HISTORIC PRESERVATION BOARD
APRIL 22, 1985
A regular meeting of the Historic Preservation Board of
Miami Shores Village was held on Monday, April 22, 1985. The-
meeting
hemeeting was called to order by Marty Stofik, at 7:30 p.m., at the
Miami Shores Village Hall. The following members were present:
Marty Stofik, Chairman
Gregory Anderson
Henry D. Gaggstatter
Margo Newton
Absent: Ralph Renick
Also present: Ivan Rodriguez, arrived during Comments.
1. MINUTES
The minutes of the meeting of February 25, 1985 were approved as
written, by a motion made by Mr. Gaggstatter, seconded by
Mr. Anderson, and carried unanimously.
Ms. Newton requested that the minutes reflect, a Training Workshop
was held on Monday, March 4, 1985, 7:30 p.m., at the home of
Mrs. Stofik. Present at the Workshop were Ivan Rodriguez, Preser-
vation Consultant, Greg Anderson, Margo Newton, and Henry Gaggstatter.
2. ELECTION OF CHAIRMAN
Mrs. Stofik advised Members that as a result of her recent elect-
ion to Village Council, she has given her resignation, as Chairman
of this Board, to Mr:,. Forney, the Village Manager. She noted that
she has enjoyed her tenure as Chairman, and appreciated the coop-
eration of the Members of the Board.
Nomination for the new Chairman was accepted.
Mr. Anderson nominated Margo Newton, seconded by Mr. Gaggstatter.,
and carried unanimously.
Mr. Gaggstatter moved to elect Ms. Newton by acclamation, seconded
by Mr. Anderson, and passed unanimously.
Ms. Newton, in accepting the Chairmanship, thanked Mrs. Stofik for
her inspiration and involvement in Historic Preservation.
3. RESPONSE TO COVENANTS - DISCUSSION
The Secretary provided an updated list of the Landmark Designations.
Of twenty six Covenants mailed, to be signed, notarized, and re-
turned, there were twelve replys.

A letter of rejection from Joe L. & Marianne Palmer, of 107 N. E. 96 ST,
was read by Ms. Newton.
Following discussion, Mr. Gaggstatter moved that someone should make a
call to the Palmers to try to determine their objection to designation,
seconded by Mr. Anderson, and carried unanimously.
It was decided, Ms. Newton will contact Mrs. Palmer.
A letter of refusal from Henry Keller, 1291 N. E. 96th St., was read
by Ms. Newton. During discussion it was determined that this home
has been so modified that, its original architectural integrity is lost.
No action was taken concerning this letter.
Discussion on the wording of the Covenant took place.
Mr. Gaggstatter moved that phone calls, by Members of the Board, be
made to those who have not responded to the Covenant, seconded by
Mr. Anderson, and carried unanimously.
The list of names and phone numbers was then divided among the
Members to follow up on, and call the Secretary with results.
It was determined that a report would be made to Council at the
meeting of May 21.
4. HISTORIC REGISTER NOMINATION - DISCUSSION
Ms. Newton advised Members that Mike Zimney , Tallahassee office
of Historic Preservation, has requested a rough draft of the
nomination by May 1st and the final form by May 30th.
Mrs. Stofik stated that, she is working on the rough draft of the
nomination of the Grand Concourse Apartments, and Old Pump House.
She further noted, she will send copies to Ivan Rodriguez, and the
Board Members for their review before forwarding to Tallahassee.
Following discussion, Mr. Anderson volunteered to compile the
bibliography and footnotes.
5. SITE SURVEY - PROGRESS REPORT

A copy of the results of the Windshield Survey was distributed to
Members. The list was compiled to identify buildings with worthi-
ness, built &A4ree 1940. The properties on the list are identified
in two categories, Contributing and Non -Contributing, and Other,
(Designated, Report on File, Check). Research will continue.
Discussion followed.
Mrs. Stofik advised Members that Ivan Rodriguez has advised her,
this Board is moving in the right direction. The next step is to
go through the files for review. Mr. Rodriguez will help with the
descriptive summary.
There will be e fttither report on the Site Survey at the next meeting.
Mr. Gaggstatter reported, he will endeavor to photograph all the
Properties at one time, upon his return from England.

In his report on the Mercer Building, Mr. Gaggstatter noted that,
he has been unable to find any drawnings,he.has made numerous phone
calls, and will continue his search.
6. COMMENTS, REPORTS, ANNOUNCEMENTS
Mr. Gaggstatter made a motion that, Mrs. Stofik be named Special
Advisor to the Historic Preservation Board, not just as Project
Organizer for the Site Survey, but for other matters where her
expertise might be useful to the Board. Motion was seconded by
Mr. Anderson, and carried unanimously.
Mr. Gaggstatter related, he had received a phone call from
Mr. Lawton McCall, stating that he had important documents stored
in boxes at the Community Center, and these are being eaten by
rats. Mr. McCall has purchased a trunk in which to store the
materials, but wants this Board to determine a place where they
might be kept safely.
Following discussion, it was determined that if these are really
valuable archive, documents, a place should be found in the Library
to store them. Mr. Gaggstatter noted that, he will prevail upon
Mr. McCall to wait for a decision from this Board.
Mr. Ivan Rodriguez arrived at this point. He was given a copy of
the Site Survey. Discussion followed.
Mr. Gaggstatter moved that notice of all meetings and materials be
sent to Mrs. Stofik and Mr. Rodriguez, seconded by Mr. Anderson,
and carried unanimously.

Council will appoint a new member to the Board on May 21.
The meeting adjourned at 9 PM, by a motion made by Mr. Gaggstatter, and seconded
by Mr. Anderson, and carried unanimously.
