11-18-1985 Regular Meeting• Miami cihores illage F L OR ID A HISTORIC PRESERVATION BOARD November 18, 1985 A regular meeting of the Miami Shores Historic Preservation Board was held on Monday, November 18, 1985. The meeting was called to order by Margo Newton at 7:30 p.m., at the Miami Shores Village Hall. The following members were present: Margo Newton, Chairman H. D, Gaggstatter, Jr. Vivian Rodriguez Absent: Addea Colangelo 2. MINUTES Ms. Newton suggested the following amendments to the minutes: Pg 2, #6, paragraph 7...Thematic Group nomination to the National Register of Historic Places. Paragraph 8 ,,,Main Street Program , and any Downtown Revitalization projects and plans. Mr, Gaggstatter moved to approve the minutes as amended, seconded by Vivian Rodriguez, and carried unanimously. 3. THEMATIC GROUP (not Resource) NOMINATION - NATIONAL REGISTER OF • HISTORIC PLACES • Ms. Newton met with Michael Zimny last week. She reported it was an informative and worthwhile meeting. Mr.. Zimny brought with him brochures with information and guidelines on applying for the Thematic Group Nomination and a brochure on the National Register of Historic Places. Plan of action to apply was also discussed. 4. FEDERAL GRANT-IN=-AID ASSISTANCE AVAILABLE A letter was received by Ms. Newton from George Percy, Bureau of Historic Preservation, Tallahassee, outlining the Federal Grant funds available in 1986. These funds provided to assist local planning and survey efforts, Application deadline for the 50/50 in kind services grant, as received last year, is December 16, 1985. Advisory Council to .the Bureau of Historic Preservation will make their decision by February 15, 1986, Grant award - 3/15/86. Contract must be signed by 4/30/86, and all expenditures & reim- bursements must be completed by September 30, 1987. Ms. Newton outlined the criteria for application. She noted that a $1,500.00 Grant will be applied for, the largest sum of these monies being used to hire a consultant to prepare the forms, etc, The theme could be the 1925,- 1926 years, homes by the Shoreland Co, of which there are about 30, Following discussion, Mr. Gaggstatter moved to apply for Federal Grant -In -Aid Assistance for Historic Preservation Project, for Thematic Group Nomination to the National, Register of Historic Places, seconded by Mrs. Rodriguez, and passed unanimously, • • HISTORIC PRESERVATION BOARD -2.- 11/18/85 Ms. Newton will seek Council approval at their meeting on Tuesday, Nov. 19. She will then call Fred Gaske in Tallahassee to ask for nomination forms immediately, Also she will contact Ivan Rodriguez regarding the Consulting position and writing the Grant. 5. COVENANTS PENDING SIGNATURE REPORT: It was reported that 310 N. E. 99th St„ a landmark designated property, is in foreclosure by the Bank. Ms, Newton will speak with Mercy Perez, the listing agent for the property, and then the bank official to inform them of the historic designation. Margo Newton reported, she does not have a telephone number for Debbie Schneider, the new owner of 152 N, E. 92 St, so will make an effort to visit her, Mr. & Mrs. McIntosh of 313 N, E, 92nd St., will sign if the covenant is modified to that portion of the house (West wing) designated, only. Mr. Gaggstatter reported, the owners of 107 N. E. 96th St., also. will sign a modified covenant. This will be discussed at the next meeting in December. Mr. Gaggstatter also checked with Nell Alexander, 262 N. E. 96th St., she at first indicated that she would sign, and then apparently changed her mind, He will contact her again. 287 N. E. 96th St., Jay Young the new owner has indicated that he will sign. Since Addea Colangelo was not present, there was no report on 577 N. E. 96th St., or 1245 N. E. 96th St, Vivian Rodriguez reported, she haS no phone number forthe owners at 121 N. E. 100th St. or 361 N. E. 101st St., so will go by, and then report later. 6. PROPOSED REMOVAL OF DESIGNATION 1291 N. E. 96th St. Fallowing discussion, that this house has been so modified, that it no longer reflects the original, a motion was. made by Vivian Rodriguez to recommend to Council that, 1291 N. E, 96th St, be removed from designation as a Historic Landmark, The motion was seconded by Hank Gaggstatter, and carried unanimously, 7. PROPERTIES SUGGESTED FOR NOMINATION PROPOSAL: 61 N. E. 96th St, 540 N. E. 96th St„ & 269 N, E, 99th St. Mr. Gaggstatter moved to table this item to the next meeting in December, seconded by Mrs, Rodriguez, and passed unanimously. HISTORIC PRESERVATION BOARD -3- 11/18/85 110 8. RENEWAL OF SUBSCRIPTION CONSERVE NEIGHBORHOODS Ms. Newton reported, this is a worthwhile publication, and she feels it will be useful to the Board. Mr. Gaggstatter moved to renew the Board's subscription to Conserve Neighborhoods, seconded by Mrs. Rodriguez, and passed unanimously.` Ms. Newton will have the magazine delivered to her home, and after reviewing contents, she will pass it on to the Library to be used as a reference. Subscription renewal fee is $15.00 9. COMMENTS, REPORTS, ANNOUNCEMENTS Ms. Newton reported the plans for the Candlelight Tour are moving along. Scheduled date is December 11, 1985, 7:00 to 9:00 p,m., cost of tickets $10.00, will be available by calling Margo Newton, Addea Colangelo, or Marty Stofik. Tickets will also be available at 6:30 p.m., at the home of Marty Stofik, the evening of tour, Ms. Newton and Mrs. Rodriguez attended the Luncheon meeting of Dade County Council of Preservation Boards, Oct. 28, 1985. The group was good and the meeting interesting, lunch at the Niami Women's Club was also good. She was proud to report that Miami Shores is doing so much compared to the County and other munici- palities in our area. Mrs. Rodriguez reported, she and her husband visited the Deering Estate on Saturday. The Estate has just been purchased by the State and Dade County and being operated under the auspices of the Parks and Recreation Dept. as a Public Park. The buildings are in marvelous condition, and the day was most,interedting and informative. Ms. Newton also reported that regarding Dade Heritage Days, a monthly meeting is planned to prepare for Dade Heritage Days scheduled to be held next Spring.
