HISTORIC PRESERVATION BOARD
September 16, 1985
A regular meeting of the Miami Shores Historic Preservation
Board was held on Monday, September 16, 1985. The meeting was called
to order by Margo Newton at 7:30 p.m., at the Miami Shores Village
Hall. The following members were present:

Absent: Vivian D. -Rodriguez
2. MINUTES
Mr. Gaggstatter moved the minutes of the meeting of July 15,
1985 be accepted as written, seconded by Mrs. Colangelo, and
passed unanimously.
3. CONSIDERATION OF NOMINATED PROPERTIES
A. Spears Harris House (tabled 2/14/83)
287 N. E. 96th St.
Owner - Jay Young
Consideration of the Spear -Harris House was tabled on 2114/83.
The house has been sold and it was removed from the table for
review at the request of the new owner' Jay Young. Addea
Colangelo moved to recommend this house for consideration as
a Historic Landmark, seconded by Hank Gaggstatter.
Brief discussion followed, concerning significance of the house.
In reply to query, Jay Young stated he hopes to restore the
house and possibly eventually add a swimming pool, Mr. Young
further noted he is familiar with the Covenant and is agreeable
to signing it.
The motion to recommend this house, carried unanimously, and
Mr. Young was advised this will be considered by Council at the
October 1, 1985 meeting.
B. 960 N. E. 95th St. (approved 1/23/84)
Owner - Eugenia Blackwell
This house was not approved by Council for Landmark Designation
for lack of owner consent.
Mr. Gaggstatter moved to table consideration at this time, be-
cause of the Owner's absence, seconded by Addea Colangelo and
carried unanimously.

4. DOWNTOWN REVITALIZATION BOARD - BOARD ASSISTANCE
Ms. Newton related a conversation she had with Mr. Franklin
Grau, Chairmanofthe Downtown Revitalization Board, in
which he requested the assistance of the Historic Preservation
Board in finding plans and research on buildings on N. E. 2 Ave.
Following discussion, Mr. Gaggstatter moved that Ms. Newton
send a letter to Franklin Grau, agreeing to assist the Down-
town Revitalization Board where possible. Motion seconded by
Addea Colangelo and carried unanimously.
5. MIAMI SHORES HISTORIC PRESERVATION BOARD ARCHIVES
Lawton McCall purchased a trunk in which are stored historic
memorabilia he has collected over the years. Ms. Newton
stated that she has a key to the trunk, but suggested a member
of the Board be in charge of sorting and putting the materials
in order. She noted that, Marty Stofik has gone through the
materials and stored the most significant papers:at the Library.
Also, Mr. McCall had given Thelma Peters. slides & photographs.
In further discussion on the matter Gregory Anderson stated,:_it
is important to have such a collection for future reference.
Mr. Gaggstatter will contact Thelma Peters to inquire about the
slides and photographs, and members will go through the trunk
at the Community Center to further sort and determine the im-
portance of the papers.
6. ROBERT LAW WEED ARCHITECTURAL DRAWINGS - CATALOGING

Ms. NewAintroduced discussion regarding the drawings of Robert

She stated, there is a need for help in cataloging these works, \.J
and Ivan Rodriguez's offer to instruct.

Hank Gaggstatter moved, the Chairperson send a letter indicat-
ing the Board's willingness to assist with the cataloging,
seconded by Greg Anderson, and carried unanimously.
7. GRANT APPLICATION - MULTIPLE RESOURCES HISTORIC DISTRICT
As reported by Ms. Newton, the deadline for this years Grant
was September 16, 1985, now too late to act. Deadline for a
Federal Grant is December 15, 1985. Ms. Newton talked with
Tallahassee to be sure we are informed of available Grants.
Discussion continued on Thematic Resource Districts and Grants
available for National Register.

• 8. DESIGNATED HISTORIC LANDMARKS - STATUS REPORT & DISCUSSION

Ms. Newton reported on the updated list of Miami Shores
Historic Landmarks, their designation or lack of. Ms. Newton
further reported on her report to Council.
Much discussion ensued regarding the Covenant, and the need to
have it customized, clarified, or rewritten,or legal addendum.
The Board concurred, the importance of working with Mr. Fann,
Village Attorney, regarding the matter.
Action: Margo Newton will discuss the issue with Mr. Fann to
determine options to clarify the existing Covenant.
9. ORDINANCE - DISCUSSION
Covered under #8.
10. DADE HERITAGE DAYS
Ms. Newton announced, Dade Heritage Days are April 11, 1986 -
May 16, 1986. There is a need for all Members of the Board
to be involved in the planning. She requested that everyone
be thinking of Events, connected with heritage, that might be
included in the Program.
Mr. Gaggstatter moved to work with the Shores Heritage Council
to arrive at a meaningful program, seconded by Addea Colangelo,
Following further discussion, and the possibility of C� -sponsor-
ing the Heritage Run with the Mayor's Task Force, the motion
carried unanimously.
11. COMMENTS, REPORTS AND ANNOUNCEMENTS
The Florida
Margo reported on the Historic Trust for Historic Preservation
Annual Meeting she attended in Pensacola. She especially enjoyed,
andjfelt the workshop "Public Relations & Education for Historic
Preservation" which she attended on Sat, Sept 14th, worthwhile.

Ms. Newton advised Member of the importance of showing support
for The Florida Trust Historic Preservation, and the National
Trustaby applying for membership, which is $30.00 per year for both.

Grand Concourse Apartments was nominated to the National Register
on August 23, 1985. The Mayor has been notified.
Marty Stofik has been advised that she may not serve as a Special
Advisor to the Board because of her position on Council and a
possible conflict of interest.
