HISTORIC PRESERVATION BOARD
FEBRUARY 25, 1985
A regular meeting of the Historic Preservation Board of
Miami Shores Village was held on Monday, February 25, 1985. The
meeting was called to order by the Chairman, Marty Stofik, at 7:30 p.m.
at the Miami Shores Village Hall. The following members were present:

Also present: Ivan A. Rodriguez, Preservation Consultant
Copies of pertinent materials were passed out to Members by
Mrs. Stofik.
2. MINUTES
The minutes of the meeting of November 26, 1984 were approved
as written, by a motion made by Mr. Gaggstatter, seconded by
Ms. Newton, and carried unanimously.
Mrs. Stofik recommended that the minutes reflect, the January
meeting was replaced by attendance at the Dade Council of
Preservation Boards on January 10, 1985, and by the Florida
Conference of Preservation Boards meeting in Palm Beach on
January llth.
3. SITE SURVEY -PROGRESS REPORT AND DISCUSSION
Mrs. Stofik announced the award by the State of the $1,500.
matching funds Grant. One of the requirements of the Grant
is to enlist the aid of a professional Preservation Consultant,
to insure the proper execution of designation and implementa-
tion of all the Grant requirements.
Mrs. Stofik then introduced Ivan A. Rodriguez,
Preservation Consultant, and a resident of Miami Shores Village,
who was selected for the job.
Mr. Rodriguez signed his contract, outlining the scope of his
services, time of performance, etc. Since the contract called
for commencing of services within ten days, a Training Workshop
was set up for Monday, March 4, 1985, 7:30 p.m., at the home of
Mrs. Stofik, 29 N. E. 91st St.. Mr. Rodriguez noted, the Work-
shop should take from one hour to 12 hours. He noted also that
he will supervise and coordinate the Workshop.

Mrs. Stofik noted the Preliminary Report has been accepted
and approved. A Historical over -view of the downtown area has
been made. She submitted a report which lists the particular
properties with some significance, and basic information on same.
She informed Members that some research has been done for a Site
Survey report, and a current Status Report completed. Mrs. Stofik
also noted that the Miami Shores Building Department files are
available for further research. Assignments for various areas of
work have been made. Mr. Gaggstatter, photography, Mr. Anderson,
a Historian, was assigned the task of history research, Ms. Newton
and Mrs. Stofik will be involved in research, and Mr. Renick will
contact those whose properties have not been designated for lack
of owner consent.
Mr. Rodriguez commented that, itlappears a considerable amount of
ground work has been undertaken. Further work will involve an in
depth identification of each person's responsibilities. Historical
research at all levels, Library research (both Dade County Downtown
Branch and Brockway), photography, main sources of information need
to be identified, physical and architectural ddscription of each
property. All this information must be compiled -and a text must be
written.
In response to query from Ms. Newton, Mr. Rodriguez identified
A, H, and C, as Architectural (1 being the higher, and 3 the lower),
Historical, and Contextural (how the property relates to the
neighborhood), significance.
In further discussion Mrs. Stofik noted, the completed Site Survey
will provide a complete inventory of all properties built before
1940 (an arbitrary year). This will provide future Boards with a
base from which to begin. She also, emphasized the importance of
maintaining correctly the Time Sheet for matching Grant time. All
the work must be completed by June 30, 1985.
Discussion continued regarding two National Register nominations:
Grand Concourse Apartments, and the Old Pump House.
4. AMENDMENT TO ORDINANCE 439-82 - DISCUSSION
Mrs. Stofik related to Members two items for discussion. The one
being an amendment which she has discussed with the Village
Manager and the Village Attorney, regarding the proper manner in
which to get designation of a Landmark with the chain of title.
The present wording requires a convenant drafted by the Village
Attorney which she has found exceptions to. Mrs. Stofik further
stated she is continuing dialogue -is coming closer to a resolution
to that element.
The other amendment to be discussed is the fact that there is no
formal vehicle by which to identify houses, important to our in-
viroment, but not so important as to qualify as Landmark. She
recommended creation of an official inventory of buildings or
houses identified for architectural significance only. Plans, in
such cases would also need to be submitted for review.

Discussion followed, regarding the dangers and legal problems
which might arise from such assignment. A property is either
designated, or not designated. Members concurred that an in-
ventory, listing these properties and a letter of congraula-
tions to the owners, might be a better solution. Mrs. Stofik
was pleased that, at least, this much can be done.
5. DADE HERITAGE DAYS
Mrs. Stofik announced the 2nd Annual Miami Shores Heritage Run,
8 K this year instead of the usual 10 K, is scheduled for
April 20th, 7:30 a.m.. Fee is $6.00 advanced entry and $7.00
fee on the day of the race.
On April 28, the Shores Heritage Council will sponsor an Open
House Tour of Historic homes in Miami Shores. This will be a
bus and walking tour, beginning at Miami Shores Elementary
School. There will be two tours, if demand. requires, one at
1:00 p.m., the other at 4:00 p.m..
The calendar of other activities for Dade Heritage Days will be
out shortly.
Dade Heritage Trust will conduct a Historic Homes Clinic, of how
to repair windows, roof, and selection of colors and painting,
materials and supplies available, etc.. This Clinic will be
held on May llth, in conjunction with Pioneer Days at Lummus Park.
6. OTHER
Circus, March 23rd. / The 1985 FCPBC Special Workshop will be held
on March 8, in Orlando. Folder & registration was distributed.
Invitations are going out for the Morningside Block Party, a
celebration for the designation of Miami's first Historic District.
Mr. Gaggstatter reported that the Barnott House is 'For Sale'.
Mr. Renick reported that the Smith house has been sold. Mrs. Stofik
reported that the Fowler house is still on the market.
Mrs. Stofik announced the next meeting puts us back on schedule, it
will be held on Monday, March 18th, 7:30 p.m..
