HISTORIC PRESERVATION BOARD
January 27, 1986
A regular meeting of the Miami Shores Preservation Board was
held on Monday, January 27, 1986. The meeting was called to order by
Margo. Newton at 7:30 p.m., at the Miami Shores Village Hall. The follow-
ing members were present:

Henry T. Courtney
H. D. Gaggstatter, Jr.
Vivian Rodriguez
Absent: Addea Colangelo
2. Henry T. Courtney was introduced to the Board, and welcomed as
a new member.
3. MINUTES
Ms. Newton pointed out a typographical error

4. COVENANTS PENDING SIGNATURE REPORT
Following brief discussion, it was decided to move on to other
items on the Agenda, and return.to #4 after 1i8.
5. THEMATIC GROUP NOMINATION REPORT

Ms. Newton reported the4 application forAThematic Group Nomination Project
is complete, submitted, and will be reviewed at the Historic
Preservation Advisory Council, one of two sessions. One is
scheduled for Thursday, January 30, 1986, 10:00 a.m. at Viscaya.
The other session is on Friday, January 31, 1986, 9:00 a.m. at
Coral Gables City Hall. Miami Shores Thematic Group Nomination
will be discussed on Friday.
Discussion followed. Ms. Newton encouraged Members to attend if
possible.
6. NATIONAL REGISTER WORKSHOP - January 29, 1986
This Workshop will be held on Wednesday, January 29, 1986, 9-12
noon at the Metropolitian Museum in Coral Gables. Michael Zimney,
Historic Site Specialist for South Florida with the Bureau of
Preservation, -will conduct the Workshop.

Much discussion occured concerning procedure for nominating ,o
properties for designation, and obtaining covenant signatures
after Council has made the decision to nominate. Members con-
curred owners should receive a copy of the Covenant for their o
perusal, before the property is designated.

Motion was seconded by Mrs. Rodriguez.
Much discussion followed. Ms. Newton indicated the Miami Shores
Ordinance does provide for the procedure for nomination. The

Covenant signature from the owner.

to withdraw the second, and Mr. Gaggstatter withdrew his motion.
Mr. Gaggstatter then moved to include a copy of the Covenant with
the packet of information sent to the owner of property to be
recommended for nomination, seconded by Mrs Rodriguez, and passed
unanimously.
Mr. Gaggstatter moved to consider 61 N. E. 96th St. at the February
meeting, for recommendation to Council as a Historic Landmark,
seconded by Vivian Rodriguez, and carried unanimously.
Regarding 540 N. E. 96th St. and 269 N. E. 99th St., Margo Newton
indicated she will provide Members with site survey file forms.
8. REPORT ON 1291 N. E. 96th St.
Ms. Newton in her report to Mr. Forney, concerning Council approval
to rescind this property as a Landmark Designation,.was told that
since a letter of rejection was received from the property owner,
no Council action is necessary. Hank Courtney recommended the
Board, out of courtesy, send the owner a letter regreting their
decision.

4. COVENANTS PENDING SIGNATURE REPORT
Ms. Rodriguez reported that she had been by 121 N. E. 100th St.
and 361 N. E. 101st St. several times and never found anyone at
home. She will keep trying.
Mr. Gaggstatter reported, he has been unable to see Nell Alexander,
262 N. E. 96th St., but will continue to try. Mrs. Palmer,
107 N. E. 96th St., indicated she might consider signing a modified
covenant. The Carl Fabians' of 577 N. E. 96th St., submitted a
rewritten covenant, which is unacceptable. It was suggested that
an invitation to appear before the Board be extended, to give them
the opportunity to explain their reasons for the modifications.
It was agreed that those who have not signed be invited to appear
before the Board and express their objections for refusal to sign.
9. RECEPTION FOR ADVISORY COUNCIL ON JANUARY 31, 1986
There will be a reception for the Historic Preservation Board
Advisory Council, Friday, January 31, 1986, 8:30 p.m. at
257 N. E. 91st St., Miami Shores, one of our Historic Landmarks.
10. COMMENTS, REPORTS, ANNOUNCEMENTS
Ms. Newton made the following announcements:
A. The Quarterly Meeting of the Dade County Council of Pre-
servation Board will be held on February 24, 1986, 12 noon,
at the Miami Women's Club.
B. A Ceremony celebrating the 150th birthday of Dade County
is scheduled. for Tuesday, February 4, 1986 at noon. The
County Mayor will issue a Proclamation.
C. A Signing Party will be held on Sunday, 10:00 a.m.-5:00 p.m.
at the Historic Museum of South Florida. 100 limited
edition, signed copies of Dade Historic Days sesquincentennial
poster will be offered for a $25.00 donation to the Dade
Heritage Trust.
D. The Gold Coast RR Museum will operate as a part of Homestead
Rodeo Days. The railroad will run from Homestead to the Zoo.
Mr. Courtney indicated that there appears to be a conflict between
Answers to your Questions & the Covenant re: Addition to property.
It was suggested the Board consider alteration to information in the
packet in this regard.
Mr. Courtney also reported that he had been to the Historic Museum
and felt it is wonderful and well worth the time of a visit.

11. CERTIFICATE OF APPROPRIATENESS

A Certificate of Appropriateness and a sample of the red, clay,
barrel tile to be used for re roofing the residence, was reviewed
by the Members. The Board agreed that there is no objection.
