussion followed. Mrs. Colangelo moved to apply for available funds from the State of Florida this fall, seconded by Mr. Gaggstatter, and carried unanimously.
